doing this he wished to give unmistakable pro<strong>of</strong> that he<br />

was in earnest about <strong>the</strong> holding <strong>of</strong> <strong>the</strong> Council. He had<br />

already announced his intention <strong>of</strong> appointing Morone as<br />

a legate at <strong>the</strong> end <strong>of</strong> June, 1560.^ In October a report was<br />

current in Rome that Seripando and Gonzaga had been<br />

chosen to represent <strong>the</strong> Pope at <strong>the</strong> Council, in addition to<br />

Morone ; <strong>the</strong> Spanish ambassador, Vargas, was working<br />

against Morone and Seripando. ^ At <strong>the</strong> beginning <strong>of</strong> Decem-<br />

ber, Morone formally declined <strong>the</strong> Pope's request ;^ Cardinal<br />

Ercole Gonzaga also refused, but on Pius IV. insisting, gave<br />

his consent on February 6th.* Pius IV. <strong>the</strong>reupon appointed<br />

him and Puteo legates to <strong>the</strong> Council in <strong>the</strong> consistory <strong>of</strong><br />

February 14th, 1561.^ Three fur<strong>the</strong>r legates were chosen<br />
