orders for <strong>the</strong> opening <strong>of</strong> <strong>the</strong> Council,^ that he promised<br />

Delfino, in a binding form, on Decembei ist, that his envoys<br />

would certainly be in Trent by <strong>the</strong> <strong>middle</strong> <strong>of</strong> January. Delfino<br />

reported this on December ist to <strong>the</strong> legates at Trent, and<br />

to Borromeo in Rome.^ <strong>The</strong>re were also difficulties with<br />

regard to <strong>the</strong> persons who were to be sent, but <strong>the</strong>se were all<br />

settled by <strong>the</strong> end <strong>of</strong> December as follows : Ferdinand<br />

was<br />

to be represented as Emperor by two envoys—by an<br />

ecclesiastic, <strong>the</strong> former Bishop <strong>of</strong> Vienna, and Archbishop<br />

designate <strong>of</strong> Prague, Anton Brus von Miightz ; and by a<br />

layman, Count Sigismund von Thun ; as King <strong>of</strong> Hungary<br />

he was to be represented by <strong>the</strong> Bishop <strong>of</strong> Fiinfkirchen,<br />

Georg Draskovich.^ In this way <strong>the</strong> remainder cf <strong>the</strong><br />

year 1561 passed away, without <strong>the</strong> Council having been<br />

opened.<br />

In a consistory <strong>of</strong> November loth, Mark Sittich von<br />

Hohenems was appointed legate to <strong>the</strong> Council in <strong>the</strong> place<br />

<strong>of</strong> <strong>the</strong> invalid Puteo, who was unable to travel, and it was<br />

fur<strong>the</strong>r resolved that <strong>the</strong> departure <strong>of</strong> <strong>the</strong> fourth legate,<br />

Simonetta, for Trent, which had been expected for months,<br />

but always postponed, should now take place at once. <strong>The</strong><br />

choice <strong>of</strong> Mark Sittich, which had been made principally on<br />

account <strong>of</strong> his relationship to <strong>the</strong> Pope, was not a fortunate<br />

one ; he may also have been chosen because, by his birth,<br />

and by reason <strong>of</strong> his bishopric <strong>of</strong> Constance, he belonged to<br />

<strong>the</strong> German nation.'* On November 15th, <strong>the</strong> indulgence<br />

bull for <strong>the</strong> happy issue <strong>of</strong> <strong>the</strong> Council was published ; it<br />
