Did you know that there are 

sixty-nine licensure boards for 

engineers and land surveyors in 

this country? There are licensing boards 

in all 50 states, the District of Columbia, 

Puerto Rico, U.S. Virgin Islands and 

Guam. Most states have joint boards 

which administer the engineering and 

land surveying professions, but some 

states have separate licensing boards for 

Surveyors and Engineers. Illinois has a 

separate licensing board for Structural 

Engineers alone. 

The Louisiana Professional 

Engineering and Land Surveying board 

issues licenses by comity to professionals 

who gained their licensure in another 

state or jurisdiction. Our laws and rules 

allow us to do so provided that their 

license was issued under conditions that 

“do not conflict” with the requirements 

in Louisiana and “were of a standard 

not lower than” the requirements in 

Louisiana at the time of their licensure. 

With sixty-nine licensing boards 

operating across the country, you can 

imagine the effort it takes for your 

Board to analyze those licenses and 

determine if they measure-up to the 

requirements in Louisiana. We spend 

and inordinate amount of time on 

reciprocity applications at our board 

meetings. 

Fortunately, many of the states in 

recent years have moved toward more 

uniform licensure requirements. It’s 

no small task assembling all of these 

state jurisdictions in one room, but the 

common denominator in the equation 

is the National Council of Examiners 

for Engineering and Surveying (NCEES). 

All state boards are members of the 

NCEES, and actively participate in the 

effort to develop and adopt “model 

laws” and “model rules” that govern 

licensure for Surveyors and Engineers 

across the country. NCEES is most 

noted for developing and administering 

the “Fundamentals” and “Professional

Practices” exams for Surveyors and 

Engineers, but they provide so many 

more services to the various state 

Boards. 

The NCEES has an annual meeting 

in which modifications and changes to 

model rules/laws and licensure protocol 

are discussed and often adopted. 

Your LAPELS board members will be 

actively participating in this meeting in 

Louisville, Kentucky in mid August. 

In addition to the annual meeting, 

NCEES has “zone” meetings in the spring 

of the year. Louisiana is a member 

of the Southern Zone, as you may 

guess, and recently hosted the Southern 

Zone Conference in New Orleans. This 

conference rotates around the South and 

it has been many years since Louisiana 

hosted the event. Donna Sentell, Evelyn 

Mayeux, Heidi Watts and the multitalented 

staff of LAPELS worked their 

tails off to coordinate this event. My 

sincere thanks to your LAPELS staff 

for making this an informative and 

entertaining conference. Over two 

hundred participants came and were 

introduced to the effects of Hurricane 

Katrina, the Corps of Engineers 

efforts to rebuild the flood protection 

infrastructure, the ambiance of the 

French Quarter and a special evening 

at the National World War II Museum. 

I received so many congratulatory and 

thank-you comments for a wonderful 

conference, but was very quick to point 

out that the LAPELS staff deserves the 

credit, not the Board members. The 

staff truly went above and beyond the 

call of duty and was great ambassadors 

for LAPELS, the City of New Orleans and 

the State of Louisiana! 

In late June, I attended a meeting 

at the NCEES office in Clemson, SC to 

participate in the Exam for Professional 

Surveyors (EPS) Committee, which is 

charged with reviewing and critiquing 

the various surveying exams. It was a 

very rewarding experience, but hardly

any fun. Being locked in the NCEES 

office for two days working surveying 

problems brought back less-than-fond 

memories of studying for my professional 

licensure exams many years ago! I was 

truly amazed, though, at the dedication 

of the professionals from across the 

country who volunteer their time and 

talents to make the NCEES exams the 

quality product that they are. 

I flew from Clemson, SC to 

Destin, Florida in early July to attend 

the Louisiana Engineering Society 

(LES) dual-state society meeting with 

the Mississippi Engineering Society. 

