(b) S<strong>in</strong>ce <strong>the</strong> Government cannot provide adequate f<strong>in</strong>ances to all <strong>the</strong> private secular Colleges,<br />

<strong>the</strong> Department on November 24 th 2008 could organize a UGC orientation meet<strong>in</strong>g <strong>of</strong> Pr<strong>in</strong>cipals<br />

with UGC Deputy Secretary for Nor<strong>the</strong>ast to highlight <strong>the</strong> assistance which could be availed by<br />

<strong>the</strong> Colleges from UGC. Out <strong>of</strong> 13 Govt. Colleges, only seven (7) and four (4) <strong>in</strong> Private<br />

Colleges are covered under Sec.2(f) and 12 (B) which makes <strong>the</strong>m eligible to receive UGC<br />

grants. The o<strong>the</strong>r six (6) Govt. Colleges and thirty three ( 33 )Private Colleges are yet to receive<br />

this status.<br />

© Higher Education has seriously taken up <strong>the</strong> national policy for Assess<strong>in</strong>g, Promot<strong>in</strong>g and<br />

Susta<strong>in</strong><strong>in</strong>g Quality Education. To monitor and encourage <strong>the</strong> delivery <strong>of</strong> quality Education, <strong>the</strong><br />

Department is closely work<strong>in</strong>g with <strong>the</strong> National Assessment and Accreditation Council<br />

(NAAC) under UGC to encourage <strong>the</strong> Colleges <strong>in</strong> <strong>Nagaland</strong> to undertake self assessment and to<br />

improve <strong>the</strong>ir performances.<br />

The State Level Quality Assurance Coord<strong>in</strong>ation Committee (SLQACC) formed <strong>in</strong> 2005 and<br />

<strong>the</strong> Quality Assurance Cell (QAC) formed <strong>in</strong> 2004 are actively <strong>in</strong>volved to create awareness <strong>in</strong><br />

<strong>the</strong> Colleges for <strong>the</strong> necessity <strong>of</strong> NAAC Assessment for Quality Education. The College Quality<br />

Assurance Committee (CQAC) has been formed to motivate and guide <strong>the</strong> affiliated Colleges to<br />

undergo NAAC Assessment. Accord<strong>in</strong>gly <strong>the</strong> CQAC could conduct awareness programmes <strong>in</strong> 9<br />

Colleges , <strong>in</strong> 6 Districts.<br />

Dur<strong>in</strong>g 2008, Kohima Science College, Jotsoma and Fazl Ali College, Mokokchung have<br />

already taken steps to go for <strong>the</strong> process <strong>of</strong> accreditation . The Department is thus giv<strong>in</strong>g<br />

emphasis on Quality Education.<br />

4. Grants-<strong>in</strong> Aid : The Department implements a Grant-<strong>in</strong> aid scheme under which f<strong>in</strong>ancial<br />

assistance is extended to Govt. recognized Private Colleges, Theological Colleges and<br />

Educational Institutions <strong>of</strong> <strong>higher</strong> learn<strong>in</strong>g, organizations and on rare occasions even <strong>in</strong>dividuals<br />

who are <strong>in</strong>volved <strong>in</strong> <strong>the</strong> promotion <strong>of</strong> <strong>education</strong> are also covered under this scheme. Activities <strong>of</strong><br />

student bodies <strong>in</strong> <strong>the</strong> form <strong>of</strong> conferences, sem<strong>in</strong>ars and workshops are also patronized through<br />

this scheme. Rs.165 lakh have been allocated for <strong>the</strong> year 2008-09.<br />

5.Growth <strong>of</strong> Private Secular Colleges : There are thirty seven (37) Secular Private Colleges <strong>in</strong><br />

<strong>Nagaland</strong>, affiliated to <strong>Nagaland</strong> University. These Colleges are given grants-<strong>in</strong>- aid annually<br />

accord<strong>in</strong>g to <strong>the</strong>ir enrolment, performance <strong>in</strong> <strong>the</strong> University exams and o<strong>the</strong>r yardsticks.. The<br />

Colleges are listed below.<br />
