FRANCE AND THE COUNCIL. IQQ<br />

This intervention on <strong>the</strong> part <strong>of</strong> Spain, however, did not<br />

succeed in bringing about a change in <strong>the</strong> pohcy <strong>of</strong> France.<br />

<strong>The</strong> Abbot <strong>of</strong> Manne had arrived at <strong>the</strong> French court on<br />

September 8th with <strong>the</strong> Pope's reply. A royal edict <strong>of</strong><br />

September loth, 1560, definitely summoned a national council<br />

for January loth, 1561. Antonio de Toledo, who reached <strong>the</strong><br />

French court on September 20th, found himself faced by an<br />

accomphshed fact ; he returned as early as September 27th.<br />

<strong>The</strong> answer <strong>of</strong> Francis II. which he took back to his sovereign,<br />

renewed, in courteous terms, <strong>the</strong> previous demands <strong>of</strong> France,<br />

and especially <strong>the</strong> refusal <strong>of</strong> Trent.<br />

<strong>The</strong> news which in <strong>the</strong> meantime had arrived in Rome <strong>from</strong><br />

France, had occasioned increasing uneasiness. At first <strong>the</strong><br />

Pope still hoped to gain something by complaisance, and<br />

declared himself ready to summon <strong>the</strong> Council, if necessary,<br />

to VerceLi, so as to make it possible to hold it more quickly.<br />

When, however, letters <strong>from</strong> Cardinal Tournon announced on<br />

September 21st <strong>the</strong> convention <strong>of</strong> <strong>the</strong> French national council<br />

for January loth, 1561, Pius IV. felt himself obliged to take<br />

decisive measures.^ On September 22nd he conferred with<br />

<strong>the</strong> Cardinals,"* and on <strong>the</strong> following day he summoned <strong>the</strong><br />