Although it may seem odd that the 

Louisiana and Mississippi societies chose 

to gather in Florida, I assure you they had 

ulterior motives. The Sandestin resort is 

a wonderful family vacation destination 

and a great place to have a relaxed 

engineering conference. I venture to say 

that it is the only location where you can 

acquire Continuing Education Credits 

while wearing Bermuda shorts, flip-flops 

and a Hawaiian shirt. Pocket protectors 

stuffed with mechanical pencils and ink 

pens do look peculiar in a ‘Caribbean 

camouflage’ shirt pocket though! The 

technical presentations and exhibitors 

were excellent, and the program was 

set up to allow some extracurricular 

activities in the afternoons. Hat’s off to 

LES for a successful event. 

In closing, please know that your 

LAPELS board and staff are working 

diligently to safeguard the life, safety 

and welfare of the citizens of this great 

state and to ensure that those who 

are allowed the privilege of practicing 

Engineering and Surveying here are 

qualified to do so.

Must Your Business Be Licensed by the Board? 

Recently, the Board has been made aware of ongoing 

confusion regarding the licensure requirements for sole 

proprietorships. The definitive answer may be found in 

Chapter 23 of the Rules of the Board: 

LAC Title 46:LXI§2301(C) states, “Unless otherwise provided, 

non-firm individual proprietorships which bear the full name of the 

owner who is a licensed professional are exempt from the application 

of this Chapter. Such proprietorships are not required to be licensed 

as engineering or land surveying firms with the board. Non-firm 

individual proprietorships that do not bear the full name of the 

owner who is a licensed professional must be licensed with the board 

as an engineering or land surveying firm and must comply with all 

the provisions of this Chapter.” (Emphasis added). 

Obviously, if the owner operates his business through an 

entity (e.g., corporation, limited liability company, partnership), 

then it is not a sole-proprietorship and must be licensed by the 

Board as any other firm. 

Examples of acceptable sole proprietorship names are, 

“John Q. Public, P.E.”, “John Q. Public, P.L.S.”, “John Q. Public 

Consulting”, and “John Q. Public Engineering”. Examples of 

unacceptable sole proprietorship names are “John Q. Public 

Engineering, Inc.”, “John Q. Public Surveying, Inc.”, and “John 

Q. Public Engineers, L.L.C.” 

La. R.S. 37:681 and 37:689(A) require any individual or 

firm practicing or offering to practice engineering or land 

surveying in Louisiana to be licensed by the Board. Therefore, 

any licensee who desires to offer or provide engineering or land 

surveying services through a firm must first obtain from the 

Board a license for that firm. 

The steps required for obtaining firm licensure are as 

follows:

Execute the paperwork to create the firm. 

If the firm is a corporation or limited liability company, 

obtain a certificate of incorporation or certificate of 

organization (domestic corporations and LLCs) or certificate 

of authority (foreign firms) from the Louisiana Secretary of 

State. 

Within thirty days after forming the firm or obtaining the 

certificate from the Louisiana Secretary of State, submit to 

the Board a completed Application for Firm License along 

with a copy of the firm’s certificate from the Louisiana 

Secretary of State. 

NOTE: The licensed professional(s) designated as the firm’s 

Supervising Professional(s) must be an active employee of 

the firm whose primary employment is with the firm on a 

full-time basis; or whose secondary employment is with the 

firm, provided the firm is totally owned by one or more of the 

Supervising Professionals whose license is used to qualify the 

firm for licensure.

The Board continues to investigate alleged violations of 

laws and rules which regulate the practice of engineering and 

land surveying in Louisiana. Substantiated violations result in 

disciplinary or enforcement action being taken either through 

a Consent Order or by Board Order following a formal hearing 

at which the respondent is adjudged guilty of one or more 

violations. Below are summaries of some of the disciplinary/ 

enforcement actions taken by the Board since the previous 

issue of the Journal. 

FAILURE TO COMPLY WITH CONTINUING 

PROFESSIONAL DEVELOPMENT REQUIREMENTS: 

Bin Shen, P.E., a licensed engineer (PE-30525), was subject to 

disciplinary action by the Board for (a) making a false statement 

in applying for a renewal license in violation of La. R.S. 37:698(A) 

(1) and (b) failing to comply with the continuing professional 

development (CPD) requirements of the Board in violation of La. 

