legates to proceed with all possible moderation, lest <strong>the</strong> movement<br />

for reform within <strong>the</strong> Church, instead <strong>of</strong> contributing<br />

to <strong>the</strong> salvation <strong>of</strong> Christendom, should degenerate into a mere<br />

upsetting <strong>of</strong> <strong>the</strong> existing order ;<br />

<strong>the</strong>y were not lightly to lend<br />

an ear to every claim and request, bat to proceed in agreement<br />

with <strong>the</strong> head <strong>of</strong> <strong>the</strong> Church. With regard to <strong>the</strong> question<br />

<strong>of</strong> residence, <strong>the</strong> Pope still reserved a decisive definition ;<br />

in view <strong>of</strong> <strong>the</strong> differences <strong>of</strong> opinion among <strong>the</strong> fa<strong>the</strong>rs, and<br />

<strong>the</strong> prevailing excitement, it would be better to wait for a<br />

more favourable and a calmer time.^<br />

Besides <strong>the</strong>se instructions, Pendaso was <strong>the</strong> bearer <strong>of</strong> 95<br />

articles <strong>of</strong> reform, furnished with notes by <strong>the</strong> Pope himself,<br />

which had been <strong>drawn</strong> up by <strong>the</strong> private secretary <strong>of</strong> Pius IV.,<br />

on <strong>the</strong> basis <strong>of</strong> <strong>the</strong> reform libellum <strong>of</strong> <strong>the</strong> Spanish prelates,<br />

which had been sent to Rome by Simonetta on April 6th.-<br />

In <strong>the</strong> meantime, Simonetta, by his expostulations, had been<br />

successful in inducing his colleagues to leave on one side <strong>the</strong><br />

question <strong>of</strong> residence, and to treat <strong>of</strong> it only in connection with<br />

<strong>the</strong> discussion <strong>of</strong> <strong>the</strong> Sacrament <strong>of</strong> Holy Orders. This was<br />

reported to Cardinal Borromeo by <strong>the</strong> legates on May iith.^<br />

But in <strong>the</strong> meantime a change <strong>of</strong> opinion had been brought<br />

about in <strong>the</strong> mind <strong>of</strong> Pius IV. Reports <strong>from</strong> various corre-<br />

spondents painted <strong>the</strong> disunion and confusion at Trent in<br />

such vivid colours that <strong>the</strong> whole Curia was stirred to its<br />

depths. <strong>The</strong> Pope's mind was disturbed more and more by<br />

<strong>the</strong> secret warnings which reached him in great numbers,<br />
