Treat<strong>in</strong>g O<strong>the</strong>rs: Human Sciences <strong>in</strong> Theory <strong>and</strong> Practice<br />

445<br />

This is called a “pipel<strong>in</strong>e problem”, that <strong>the</strong>re is an <strong>in</strong>terruption of <strong>the</strong> outflow of<br />

funds <strong>in</strong> aid utilization. I have encountered multiple projects, which should have<br />

been <strong>in</strong>terrupted on <strong>the</strong> basis of a decrease <strong>in</strong> <strong>the</strong> well be<strong>in</strong>g of <strong>the</strong> people treated,<br />

but <strong>the</strong>y would not be, s<strong>in</strong>ce <strong>the</strong> aid project was a benefit program to <strong>the</strong> donors.<br />

Examples of such “treatments to <strong>the</strong> First <strong>World</strong> donors” might be farm surplus<br />

transshipment programs that are price support benefit programs to Iowa farmers;<br />

<strong>in</strong>fant formula donations that were a gift to Swiss Nestle; or <strong>the</strong> preposterous donation<br />

of an MRI scanner <strong>in</strong> a Mozambican Hospital without B<strong>and</strong>-Aids, bed sheets<br />

or penicill<strong>in</strong>—a gift from <strong>the</strong> German government to Siemens.<br />

How Would <strong>the</strong> O<strong>the</strong>r Treat Him or Herself, <strong>and</strong> How<br />

Might He or She Treat Us as <strong>the</strong> O<strong>the</strong>r?<br />

I am quite literally an “ET” fall<strong>in</strong>g from ano<strong>the</strong>r planet <strong>in</strong>to <strong>the</strong> cultures I visit.<br />

How am I treated? I am a resource to be exploited, to be “conned,” to be coopted,<br />

<strong>in</strong>gratiated—<strong>in</strong> o<strong>the</strong>r words, exactly as I might treat <strong>the</strong>m. After we have had a lot<br />

more experience of each o<strong>the</strong>r, we each f<strong>in</strong>d that <strong>the</strong> ra<strong>the</strong>r direct <strong>and</strong> primitive<br />

approach is <strong>in</strong>effective—s<strong>in</strong>ce we have both been around “o<strong>the</strong>rs” before, <strong>and</strong> we<br />

must try a bit more sophisticated approach through barga<strong>in</strong><strong>in</strong>g, barter, <strong>and</strong> arrive at<br />

some sort of mutualism <strong>in</strong> a symbiotic relationship, recogniz<strong>in</strong>g that <strong>the</strong>y are <strong>the</strong><br />

local experts <strong>and</strong> I am <strong>in</strong> <strong>the</strong>ir territory. They recognize that I must have <strong>the</strong> edge on<br />

resources, s<strong>in</strong>ce, after all, I got <strong>the</strong>re from half a world away, <strong>and</strong> seem to have some<br />

sort of outside world support system, <strong>in</strong> which <strong>the</strong>y would like to share.<br />

What would <strong>the</strong>y want for <strong>the</strong>mselves? They would like to have just a little of <strong>the</strong><br />

advantage that I apparently have had, s<strong>in</strong>ce, if only <strong>the</strong>y had, <strong>the</strong>n <strong>the</strong>y too, could be<br />

like me—s<strong>in</strong>ce I seem to be empowered, <strong>and</strong> capable enough to take care of most of<br />

my problems <strong>and</strong> some of <strong>the</strong>irs as well. And how well might <strong>the</strong>y do if this were an<br />

opportunity given to <strong>the</strong>m? If <strong>the</strong> entire gross national product of <strong>the</strong> USA, <strong>the</strong><br />

largest economy <strong>the</strong> world has ever seen, were dropped as a donation <strong>in</strong>to Africa, it<br />

would disappear without a ripple visible a generation hence. If <strong>the</strong>y had just half <strong>the</strong><br />

opportunities I have had, of course, <strong>the</strong>y would f<strong>in</strong>d <strong>the</strong>ir own voice, <strong>and</strong> not become<br />

like me, but a better <strong>the</strong>y. They would not need advocacy, except for opportunity.<br />

That choice to be able to develop much more of <strong>the</strong>ir full human potential is<br />

perhaps <strong>the</strong> most common of <strong>the</strong> human l<strong>in</strong>ks that makes for underst<strong>and</strong><strong>in</strong>g despite<br />

wide <strong>in</strong>equalities among o<strong>the</strong>rs.<br />
