very soon. On January 31st, 1560, Charles Borromeo, Gian<br />

Antonio Serbelloni, and Giovanni de' Medici, <strong>the</strong> seventeen-<br />

year-old son <strong>of</strong> Cosimo I., were created Cardinals.^ Pius IV.<br />

soon showered fur<strong>the</strong>r tokens <strong>of</strong> his love on Charles. On<br />

February 7th he received <strong>the</strong> administration <strong>of</strong> <strong>the</strong> archbishop-<br />

ric <strong>of</strong> Milan, and on April 25th <strong>the</strong> legation <strong>of</strong> Bologna. ^ Pius<br />

IV. had intended to give <strong>the</strong> direction <strong>of</strong> ecclesiastical and<br />

political affairs to Cardinal Morone, but <strong>the</strong> latter declined<br />

<strong>the</strong> honour.^ <strong>The</strong>reupon <strong>the</strong> Pope transferred to Charles<br />

Borromeo <strong>the</strong> administration <strong>of</strong> <strong>the</strong> Papal States, and installed<br />

his Cardinal-nephew at <strong>the</strong> head <strong>of</strong> <strong>the</strong> secretariate <strong>of</strong> state.<br />

In <strong>the</strong> <strong>middle</strong> <strong>of</strong> March this appointment was announced to<br />

<strong>the</strong> nuncios, toge<strong>the</strong>r with <strong>the</strong> order that in future all instruc-<br />

tions given by <strong>the</strong> Cardinal Deacon <strong>of</strong> SS. Vito e Modesto,^<br />

for such was <strong>the</strong> first titular church <strong>of</strong> Charles, were to be<br />

regarded as coming <strong>from</strong> <strong>the</strong> Pope himself.^<br />

Charles' only bro<strong>the</strong>r, Federigo, was also richly endowed with<br />

honours and dignities. This nephew, who was aged twentyfive,<br />

was to found <strong>the</strong> territorial power <strong>of</strong> <strong>the</strong> Borromei by<br />
