Cardinal Gonzaga celebrated High Mass, and <strong>the</strong> sermon<br />

was delivered by <strong>the</strong> Archbishop <strong>of</strong> Reggio, Gaspare del Fosso.<br />

After <strong>the</strong> usual ceremonies, <strong>the</strong> Secretary <strong>of</strong> <strong>the</strong> Council read<br />

<strong>the</strong> Bull <strong>of</strong> Indiction, and <strong>the</strong> Archbishop <strong>of</strong> Reggio <strong>the</strong> two<br />

decrees which had been accepted in <strong>the</strong> General Congregation<br />

<strong>of</strong> January 15th/ which were now approved. Four Spaniards<br />

however, led by <strong>the</strong> Archbishop <strong>of</strong> Granada, Pedro Guerrero,<br />

protested against <strong>the</strong> decision that <strong>the</strong> Council was to act<br />

under <strong>the</strong> presidency, and to follow <strong>the</strong> proposals, <strong>of</strong> <strong>the</strong><br />

legates. 2 During <strong>the</strong> session, <strong>the</strong> Bishop <strong>of</strong> Flinfkirchen,<br />

Georg Draskovich, one <strong>of</strong> <strong>the</strong> orators <strong>of</strong> <strong>the</strong> princes, arrived;<br />

he was to represent Ferdinand I. as King <strong>of</strong> Hungary.<br />

For <strong>the</strong> moment, <strong>the</strong> question <strong>of</strong> <strong>the</strong> continuation was<br />

only evaded. <strong>The</strong> legates resolved, in view <strong>of</strong> <strong>the</strong> widely<br />

divergent views and demands <strong>of</strong> <strong>the</strong> powers, and in order not<br />

to impede <strong>the</strong> course <strong>of</strong> <strong>the</strong> Council, to deal at first with<br />

matters <strong>of</strong> secondary importance. In <strong>the</strong> General Congrega-<br />

tion <strong>of</strong> January 27th, <strong>the</strong>y submitted three articles for dis-<br />

cussion at <strong>the</strong> next Session ; <strong>the</strong>se concerned prohibited<br />

books, and <strong>the</strong> drawing up <strong>of</strong> a letter <strong>of</strong> safe-conduct for <strong>the</strong><br />

Protestants.'* It was fur<strong>the</strong>r decided to add four more<br />

prelates, who were to examine <strong>the</strong> mandates <strong>of</strong> <strong>the</strong> procurators<br />

<strong>of</strong> <strong>the</strong> bishops who were prevented <strong>from</strong> coming. <strong>The</strong> articles<br />

submitted were dealt with in ten General Congregations.^<br />

On January 30th, Mark Sittich, <strong>the</strong> long expected fifth legate,<br />

arrived ; he brought <strong>the</strong> decision <strong>of</strong> Pius IV. on <strong>the</strong> much<br />
