MANUAL – VI : A statement <strong>of</strong> <strong>the</strong> categories <strong>of</strong> documents that are held by it or under its<br />

control.<br />

As stated above, More so, <strong>Nagaland</strong> Higher Education Service Rules 2003 is a Legal<br />

Documents, whereas Annual Adm<strong>in</strong>istrative Reports published annually are not legal documents.<br />

MANUAL – VII : The particulars <strong>of</strong> any arrangement that exists for consultation with or<br />

representation by <strong>the</strong> members <strong>of</strong> <strong>the</strong> public <strong>in</strong> relation to <strong>the</strong><br />

formulation <strong>of</strong> its policy or adm<strong>in</strong>istration.<br />

Presently, none as <strong>of</strong> now, <strong>the</strong>re is no arrangement for direct consultation with or<br />

representation by, <strong>the</strong> members <strong>of</strong> <strong>the</strong> public <strong>in</strong> relation to <strong>the</strong> formulation <strong>of</strong> its policy or<br />

adm<strong>in</strong>istration.<br />

MANUAL – VIII : A statement <strong>of</strong> boards, Council, Committees and o<strong>the</strong>r bodies<br />

constituted as its part or for <strong>the</strong> purpose <strong>of</strong> its advice, and as to<br />

whe<strong>the</strong>r meet<strong>in</strong>gs <strong>of</strong> those boards, Council, Committees and o<strong>the</strong>r<br />

bodies are open to public, or <strong>the</strong> m<strong>in</strong>utes <strong>of</strong> such meet<strong>in</strong>gs are<br />

accessible for public.<br />

STATE EDUCATION COMMITTEE OF HIGHER EDUCATION<br />

Sits from time to time for <strong>the</strong> follow<strong>in</strong>g purposes :<br />

(i) Distribution <strong>of</strong> grant-<strong>in</strong>-iad to <strong>the</strong> govt. recognized Secular Colleges and Private<br />

Theological colleges.<br />

(ii) To consider for giv<strong>in</strong>g permission and No objection Certificate to applicants seek<strong>in</strong>g<br />

for open<strong>in</strong>g new Theological colleges and Secular private colleges <strong>respect</strong>ively.<br />

(iii) To take discussion ono<strong>the</strong>r academic matters and take decisions.<br />

The follow<strong>in</strong>g members constitutes <strong>the</strong> State Education Committee.<br />

3. F<strong>in</strong>ance Commissioner or his nom<strong>in</strong>ee - Member<br />

6. Director, School Education - Member<br />

7. Director, Technical Education - Member<br />

8. Director, Higher Education - Member<br />

9. Com.& Secretary, Higher & Tech. Education - Member Secy.<br />

Advisory Committee and govern<strong>in</strong>g Body.<br />

As per <strong>Nagaland</strong> University Ord<strong>in</strong>ance, every govt. college is to constitute an Advisory<br />

Committee to look after <strong>the</strong> well-be<strong>in</strong>g <strong>of</strong> <strong>the</strong> college.<br />

The Committee is constituted <strong>of</strong> not more than fifteen members which shall consist <strong>of</strong><br />

among o<strong>the</strong>rs, (1) Three teachers <strong>in</strong>clud<strong>in</strong>g Pr<strong>in</strong>cipal<br />

(2) Two teachers <strong>of</strong> <strong>the</strong> University nom<strong>in</strong>ated by <strong>the</strong> Executive Council.<br />

Similarly, <strong>in</strong> every private colleges a Govern<strong>in</strong>g Body is constituted as follows :-<br />

Not more than fifteen persons approved by <strong>the</strong> Executive Council and <strong>in</strong>clud<strong>in</strong>g among<br />

o<strong>the</strong>rs,<br />

(i) Two teachers <strong>of</strong> <strong>the</strong> University to be nom<strong>in</strong>ated by <strong>the</strong> Executive Council<br />

(ii) Three representatives <strong>of</strong> <strong>the</strong> teach<strong>in</strong>g staff <strong>of</strong> whom <strong>the</strong> Pr<strong>in</strong>cipal <strong>of</strong> <strong>the</strong><br />

college shall be one.<br />

Pr<strong>in</strong>cipals & HODs <strong>of</strong> all <strong>the</strong> Govt. colleges meet on a regular basis to discuss pert<strong>in</strong>ent<br />

issues and share <strong>the</strong>ir best practices.<br />
