Treat<strong>in</strong>g O<strong>the</strong>rs: Human Sciences <strong>in</strong> Theory <strong>and</strong> Practice<br />

tives of social eng<strong>in</strong>eer<strong>in</strong>g far enough. Autonomy is one pr<strong>in</strong>ciple, but an outright<br />

ban on smok<strong>in</strong>g or <strong>the</strong> casual use of alcohol might be a far more effective “treatment”<br />

of a population than <strong>the</strong> <strong>in</strong>dividual damage repair after <strong>the</strong> fact of abuse of<br />

any such agents. There must be some constra<strong>in</strong>ts on <strong>the</strong> side of both goods <strong>and</strong><br />

rights, <strong>and</strong> <strong>the</strong> freedom to pursue what happ<strong>in</strong>ess each can seek <strong>in</strong> some activities<br />

may lead to what could be called “o<strong>the</strong>r” victimless crimes.” Self-<strong>in</strong>fliction, however,<br />

quite frequently burdens <strong>the</strong> society at large—<strong>and</strong> <strong>the</strong> caregivers <strong>in</strong> particular—for<br />

which <strong>the</strong>y might have a self-<strong>in</strong>terest as well as altruistic op<strong>in</strong>ions on <strong>the</strong><br />

restra<strong>in</strong>t of personal freedoms to pursue certa<strong>in</strong> excesses. The full circle is turned<br />

when we might exercise such care of an <strong>in</strong>dividual or population that we permit<br />

<strong>the</strong>m to do noth<strong>in</strong>g at all lest <strong>the</strong>y expose <strong>the</strong>ir lives to any danger from experienc<strong>in</strong>g<br />

life’s vagaries, while be<strong>in</strong>g constra<strong>in</strong>ed by such respect for <strong>the</strong> autonomy of o<strong>the</strong>rs as<br />

to be unable to take any action <strong>in</strong> treatment for any at any time. The reductio ad<br />

absurdum would be that we should not even be acqua<strong>in</strong>ted with <strong>the</strong> “o<strong>the</strong>r”, s<strong>in</strong>ce<br />

just observ<strong>in</strong>g <strong>the</strong>m <strong>and</strong> know<strong>in</strong>g <strong>the</strong>y exist might be <strong>in</strong>terference <strong>in</strong> <strong>the</strong>ir autonomy,<br />

<strong>and</strong> ignorance of <strong>the</strong>ir existence would fur<strong>the</strong>r relieve us of any obligation to <strong>in</strong>tervene<br />

<strong>in</strong> <strong>the</strong>ir welfare. Surely, <strong>the</strong> Human Sciences must have a role <strong>in</strong> steer<strong>in</strong>g us out<br />

of such a <strong>the</strong>oretic impasse for a practical resolution of how to represent, respect <strong>and</strong><br />

relieve o<strong>the</strong>rs <strong>and</strong> assist <strong>the</strong>m <strong>in</strong> rehabilitation for empowerment <strong>in</strong> self-actualization.<br />

Post-Colonialism, Neo- <strong>and</strong> O<strong>the</strong>rwise<br />

The subaltern may speak, but not usually through one of <strong>the</strong>ir number be<strong>in</strong>g<br />

lifted up above <strong>the</strong> mass becom<strong>in</strong>g a neo-colonialist speak<strong>in</strong>g for <strong>the</strong> voiceless masses<br />

through amplified positions <strong>in</strong> <strong>the</strong> colonizers’ world. Advocacy must recognize o<strong>the</strong>rness,<br />

<strong>and</strong> acknowledge that it is never possible to perfectly represent despair from<br />

comfortable agencies with<strong>in</strong> <strong>the</strong> developed world. I have run <strong>in</strong>to a problem with<br />

advocacy becom<strong>in</strong>g agency, transform<strong>in</strong>g quickly to ownership <strong>in</strong> perpetuity of a<br />

human problem, with a guarantee of failure <strong>in</strong> treatment <strong>in</strong> order to keep <strong>the</strong> problem<br />

<strong>and</strong> agency budget grow<strong>in</strong>g. If advocacy means represent<strong>in</strong>g <strong>the</strong> downtrodden,<br />

<strong>the</strong>re should be a rapid transition to work <strong>the</strong> advocate out of a job ra<strong>the</strong>r than<br />

enshr<strong>in</strong>e it <strong>in</strong> perpetuity as a goad to <strong>the</strong> conscience <strong>and</strong> purses of <strong>the</strong> comfortable.<br />

Chauffeured limous<strong>in</strong>es of aid agency advocates have <strong>the</strong> look of self-<strong>in</strong>terest above<br />

representation—do<strong>in</strong>g very well by do<strong>in</strong>g good. Advocacy is better tolerated if <strong>the</strong><br />

representation is over aga<strong>in</strong>st <strong>the</strong> <strong>in</strong>terests of <strong>the</strong> society—<strong>and</strong> over <strong>the</strong> advocate’s<br />

own; that does not mean that <strong>the</strong> s<strong>in</strong>cere are always effective, but <strong>the</strong> <strong>in</strong>verse is<br />

hypocritical.<br />

It is not simplistic to say that <strong>the</strong> way to treat <strong>the</strong> <strong>in</strong>equities of post-colonialism<br />

is to get beyond it. Institutionalization of a second-class status is re<strong>in</strong>flict<strong>in</strong>g <strong>the</strong><br />

<strong>in</strong>jury <strong>and</strong> aga<strong>in</strong> enshr<strong>in</strong><strong>in</strong>g dependency <strong>in</strong> perpetuity. The goal of good treatment<br />

is not to create compliant patients, but to produce empowered healthy healers. A<br />

successful treatment may be a threat to <strong>the</strong> agency, but not to <strong>the</strong> person who is<br />

treat<strong>in</strong>g. Agency ought to be a self-limited condition ext<strong>in</strong>guished by its success.<br />

All Men Are Created Equal<br />

Perhaps, but that equality is not very apparent now, however far we st<strong>and</strong> from<br />

that creation. And, <strong>the</strong> <strong>in</strong>equities <strong>in</strong> resources, capabilities, richness of life-world<br />

<strong>and</strong> experience grows ever more disparate, s<strong>in</strong>ce it is difficult to cultivate some of <strong>the</strong><br />

f<strong>in</strong>er expressions of <strong>the</strong> Human Sciences while engaged <strong>in</strong> a desperate struggle for<br />

subsistence. It takes a certa<strong>in</strong> consumer surplus of capital, of energy, of leisure to<br />

dedicate a higher proportion of our attention <strong>and</strong> effort to <strong>the</strong> nonvegetative func-<br />