R.S. 37:698(A)(6), to wit LAC Title 46:LXI§3105, 3117 and 3119. 

In 2007, Mr. Shen falsely stated on his license renewal form 

that he had met the Board’s CPD requirements for the renewal 

period of April 1, 2005 to March 31, 2007. Mr. Shen initially 

failed to submit proof of CPD compliance in response to a Board 

audit and then later responded that he had not earned any of 

the required CPD hours. Following a formal hearing, Mr. Shen 

was found to have committed violations of the above statutes 

and rules and was assessed the following sanctions: a fine of 

$500; actual costs of $2,526.53; an administrative fee of $200; 

successful completion of the Board’s online Louisiana Laws and 

Rules Examination; satisfaction of the Board’s CPD requirements 

which he should have completed and submission to the Board 

of an up-to-date, complete Professional Development Activity 

Log and all supporting documentation; suspension of his 

license until he fully complies with all provisions of the final 

decision and order; and the publication of the final findings of 

fact and conclusions of law and final decision and order on the 

Board’s website, the printing of a summary of this matter by 

name in this publication, and the reporting of this matter by 

name to NCEES. 

Melvin K. Lara, P.E., a licensed engineer (PE-30267), was 

subject to disciplinary action by the Board for failing to 

comply with the continuing professional development (CPD) 

requirements of the Board in violation of La. R.S. 37:698(A) 

(6), to wit LAC Title 46:LXI§3117 and 3119. In 2007, Mr. Lara 

failed to submit proof of CPD compliance in response to a 

Board audit and then failed to submit such proof within 120 

days after notice of noncompliance from the Board. Following 

a formal hearing, Mr. Lara was found to have committed 

violations of the above statute and rules and was assessed the

following sanctions: a fine of $750; actual costs of $2,049.56; an 

administrative fee of $200; successful completion of the Board’s 

online Louisiana Laws and Rules Examination; submission to 

the Board of an up-to-date, complete Professional Development 

Activity Log and all supporting documentation; suspension 

of his license until he fully complies with all provisions of 

the final decision and order; and the publication of the final 

findings of fact and conclusions of law and final decision and 

order on the Board’s website, the printing of a summary of this 

matter by name in this publication, and the reporting of this 

matter by name to NCEES. 

Edward C. Haight, P.E., a licensed engineer (PE-16592), 

was subject to disciplinary action by the Board for (a) making 

a false statement in applying for a renewal license in violation 

of La. R.S. 37:698(A)(1) and (b) failing to comply with the 

continuing professional development (CPD) requirements of 

the Board in violation of La. R.S. 37:698(A)(6), to wit LAC 

Title 46:LXI§3105, 3117 and 3119. In 2007, Mr. Haight 

falsely stated on his license renewal form that he had met the 

Board’s CPD requirements for the renewal period of April 1, 

2005 to March 31, 2007. Mr. Shen initially failed to submit 

proof of CPD compliance in response to a Board audit and 

then later submitted documentation indicating that he had 

earned fewer than all of the required CPD hours. Following 

a formal hearing, Mr. Haight was found to have committed 

violations of the above statutes and rules and was assessed the 

following sanctions: a fine of $500; actual costs of $2,298.81; an 

administrative fee of $200; successful completion of the Board’s 

online Louisiana Laws and Rules Examination; submission to 

the Board of an up-to-date, complete Professional Development 

Activity Log and all supporting documentation; suspension 

of his license until he fully complies with all provisions of 

the final decision and order; and the publication of the final 

findings of fact and conclusions of law and final decision and 

order on the Board’s website, the printing of a summary of this 

matter by name in this publication, and the reporting of this 

matter by name to NCEES. 

