and himself. Both nuncios appeared before <strong>the</strong> Emperor on<br />

October 9th, when <strong>the</strong>y declared to him <strong>the</strong> Pope's resolve to<br />

remove <strong>the</strong> suspension <strong>of</strong> <strong>the</strong> Council <strong>of</strong> Trent, and called upon<br />

him for his support. Ferdinand handed <strong>the</strong>m his written<br />

answer to <strong>the</strong> Pope, adding <strong>the</strong>reto a declaration concerning <strong>the</strong><br />

whole question <strong>of</strong> <strong>the</strong> Council, which was couched in vigorous<br />

and decided terms. He <strong>the</strong>n pointed out that he gave no orders<br />

to <strong>the</strong> Pope, but only wished to fulfil his duty as Emperor,<br />

when he put forward his views on such important matters.<br />

As far as he personally was concerned he was prepared to<br />

accept any decision <strong>of</strong> <strong>the</strong> Pope, but he could not fail to say<br />

clearly and distinctly to His Holiness that, in <strong>the</strong> event <strong>of</strong><br />

<strong>the</strong> continuation <strong>of</strong> <strong>the</strong> Council <strong>of</strong> Trent, <strong>the</strong> participation <strong>of</strong><br />

<strong>the</strong> Protestants could in no circumstances be counted on, and<br />

that <strong>the</strong>y would even rise up in arms against it. As France<br />

and <strong>the</strong> o<strong>the</strong>r powers also refused to accept <strong>the</strong> continuation,<br />

<strong>the</strong> difficulties <strong>of</strong> Christendom could only be removed by <strong>the</strong><br />

convocation <strong>of</strong> a new Council, to which <strong>the</strong> Pope was, more-<br />

over, bound by <strong>the</strong> decisions <strong>of</strong> <strong>the</strong> Council <strong>of</strong> Constance.<br />

He wished to support this good work, and left <strong>the</strong> question<br />

<strong>of</strong> <strong>the</strong> time to His Holiness ;<br />

as far as he himself was concerned,<br />

he was quite agreeable to Trent, which place was very con-<br />

venient for him, but as this name was hated in Germany, he<br />

proposed Innsbruck. <strong>The</strong> Emperor also referred to <strong>the</strong><br />

necessity for <strong>the</strong> personal attendance <strong>of</strong> <strong>the</strong> Pope at <strong>the</strong><br />

Council. Finally he expressed his astonishment that <strong>the</strong><br />

work <strong>of</strong> reform in Rome was so slow, and carried out with so<br />

little thoroughness ;<br />

he also especially touched upon <strong>the</strong> abuses<br />

in <strong>the</strong> appointment <strong>of</strong> Cardinals, by which he referred to <strong>the</strong><br />

decisions <strong>of</strong> <strong>the</strong> Council <strong>of</strong> Basle. ^ <strong>The</strong> satisfaction expressed<br />
