belong, had arrived. It was only after <strong>the</strong> Pope had given<br />

up <strong>the</strong> proposed mission <strong>of</strong> new legates, that <strong>the</strong> deeply<br />

<strong>of</strong>fended Cardinal <strong>of</strong> Mantua allowed himself to be persuaded<br />

to remain for <strong>the</strong> time being. ^<br />

On May 25th <strong>the</strong> legates submitted to <strong>the</strong> fa<strong>the</strong>rs <strong>of</strong> <strong>the</strong><br />

Council, as <strong>the</strong> result <strong>of</strong> <strong>the</strong> dehberations which had taken place<br />

so far, <strong>the</strong> draft <strong>of</strong> a decree, in nine reform canons, to be<br />

published at <strong>the</strong> next Session. ^ On <strong>the</strong> same day <strong>the</strong>y<br />

reported to Rome <strong>the</strong> ill-success <strong>of</strong> <strong>the</strong>ir negotiations with<br />

<strong>the</strong> Spaniards, who demanded that <strong>the</strong> question <strong>of</strong> <strong>the</strong> duty<br />

<strong>of</strong> residence should be decided at <strong>the</strong> next Session, or, if that<br />

were not possible, ei<strong>the</strong>r that <strong>the</strong> Session should be delayed,<br />

or that <strong>the</strong>y should have a promise that <strong>the</strong> matter should<br />

be decided at <strong>the</strong> following one.^ It was only with great<br />

difficulty that Mendo9a, Bishop <strong>of</strong> Salamanca, who, by ar-<br />

rangement with <strong>the</strong> legates, had undertaken <strong>the</strong> task <strong>of</strong><br />

mediation, succeeded in dissuading <strong>the</strong> leader <strong>of</strong> <strong>the</strong> Spanish<br />

prelates, <strong>the</strong> Archbishop <strong>of</strong> Granada, <strong>from</strong> his purpose <strong>of</strong><br />

making a protest against <strong>the</strong> postponement <strong>of</strong> <strong>the</strong> question.*<br />

Besides this <strong>the</strong> Spaniards insisted, as <strong>the</strong>y had done previ-<br />

ously, that <strong>the</strong> Council should be expressly declared to be a<br />

continuation <strong>of</strong> <strong>the</strong> former Council <strong>of</strong> Trent. In this connection<br />

<strong>the</strong> situation was fur<strong>the</strong>r aggravated by <strong>the</strong> unmannerly<br />

attitude taken up by <strong>the</strong> French envoys, whose leader, de<br />

Lansac, <strong>the</strong> confidant <strong>of</strong> Ca<strong>the</strong>rine de' Medici, reached Trent<br />

on May i8th. A few days later, his two colleagues, Arnaud<br />

du Ferrier, President <strong>of</strong> <strong>the</strong> Parliament <strong>of</strong> Paris, and Gui<br />

du Faur de Pibrac, Chief Justice <strong>of</strong> Toulouse, both <strong>of</strong> whom<br />

were suspected <strong>of</strong> heresy, also arrived.^ <strong>The</strong> representatives<br />

<strong>of</strong> France were received at a General Congregation on May<br />

26th ;<br />