Steven M. Horridge, P.E., a licensed engineer (PE-27400), 

was subject to disciplinary action by the Board for failing to 

comply with the continuing professional development (CPD) 

requirements of the Board in violation of La. R.S. 37:698(A)(6), 

to wit LAC Title 46:LXI§3117 and 3119. In 2007, Mr. Horridge 

initially failed to submit proof of CPD compliance in response 

to a Board audit and then failed to submit such proof within 

120 days after notice of noncompliance from the Board. Mr. 

Horridge later submitted documentation indicating that he had 

earned all of the required CPD hours. Mr. Horridge has entered 

into a Consent Order with the Board, wherein he admitted to 

violations of the above statute and rules and agreed to pay a fine 

of $200; to pay actual costs of $235.59; to pay an administrative 

fee of $200; to successfully complete the Board’s online 

Louisiana Laws and Rules Examination; and to the publication 

of the Consent Order on the Board’s website, the printing of a 

summary of this matter by name in this publication, and the 

reporting of this matter by name to NCEES. 

MULTIPLE STATUTES AND/OR RULES: 

Andrew D. Primeaux, P.E., P.L.S., a licensed engineer (PE- 

11156) and land surveyor (PLS-3108), was subject to disciplinary 

action by the Board for (a) committing gross misconduct in 

the practice of land surveying in Louisiana in violation of La. 

R.S. 37:698(A)(2) and (b) failing to comply with the Board’s 

minimum standards for property boundary surveys in violation 

of La. R.S. 37:698(A)(6), to wit LAC Title 46:LXI§2907(C), 2907(D) 


(1), 2907(E)(3)(f), 2907(F)(4) and (5), and 2907(G)(4), (9), (10) 

and (13). Mr. Primeaux prepared, signed and sealed a survey 

map for property in Louisiana which contained data compiled 

and assembled by another licensee who was not under his 

responsible charge. Mr. Primeaux also took the work of another 

licensee without permission and accepted it without proving or 

disproving its correctness. Additionally, Mr. Primeaux did not 

(a) properly establish and label all corner monuments on the 

survey map as “found” or “set”, (b) obtain the legal description 

or plats describing the property to be surveyed or evaluate the 

necessity to obtain the most recent recorded legal descriptions 

and plats of the tract to be surveyed and tracts adjoining or 

in proximity to the property to be surveyed, (c) properly set 

and identify witness monuments in the description and on 

the survey map, (d) properly search for and evaluate corner 

monuments, (e) properly indicate on the survey map differences 

or discrepancies between new survey results and prior deed 

information in regard to course, distance, location or quantity, 

(f) properly reference separate details, blowups or inserts to the 

portion of the survey map where they apply, (g) show original 

section, grant, subdivision or survey lines in proper location 

with pertinent labeling, (h) properly show a measurement 

of course and distance to a parent tract corner, block corner, 

section corner, subdivision or grant corner, or (i) indicate 

existing monuments. Mr. Primeaux has entered into a Consent 

Order with the Board, wherein he admitted to violations of the 

above statutes and rules and agreed to pay a fine of $1,000; to 

pay actual costs of $870.44; to successfully complete the Board’s 

online Louisiana

ADvOCACy 

Advocacy is one of the many benefits of your 

membership in ACEC/L and ACEC and over 

the past several months we have certainly been 

advocating on your behalf. On the 25th of April, a group 

of our members traveled to Washington, DC to speak with 

our Congressional Delegation, or their key staff person, 

on issues that are the life blood of our members. ACEC 

National provided us with three (3) vital issues to discuss 

with them. Since the Highway Transportation Act (Safe, 

Accountable, Flexible, Efficient Act (SAFETEA-LU) expires 

on September 30, 2009, it is a key priority for Congress. 

While our delegation understands the need for this Act to 

be renewed, no one wants to see a tax increase- of at least 

double the current rate- during these recessionary times. 

The Clean & Safe Water Infrastructure was another 

issue of concern. As federal funding has fallen substantially 

in recent years, we encouraged our delegation to support 

the Clean Water Act and the Safe Drinking Water Act. 

