France/ to meet him, and <strong>the</strong>n he communicated to <strong>the</strong>m<br />

<strong>the</strong> news he had received <strong>from</strong> Tournon, and declared that<br />

he was now obhged to remove <strong>the</strong> suspension <strong>of</strong> <strong>the</strong> Council<br />

<strong>of</strong> Trent, without making any reference to <strong>the</strong> validity or<br />

non-validity <strong>of</strong> <strong>the</strong> decrees already issued. Should Trent<br />

not prove a suitable place, <strong>the</strong> Council could be moved later<br />

on to Vicenza, Mantua, or Monferrato. Although he wished<br />

to deal with those who had fallen away <strong>from</strong> <strong>the</strong> faith in a mild<br />

and friendly manner, <strong>the</strong>y must not be suffered to issue commands<br />

to <strong>the</strong> Holy See in such a matter, but must be prepared<br />

to receive <strong>the</strong>m <strong>from</strong> him. <strong>The</strong> ambassadors were instructed<br />

to communicate this to <strong>the</strong>ir princes, and to exhort <strong>the</strong>m to<br />

support <strong>the</strong> Pope. Prospero d'Arco, <strong>the</strong> representative <strong>of</strong> <strong>the</strong><br />

Emperor, was <strong>the</strong> only one to raise objections, but <strong>the</strong> Pope<br />

rebuked him sternly, and <strong>the</strong> o<strong>the</strong>rs acquiesced in a greater<br />

or lesser degree.^ In accordance with this decision a new<br />

commission was sent by Cardinal Borromeo to <strong>the</strong> nuncio,<br />

Delfmo, on September 24th, by which he was to induce <strong>the</strong><br />

Emperor to agree to <strong>the</strong> removal <strong>of</strong> <strong>the</strong> suspension <strong>of</strong> <strong>the</strong><br />

Council <strong>of</strong> Trent. ^ Pius IV. on <strong>the</strong> same day sternly re-<br />

proached <strong>the</strong> French ambassador, Bourdaisiere, for <strong>the</strong> attitude<br />

<strong>of</strong> France. He promised, however, at <strong>the</strong> ambassador's<br />

request, to wait for ano<strong>the</strong>r fortnight or month, until Francis<br />

II. should have spoken to Cardinal Tournon, and conferred<br />

fur<strong>the</strong>r with him.^ <strong>The</strong> Pope gave <strong>the</strong> Imperial ambassador,<br />

Arco, on September 25th, <strong>the</strong> calming assurance that nothing<br />

but necessity had forced him to his declaration <strong>of</strong> <strong>the</strong> 23rd.<br />

If <strong>the</strong> Emperor thought that he could procure a delay <strong>of</strong> <strong>the</strong><br />

national council <strong>from</strong> France until he had found out <strong>the</strong> views<br />

<strong>of</strong> <strong>the</strong> Protestants, he would alter his decision in accordance<br />
