extraordinary powers to his Vicar in Rome, Cardinal Savelli,<br />

and to <strong>the</strong> bishops and superiors <strong>of</strong> ordsrs, to decide in <strong>the</strong> name<br />

<strong>of</strong> <strong>the</strong> Pope matters in dispute concerning <strong>the</strong> " apostates "<br />

and those monks wlio had entered o<strong>the</strong>r orders. <strong>The</strong>se were<br />

obliged within six months to submit <strong>the</strong>ir dispensations to <strong>the</strong><br />

duly qualified judge and obey his decision.<br />

It is characteristic <strong>of</strong> conditions in <strong>the</strong> Curia that as soon<br />

as <strong>the</strong> pressure exercised by Paul IV. had been removed, <strong>the</strong><br />

evil elements immediately wakened once more into activity,^<br />

but if anyone thought that <strong>the</strong> work <strong>of</strong> reform had come to a<br />

standstill under <strong>the</strong> new Pope, he was grievously mistaken.<br />

Pius IV. declared quite openly that what had been tolerated in<br />

<strong>the</strong> time <strong>of</strong> Leo X. would no longer be allowed.^ When he<br />

confirmed <strong>the</strong> election capitulation on January 12th, 1560, he<br />

announced his intention <strong>of</strong> carrying out as Pope <strong>the</strong> thing<br />

that appeared <strong>the</strong> most necessary to all persons <strong>of</strong> discernment,<br />

namely, <strong>the</strong> taking seriously in hand <strong>of</strong> <strong>the</strong> questions <strong>of</strong> reform<br />

and <strong>the</strong> Council. He also spoke to <strong>the</strong> same effect at his<br />

first consistory, held on <strong>the</strong> same day,^ and announced that<br />

a commission for <strong>the</strong> " reform <strong>of</strong> morals " would be appointed<br />

even before <strong>the</strong> meeting <strong>of</strong> <strong>the</strong> Council. Of this Cardinals<br />