As one of the government’s primary funding programs 

for wastewater projects, the Clean Water State Revolving 

Fund (CWSRF) has declined steadily from its traditional 

level of $1.35 billion annually. In addition, the Drinking 

Water State Revolving Fund (DWSRF) has not kept pace 

with inflation or the growing cost of delivering safe 

drinking water to consumers. 

Our final issue of discussion was to urge our delegation 

to repel the 3% Withholding Mandate in Section 511 of 

the Tax Increase Prevention and Reconciliation Act of 

2005. The law, which takes effect in 2012, mandates that 

federal, state and local governments that have annual 

expenditures exceeding $100 million will be required to 

withhold three (3) % from the payments to engineering 

firms. 

Those attending the Annual Legislative meeting and 

making calls on our delegation were Larry Blanchette, 

Wilfred Barry, Ralph Junius, Mike McGaugh, Frank Newell, 

Frank Nicoladis, Richard VanWootten, Lee Underwood 

and Dan Mobley. 

At the ACEC Annual Legislative Convention, our very 

own Frank Nicoladis received an award for ACEC/L 

reaching its PAC goals. Also honored was Ralph Junius 

of the firm Linfield, Hunter and Junius, who received an 

Daniel Mobley, CAE 

Honor Award for the 17th Street Canal Interim Closure 

Structure and Larry Blanchette of the Associated Design 

Group who was a National Finalist for their work on the 

Superdome.

Closer to home, the Louisiana Legislature completed 

their 2009 Regular Session at the end of June. For the 

first time we hired a legislative consultant to assist us in 

working with our legislators. As our results were mixed, 

in that we won some and lost some, we are using the 

time between now and next spring to be better prepared. 

Since the 2010 Session will not be fiscal session, we will 

be facing more bills that could affect us and we will need 

to be proactive in proposing bills that will benefit our 

engineering community. 

Here is a summary of some of the bills that will affect 

our industry: 

Act 598 – Passed by the legislature during the 2008 

Regular Session- Prohibited design professionals from 

submitting for a project if they had been involved in 

the study or creation of the project. Working with our 

colleagues from the American Institute of Architects of 

Louisiana we were able to pass legislation that clarified 

the process. 

SB 308 – Introduced by the Secretary of Transportation 

– Changed how consultants will be chosen in the future. 

We were able to work with the secretary to modify the 

language of the bill.

SB 351 – Introduced by the Secretary of Transportation 

– Would have been a major change to Design Build. We 

were able to make major changes to this bill by working 

with the Louisiana Associated General Contractors. 

HB 833 – Officially created the Office of Coastal Protection 

and Restoration (OCPR) – This new agency was created by 

taking responsibilities from the Department of Natural 

Resources (DNR) and the Department of Transportation 

and Development (DOTD). 

All of these bills have been signed into law by the

Annual Meeting 

Our Annual meeting was held from June 18-22, 

2009 aboard the Carnival Fantasy. We had excellent 

attendance and received many positive comments on 

our speaker, John Doehring of ZwiegWhite. Those in 

attendance said that this one of the best Annual Meetings 

that our organization has held. On Saturday evening, a 

reception was held to accept the vote of the members and 

install our new Board of Governors. Congratulations to

LES 

PRESIDEnTIAL PRIvILEgE

Let me start by saying that I am honored to be serving 

as your Louisiana Engineering Society President for 

the 2009-2010 year. I pledge to do my best to fulfill 

the duties and responsibilities of the office, and I am looking 

forward to travelling around the state to visit with many of 

you at your chapter meetings. Remember that the LES Board 

and the State office staff are here to address your needs as 

members of this great organization. So let us know what you 

think by sharing your ideas and suggestions with us. 

I want to publicly acknowledge the great job done by our 

immediate Past President, Alan Krouse. Under his steady 

leadership, LES has enjoyed another outstanding year. It has 

been a pleasure to work with Alan over the past few years on 

the Board, including a few times on the golf course. Through 

him, I also had the pleasure of meeting a relative that I never 

knew, his wonderful wife Stephanie. I hope we can maintain 

the success of his tenure and continue to build on that 

momentum in the upcoming year. 

