year.^ Pius IV. expressed his wish to summon <strong>the</strong> Council<br />

to <strong>the</strong> Spanish ambassador, Vargas, over and over again.<br />

" He repeatedly proposes to do so," wrote Vargas on February<br />

25th, " and yesterday he assured me in <strong>the</strong> presence <strong>of</strong> eight<br />

Cardinals, that as soon as Your Majesty, <strong>the</strong> Emperor, and<br />

<strong>the</strong> King <strong>of</strong> France were <strong>of</strong> one mind on this matter, he would<br />

decide as to <strong>the</strong> time and place." In this conversation <strong>the</strong><br />

Pope also gave <strong>the</strong> assurance that he was not thinking <strong>of</strong><br />

holding <strong>the</strong> Council in Rome, but in some suitable place<br />

whi<strong>the</strong>r <strong>the</strong> heretics could come, so that <strong>the</strong>ir want <strong>of</strong> good-<br />

will could be plainly seen if <strong>the</strong>y did not accept <strong>the</strong> invitation.<br />

At <strong>the</strong> obedientia ceremony on March 9th, 1560, <strong>of</strong> <strong>the</strong> envoy<br />

<strong>of</strong> <strong>the</strong> Polish King, Adam Konarski, Prior <strong>of</strong> Posen, Pius<br />

IV. remarked that he was thinking <strong>of</strong> summoning <strong>the</strong> Council,<br />

and he spoke still more plainly in <strong>the</strong> consistory <strong>of</strong> March<br />

15th, when <strong>the</strong> embassy <strong>of</strong> <strong>the</strong> seven Catholic Swiss Cantons<br />

made <strong>the</strong>ir obedientia.^<br />

Obstacles on <strong>the</strong> part <strong>of</strong> Spain and France seemed aU <strong>the</strong><br />

less likely as those powers had already adopted an article<br />

concerning <strong>the</strong> Council at <strong>the</strong> peace <strong>of</strong> Cateau-Cambresis,<br />

in April, 1559. At <strong>the</strong> beginning <strong>of</strong> 1560 Philip II. raised<br />

<strong>the</strong> question <strong>of</strong> <strong>the</strong> Council at <strong>the</strong> French court, where it was<br />

well received.* When, however, <strong>the</strong> actual realization <strong>of</strong><br />

<strong>the</strong> matter was taken in hand, <strong>the</strong> widely divergent political<br />

views and aims <strong>of</strong> <strong>the</strong> Catholic princes, and <strong>the</strong> conflict<br />

between <strong>the</strong> actual or supposed interests <strong>of</strong> <strong>the</strong> state with<br />

those <strong>of</strong> religion, became clearly apparent.<br />

Even in <strong>the</strong> case <strong>of</strong> that power which was purely Catholic,<br />

and uninflenced by domestic religious differences, even in<br />

<strong>the</strong> case <strong>of</strong> Spain, <strong>the</strong> interests <strong>of</strong> <strong>the</strong> Church occupied, at<br />
