to <strong>the</strong> Vatican amid such mighty cries <strong>of</strong> joy that, as Panvinio<br />

writes, one could scarcely distinguish <strong>the</strong> thunder <strong>of</strong> <strong>the</strong><br />

cannon, fired in honour <strong>of</strong> <strong>the</strong> occasion, <strong>from</strong> <strong>the</strong> acclamations<br />

<strong>of</strong> <strong>the</strong> people.^<br />

<strong>The</strong> election had an im pleasant sequel for Vargas. Philip II.<br />

was not pleased with <strong>the</strong> over-zealous proceedings <strong>of</strong> his<br />

ambassador, nor with <strong>the</strong> means which he had employed.<br />

On January 8th, 1560,2 before <strong>the</strong> result <strong>of</strong> <strong>the</strong> conclave was<br />

known in Spain, <strong>the</strong> king commissioned Francisco de Mendoza<br />

to go to Rome and earnestly urge <strong>the</strong> Cardinals to hasten<br />

<strong>the</strong> election. At <strong>the</strong> same time he gave him a letter for Vargas.<br />

Shortly before <strong>the</strong> departure <strong>of</strong> Mendoza, that is on January<br />

8th, <strong>the</strong> news <strong>of</strong> <strong>the</strong> election <strong>of</strong> Pius IV. arrived, and Mendoza's<br />

journey was abandoned. <strong>The</strong> letter for Vargas, however,<br />

was still sent to Rome.^<br />

In this important letter'* <strong>the</strong> king first expresses hi'=: regret<br />

that in spite <strong>of</strong> <strong>the</strong> troubled state <strong>of</strong> Christendom <strong>the</strong> election<br />

<strong>of</strong> a worthy Pope had not yet taken place. It caused him<br />

great pain and sorrow that <strong>the</strong> passions and personal feelings<br />

<strong>of</strong> <strong>the</strong> Cardinals should have entailed such consequences.<br />

To combat this recourse should not have been had to such<br />

measures as gifts <strong>of</strong> money, as had been done by Vargas and<br />

<strong>the</strong> Viceroy <strong>of</strong> Naples, and just as little could <strong>the</strong> promise <strong>of</strong><br />

indemnification for Paliano be justified.^ Vargas must never<br />

again make use <strong>of</strong> such means, but must ra<strong>the</strong>r employ such<br />

as would not jeopardize <strong>the</strong> king's good name. If Carafa<br />

was not satisfied with general promises, such as could be<br />

given without weighing on one's conscience, <strong>the</strong>n <strong>the</strong> ambassador<br />

had no right to give fur<strong>the</strong>r pledges in <strong>the</strong> name<br />