Someone once said, I think it was one of my thermo professors, 

that “change is the only constant”. I recently accepted a 

new position with my company and I am in the process of 

relocating my family from Pineville to New Iberia. Our Second 

Vice President, Greg Danielson, is also making a move. He will 

be opening a new office for his firm in Birmingham, Alabama. 

Because of his relocation out of state, Greg has resigned his LES 

Board position. We congratulate Greg and thank him for the 

time he served on the State Board. We hate to see him go, but 

we wish him the best of luck in his new venture. At our June 

meeting, in accordance with our bylaws, the Board approved 

the following position changes: John Lowery resigned as 

Secretary-Treasurer and will assume the Second Vice President 

position, David Kunz resigned his State Director position and 

will become the Secretary-Treasurer, and Craig Dooley will 

fill the open State Director position. I would like to thank all 

three of them for stepping up to help fill these openings on 

the Board. They have all been active on the Board and I know

I have been a member of LES for over twenty-three years, 

having joined when I started my first job after college. I was 

very fortunate that my employer, Cleco Power, was a big 

supporter of LES back 

then. And I’m glad to say

their activities, mainly attending the monthly meetings and 

volunteering for MathCounts. It was a great opportunity to 

meet and network with many of the engineers working in 

our community. It was also a great chance to develop our 

leadership and team building skills. Two people I would like 

to thank individually for their support and encouragement 

in the early years of my career are Mr. Billy Thevenote and 

Mr. Carroll Fuselier. As upper level engineering managers at 

Cleco, they recognized both the personal and professional 

development value offered through LES membership. They 

also promoted engineer licensure, even though it was not 

required in our industry, by sponsoring PE review classes in 

house. We should all follow their example by promoting the 

positive image of the engineering profession and persuading 

young engineers to get involved in LES. 

I hope you are enjoying your summer! It has been a busy 

one for me. The annual Dual-State meeting was held jointly 

with the Mississippi Engineering Society at Sandestin in June. 

Despite concerns about the economic downturn, we had good 

attendance at the meeting. Sandestin is a fantastic location and 

there was a generous offering of PDH’s available. In addition, 

I was also able to squeeze a couple of days of vacation on the 

back end of the conference. You know what they say, “all work 

and no play…”. Enjoy what’s left of your summer!

As the Monroe Chapter begins the 2009-2010 year, I know that 

I speak for all Chapter members in thanking the past year’s officers 

for their dedication, leadership and support. These individuals 

are a model for not only the Monroe Chapter but also 

the engineering profession as a whole. 

The official start of the 2009-2010 year of the Monroe Chapter 

begins with the installation of new officers. The officers for 

the upcoming year are:

The New Orleans Chapter will hold a 2009 - 2010 planning 

retreat on August 15th at Lake Hermitage. We are looking forward 

to an exciting program in 2009 and 2010 with primarily 

dinner meetings either with speakers or evening tours on 

the third Wednesday of each month from September through 

May. Meeting topics will vary. There will be emphasis on the 

community’s presently heavy involvement in infrastructure 

rebuilding and improvements. Also, in an attempt to broaden 

our services to members, we will be addressing ethics, finan-

at Noon and one (1) PDH will be available for those members 

who attend. The meeting locations will vary with at least two 

of the meetings in Ruston to allow the Louisiana Tech students 

an opportunity to attend.

for seven years and done a fantastic job. Joey will be stepping 

in to fill this post, and I know he will do a great job as 

well. Thanks David and Joey. 

Also, I would like to recognize our own Andrew Zagars, P.E. for 

being awarded this year’s E.M. Freeman Award for his longstanding 

involvement in and dedication to our Chapter. This is a 

Chapter level award bestowed annually to a deserving member. 

