it was <strong>of</strong> no importance whe<strong>the</strong>r <strong>the</strong> Council were described,<br />

in accordance with <strong>the</strong> Emperor's wishes, as a completely new<br />

one, since <strong>the</strong>y had repeatedly declared, and most recently<br />

at <strong>the</strong> Diet <strong>of</strong> Augsburg in 1559, that <strong>the</strong>y would acknowledge<br />

no assembly <strong>of</strong> <strong>the</strong> Church which was summoned by <strong>the</strong> Pope.^<br />

<strong>The</strong>y arrived, however, at no definite decision, and Madruzzo<br />

advised <strong>the</strong>m to deliberate fur<strong>the</strong>r on <strong>the</strong> matter, to which<br />

proposal Pius IV. also agreed."<br />

In <strong>the</strong> Curia much dissatisfaction was felt at <strong>the</strong> attitude<br />

<strong>of</strong> Delfino. In a letter <strong>from</strong> Cardinal Borromeo, <strong>of</strong> November<br />

2nd, reproaches were made to him that he had expressed <strong>the</strong><br />

Pope's intentions to <strong>the</strong> Emperor with too little vigour.^<br />

Delfino defended himself in a detailed letter on November<br />

17th. On his arrival in Vienna he had found <strong>the</strong> situation<br />

almost hopeless, as <strong>the</strong> Emperor had been worked upon by<br />

France to oppose <strong>the</strong> continuation <strong>of</strong> <strong>the</strong> Council <strong>of</strong> Trent,<br />

and to agree only to its being held at Spires, Constance, or<br />

some similar place. He had, however, in a few days, managed<br />

to win over Ferdinand to submit to <strong>the</strong> decision <strong>of</strong> <strong>the</strong> Pope<br />

with regard to <strong>the</strong> time and place <strong>of</strong> <strong>the</strong> Council, and even to<br />

agree to Trent, though he had also proposed Innsbruck. <strong>The</strong><br />

Emperor, <strong>the</strong>refore, was not in favour <strong>of</strong> a new Council, and<br />

against a continuation, because he did not acknowledge <strong>the</strong><br />

assembly at Trent, <strong>the</strong> decrees <strong>of</strong> which he personaUy accepted<br />

with all faith, but because he saw that Fr?nce would not agree,<br />
