all in conformity with its policy. On June 20th Francis II.<br />

sent <strong>the</strong> Abbot <strong>of</strong> Manne to Rome/ who was to say that <strong>the</strong><br />

King <strong>of</strong> France quite approved in principle <strong>of</strong> <strong>the</strong> decision<br />

<strong>of</strong> <strong>the</strong> Pope to summon a General Council, but that he must<br />

pronounce against its being held again at Trent, or being<br />

regarded as a continuation <strong>of</strong> <strong>the</strong> suspended Council, which<br />

had formerly been held <strong>the</strong>re. <strong>The</strong> general assembly <strong>of</strong> <strong>the</strong><br />

Church must on <strong>the</strong> contrary be convoked anew, and in a<br />

place to which one could feel sure that <strong>the</strong> Emperor and all<br />

<strong>the</strong> estates <strong>of</strong> <strong>the</strong> Empire, Protestant as well as Catholic,<br />

could repair. <strong>The</strong> opinion <strong>of</strong> <strong>the</strong> Emperor must be ascer-<br />

tained, to which <strong>the</strong> King <strong>of</strong> Spain must also submit himself.<br />

As everything depended on <strong>the</strong> calming <strong>of</strong> Germany, <strong>the</strong><br />

French government recommended Constance in particular.<br />

<strong>The</strong> Abbot <strong>of</strong> Manne was also instructed to give tranquillizing<br />

assurances regarding <strong>the</strong> plan <strong>of</strong> a national council. He was,<br />

at <strong>the</strong> same time, to let it be understood that <strong>the</strong> prospect<br />

<strong>of</strong> such an assembly could only be given up if <strong>the</strong> Pope should<br />

proceed without delay to convene a general council in <strong>the</strong><br />

sense desired by <strong>the</strong> French king.^<br />

<strong>The</strong> Emperor Ferdinand I. had only given a general answer<br />

to <strong>the</strong> nuncio, Hosius, when <strong>the</strong> latter had first opened <strong>the</strong><br />

subject <strong>of</strong> <strong>the</strong> Council on May loth, reserving for a later date<br />

a decision as to <strong>the</strong> time and place. When <strong>the</strong> nuncio,<br />

after having received his instructions <strong>of</strong> May i8th,^ again<br />

approached <strong>the</strong> Emperor on June 3rd upon this important<br />

subject, he once more received an evasive reply. Accord-<br />

ing to his report <strong>of</strong> June 5th, Hosius seems never<strong>the</strong>less to<br />
