debated question as to whe<strong>the</strong>r <strong>the</strong> city <strong>of</strong> <strong>the</strong> Council should<br />

have a protective foice <strong>of</strong> Papal troops. <strong>The</strong> Pope decided<br />

that <strong>the</strong> defence <strong>of</strong> <strong>the</strong> Council should be entrusted to Cardinal<br />

Madruzzo, as <strong>the</strong> temporal lord <strong>of</strong> <strong>the</strong> district, and that a<br />

monthly allowance <strong>of</strong> 200 scudi should be assigned to him<br />

<strong>from</strong> <strong>the</strong> treasury <strong>of</strong> <strong>the</strong> Council.^<br />

<strong>The</strong> Bishop <strong>of</strong> Fiinfkirchen had at first to remain inactive,<br />

as he had arrived in Trent without mandate or instructions.<br />

It was only on January 31st, when <strong>the</strong> Archbishop <strong>of</strong> Prague,<br />

Brus von Miiglitz, one <strong>of</strong> <strong>the</strong> envoys who was to represent<br />

Ferdinand I. as Emperor, had arrived, that both <strong>the</strong> repre-<br />

sentatives <strong>of</strong> <strong>the</strong> Hapsburg were solemnly received in <strong>the</strong><br />

General Congregation on February 6th. ^ <strong>The</strong> Portuguese<br />

envoy, Fernando Martinez de Mascareynas, arrived in Trent<br />

on February 7th.* In order to avoid disputes between <strong>the</strong><br />

ecclesiastical and secular representatives <strong>of</strong> <strong>the</strong> princes, such<br />

as had already arisen between <strong>the</strong> Spanish and Portuguese<br />

envoys, <strong>the</strong> legates issued a table <strong>of</strong> precedence on February<br />

8th. ^ <strong>The</strong> Portuguese envoy, who soon proved himself a<br />

loyal friend to <strong>the</strong> legates, was introduced at <strong>the</strong> General<br />

Congregation on <strong>the</strong> following day, and <strong>the</strong> second Imperial<br />

envoy, Sigismund von Thun, who had now also arrived, was<br />

introduced on February loth.^<br />

On February 13th <strong>the</strong> three representatives <strong>of</strong> Ferdinand I.<br />

handed to <strong>the</strong> legates a memorandum, '^<br />