In closing, I leave you with a quote by Henry Ford that I heard

This one day seminar will explore specific issues related to the life safety requirements of the 

2006 Editions of NFPA 101 - Life Safety Code and the International Building Code 

and related standards as used in design of projects with multiple use and mixed occupancy buildings. 

The seminar takes a practical approach to learning the use of the IBC, Life Safety Code, and other Codes and Standards enforced by 

building officials. This seminar is based on real examples of design issues that arise at final inspection that will prevent occupancy of the 

building until costly corrections are made. 

The intent is to make the attendee aware of these issues so that they will be addressed at the design and documentation phase of the projects 

prior to start of construction. Upon completion you should be aware of some of the basic Code requirements that can cause major issues at 

final inspection. 

Attendees should bring their copies of the NFPA 101-Life Safety Code and International Building Code. A copy of the 2006 Life Safety Code

The LES Strategic Plan lists the following as our 

organizational values: Leadership, Integrity, Education, 

Career Orientation, Quality and Commitment. I’m sure 

many of you apply these same ideals to your personal careers as 

well; rightfully so, as this list is the cornerstone to an effective 

and respectable career as an engineer. But at a personal level, 

most engineers aspire for even greater heights and add other 

values to the list. The most prominent of all is PROFESSIONAL. 

The title of Professional Engineer holds a special honor within 

the engineering profession. This level of achievement is not 

taken lightly and holds great responsibilities along with its 

many rewards. Part of that responsibility is to promote and 

defend the engineering profession. This too, is a cornerstone 

of LES’s mission. 

So how does the individual engineer and LES help promote 

and defend the profession? Mentoring young engineering 

graduates and encouraging high school students to consider 

engineering as a career path are great ways to ensure the 

longevity of our profession. Get involved with your local high

The National Society of 

Professional Engineers 

celebrated its 75th anniversary 

at its annual meeting in St. Louis, 

Missouri, from July 16-19, 2009. In 

addition to the meetings of the House 

of Delegates and Board of Directors, 

there was a two day leadership 

conference. Representing LES at the

The House of Delegates meeting was dominated by discussion 

of whether or not to allow state societies to have members that 

are not members of the national society. Several state societies 

are bringing in new state-only members, in violation of their 

charter with NSPE. Although there was much discussion on the 

subject, eventually a proposal to allow state-only membership 

was voted down. The Board of Directors voted to form a task 

force to review the options for membership. 

The House of Delegates also rejected a recommendation 

by the Board of Directors to increase the size of the Board. 

The Board recommended that the NICET (National Institute 

schools, speak at career 

day events, volunteer as 

a judge at science fairs, or 

volunteer to teach a class 

for a day. Don’t forget about your alma mater, universities 

are constantly looking for guest speakers for classes or student 

chapter meetings. 

One of LES’s Strategic Goals is to elevate the status and image 

of the engineering profession through outreach activities, 

recognition and public awareness. An outstanding goal 

for the profession, but it is one of the most challenging to 

achieve. LES sponsored programs such as E-Week, MathCounts 

and Future Cities are great avenues for our members to get 

involved in public outreach to promote the engineering 

profession. Encouraging young engineers to attain licensure 

and educating them on the requirements to do so is another. 

LES has a vast array of information and opportunities available 

to all engineers, all we need is a small amount of your time 

and together we can make great things happen.

of the NSPE family. Although the 

proposal to add both seats got a 

majority, it fell short of the two-thirds 

vote needed to amend the Bylaws. 

NSPE also ushered in a new set of 

officers. Sam Grossman of California 

was installed as President. Michael 

hardy of Oregon serves as President-Elect. Chris Stone of 

Virginia was elected as Vice-President. Leanne Panduren of 

Michigan was elected Treasurer. John Plaisance of Louisiana 

was elected the Southwest Region Representative to the NSPE 

Board of Directors. Chris Richard is now the Louisiana member 

of the NSPE House of Delegates. 

