Pope laid <strong>the</strong> answers <strong>of</strong> <strong>the</strong> French and Spanish governments<br />

before <strong>the</strong> Congregation <strong>of</strong> Cardinals as early as July iith.^<br />

On July 14th <strong>the</strong> Imperial ambassador, Prospero d'Arco,<br />

had an audience in order to submit <strong>the</strong> views and requirements<br />

<strong>of</strong> Ferdinand, which had recently arrived <strong>from</strong> Vienna, to<br />

<strong>the</strong> Pope. <strong>The</strong> latter, who had already, as a Cardinal during<br />

<strong>the</strong> conclave, made known his inclination to grant concessions<br />

with regard to <strong>the</strong> chalice for <strong>the</strong> laity and <strong>the</strong> marriage <strong>of</strong><br />

priests,^ again showed himself on this occasion not disinclined<br />

to make such concessions, at <strong>the</strong> same time, however, ex-<br />

pressing his doubts as to whe<strong>the</strong>r much would be gained<br />

by such a course. Such permissions, without <strong>the</strong> decision<br />

<strong>of</strong> a Council, also appeared to him to be <strong>of</strong> doubtful value,<br />

because difficulties might arise in consequence <strong>of</strong> <strong>the</strong>m at <strong>the</strong><br />

Council, and o<strong>the</strong>rs might feei that <strong>the</strong>y too could ask for<br />

fur<strong>the</strong>r concessions independently <strong>of</strong> a Council."* <strong>The</strong> Con-<br />

gregation <strong>of</strong> Cardinals, to which <strong>the</strong> Pope had submitted <strong>the</strong><br />

Emperor's reply <strong>of</strong> July 15th, also declared that <strong>the</strong> chalice<br />

for <strong>the</strong> laity and <strong>the</strong> marriage <strong>of</strong> priests could only be granted<br />

by <strong>the</strong> Council. Arco, who reports this, adds that <strong>the</strong> removal<br />

<strong>of</strong> <strong>the</strong> suspension <strong>of</strong> <strong>the</strong> Council <strong>of</strong> Trent is definitely wished<br />

for in Rome, and that he has it on good authority that if <strong>the</strong><br />

Emperor agrees to this, <strong>the</strong> Pope will give him an assurance<br />

that <strong>the</strong> wished for concessions shall be made.^ Vargas<br />