One of the more interesting sessions was on Engineering 

Squad, an engineering show for teenagers on PBS. The show 

takes two teams of teenagers and pits them against each other 

in real world engineering challenges. About one hundred 

twenty girl scouts came in to the conference and took 

engineering challenges based on the show, such as putting 

together a zip line vehicle and a musical dance pad. About 

sixty engineers were on hand to help them develop their 

ideas into reality. 


The Louisiana Engineering Foundation is now ten months 

into the fund raising campaign to retire the debt on 

the Louisiana Engineering Center. Our fund raising 

efforts have gone quite well since we started in October of last 

year. As of June 1, we have reduced the building debt from 

$485,000 to approximately $330,000. We have raised a little 

over $200,000 in donations and pledges to date. Eighty-two 

thousand dollars has been earmarked for endowed scholarships 

to be given to deserving engineering students in Louisiana. 

Once the building debt is retired, these scholarships will be 

endowed with the lease payments collected from tenants. 

This fall we will be sending 

reminders to those that 

have pledged donations. In 

addition, we will be sending 

out letters to all engineers 

and companies in Louisiana 

asking for your support. No 

amount is too small. If we 

all give toward this most 

worthwhile cause, we will

2009 DuAL-STATE EngInEERIng SOCIETIES mEETIng hIghLIghTS 

Mr. Mike Bares of New Iberia was installed as President 

of the Louisiana Engineering Society at the 2009 

Dual-State Engineering Societies Meeting held at the 

Sandestin Resort in Destin, Florida. Mr. Dan Wittliff , Director 

of NSPE, installed the officers from the societies of Louisiana 

and Mississippi at the Installation Banquet. 

John Plaisance II, PE was honored at the installation banquet 

with the Louisiana Engineering Society Lifetime Achievement 

Award. John’s peers recognize his many contributions to the 

society from the chapter, state and national level. A Lifetime 

Achievement Award may be made to a nominee having made 

significant contributions to the advancement of engineering 

and the objectives of the Society throughout his or her career. 

The nominee shall have acknowledged eminence in engineering 

or related sciences. Nominees are chosen only from members 

of the Society and NSPE. Ten total voting members of the 

Society and NSPE are required to recommend the nominee. 

Five Past Society Presidents who are still members are required 

to support and attest to the qualifications of the nominee. All 

other living Past Presidents who are still members would then 

vote to confirm the nominee. 

The Dual-State Engineering Societies Meeting was once again a 

great success. The Conference offered thirty-six (36) hours of 

continuing education courses spread over three tracks as well 

as eight (8) possible hours of Life Safety Code. The diverse 

courses offered the attendees the opportunity to receive up to 

12 professional development hours. 

The generous support of the many exhibitors and sponsors 

allows us to keep the cost of attending the conference at a 

minimum. Please see the list of exhibitors and sponsors in this 

issue and be sure to thank them for their continued support 

of LES. 

After the sessions, the attendees were free to spend time 

with their families enjoying the many amenities available 

at Sandestin Resort and the nearby communities, including 

enjoying the beautiful beaches, playing golf and tennis, 

shopping, or just relaxing. 

As with any endeavor, this conference would not have been 

successful without the hard work of volunteers. LES Executive 

Director Brenda Gajan and the LES staff Jason Pasqua and 

Cathy Guidry did a great job organizing this year’s event. 

John Plaisance once again masterfully organized the golf 

tournament. Forty-three golfers participated in this year’s 

event, the winning team consisted of Alan Krouse, Lloyd 

Hoover, and Logan Hoover. The LES volunteers worked handin-hand 

with the volunteers from the participating society 

from Mississippi. 

Planning has already begun for next year’s meeting, so mark 

your calendar to join us next year at the Grand Hotel Resort, 

Point Clear, Alabama, June 6–9, 2010.

With much of the focus on budget, the 2009 Legislative 

Session still contained several bills related to 

professional engineering. Mostly these bills related to 

highway and other public works contracting but also included 

liability protection and the removal of engineering qualifications 

for one of the LADOTD assistant secretaries. Following are the 

bills that were tracked and the status as of this date:
