THE NEITA MATTHEWS UMPIRE ENCOURAGEMENT AWARD<br />
This trophy is awarded to an Umpire showing the most potential and commitment.<br />
CRITERIA<br />

3. Attend carnivals and other matches<br />

This is an encouragement award to a talented Eastwood Ryde Junior Umpire who has the<br />
attributes and ambition to gain a National Badge.<br />

Desirable attributes. The umpire should:<br />
• Be a keen and enthusiastic umpire.<br />
• Contribute to <strong>ERNA</strong> <strong>Umpiring</strong><br />

• Have achieved the Eastwood Ryde<br />

THE CAROLYN MCLEOD MEMORIAL ADMINISTRATION AWARD<br />
An annual perpetual trophy to commemorate our <strong>Umpiring</strong> Committee colleague,<br />
Carolyn McLeod. It is presented on Grand Final Day to an Outstanding ADMINISTRATOR in<br />
any administrative role within the Association. This is an award to celebrate those<br />
behind the scenes who make it possible for the players and umpires to take the court.<br />
CRITERIA<br />
• Must have served as a Club<br />
Committee Member for a minimum of<br />
five (5) years (do not need to be<br />
consecutive years of service).<br />
• Represent their club at Eastwood<br />
Ryde <strong>Netball</strong> Association level.<br />
• Give beyond the expectations of their<br />
role in the club.<br />
• Show enthusiasm and dedication.<br />
Clubs nominate a person they feel is worthy of receiving this award providing reasons<br />
and a brief resume of the person nominated. Nominations to be received by Semi-Final<br />
Day in the Day Competition for presentation of the award on Grand Final Day. The<br />
winner of the trophy shall be decided by the <strong>Umpiring</strong> Committee.<br />

INTRODUCTION<br />
BEING A CLUB UMPIRING CONVENOR<br />
Congratulations and welcome! You have one of the most frustrating, time consuming,<br />
but rewarding jobs in netball. <strong>Umpiring</strong> is a service. Players and spectators frequently<br />
take umpires for granted, quickly criticise umpires for decisions and rarely offer praise.<br />
<strong>Umpiring</strong> is so important for maintaining a good standard of play. It is the efficiency of<br />
the umpire which influences the standard of play – no matter how good the player or<br />
coach. Even weak teams with little or no coaching can improve with consistently good<br />
umpiring.<br />
The umpire is an integral part of the game. The enjoyment of the game depends<br />
considerably on the efficiency and manner of the umpire.<br />
It is a challenge to all Club <strong>Umpiring</strong> <strong>Convenors</strong> to improve and maintain the standard<br />
of umpiring within the club, to encourage each Umpire to achieve her/his highest<br />
potential and, in turn, the highest standard of play.<br />

The duties and responsibilities of a Club <strong>Umpiring</strong> Convenor can vary, depending on the<br />
size and needs of your club. At all times a Convenor should liaise closely with the Club<br />
Secretary. At Eastwood Ryde the following are important:<br />
JANUARY & FEBRUARY<br />
MARCH<br />
Gain all <strong>Umpiring</strong> information from previous <strong>Umpiring</strong> Convenor (if there is a<br />
change-over)<br />
Offer <strong>Netball</strong> NSW B & C Camps to your Nationally Badged Umpires.<br />
Determine which umpires need to be registered as Non-Players.<br />
Download <strong>Umpiring</strong> forms from <strong>ERNA</strong> website.<br />
Access <strong>Umpiring</strong> Convenor <strong>Manual</strong> on <strong>ERNA</strong> website.<br />
Attend <strong>Umpiring</strong> Convenor Meeting. (A GOOD OPPORTUNITY TO NETWORK!)<br />
Assess competencies, abilities, accreditations and contact details of all Club<br />
Umpires.<br />
Download Competition draw from <strong>ERNA</strong> website – when available.<br />
Allocate appropriate umpires to appropriate competition and modified matches.<br />
Match all umpires to a more experienced Mentor – all umpires can mentor<br />
someone.<br />
Determine and submit candidates for Umpire Development Programme.<br />
Direct Umpires to the relevant websites to complete the Section 1 theory exam.<br />
Allocate the Umpire Table Duty as rostered in the Fixtures Book – 2 people.<br />
Provide Umpires for all your Gala Day teams.<br />
DURING COMPETITION<br />
Complete and submit <strong>Umpiring</strong> Forms as required by the due date.<br />
EACH SATURDAY - post a list of Club umpires and their duties on the UMPIRE<br />
ROOM DOOR. Include a Club contact person and mobile number.<br />
EACH SATURDAY - Be at the grounds or have an assistant on duty to help Club<br />
Umpires.<br />
10 minutes BEFORE EACH TIMESLOT – Check or have someone responsible for<br />
checking that all your umpires have turned up for their duty. Chase any umpires<br />
that are missing.<br />

Ensure the highest standard of dress & behaviour of your Club's Umpires (you set<br />
the example.) Make sure they ALL wear the Top Ryde City sponsor patches<br />
correctly.<br />
Nominate umpires for Eastwood Ryde Encouragement Award assessment and<br />
Badged Umpires to help with this process.<br />
Nominate potential umpires for National Badges and Badged Umpires able to<br />
help with this process.<br />
Use your Club’s Badged Umpires at club training sessions.<br />
Submit Badged Umpire names for Semi-Finals, Finals and Grand Finals.<br />
Attend the <strong>Umpiring</strong> Convenor Feedback Meeting.<br />
Encourage all Umpires to attend the Thank You Buffet and attend yourself.<br />
Determine which timeslots umpires wish their badges presented on Grand Final<br />
day.<br />
Reward your umpires according to their effort, hard work and persistence<br />
throughout the season.<br />
Prepare for Night Competition.<br />
OTHER CLUB DUTIES<br />
Maintain records of all Club Umpires accreditations – this can be done using the<br />
NMAS database that your Club Secretary can access.<br />
CLUB ORGANISATION<br />
Every club is different, ranging from just one team to a large club with many junior,<br />
senior, ladies and mixed teams of varying grades. Many alternatives can be implemented<br />
– a couple you may consider to help share the workload, especially in the time needed<br />
during Saturday Competition, are:<br />
An <strong>Umpiring</strong> Convenor and Assistant Convenor OR<br />
A Senior and Junior Convenor.<br />
The key to achieving all of your Club <strong>Umpiring</strong> Convenor’s Duties and Responsibilities is<br />
delegation. Enlist the help of willing individuals.<br />

ACHIEVING CLUB UMPIRING RESULTS<br />
IDENTIFY POTENTIAL UMPIRES<br />

At the end of the manual is a form you should distribute to every player, parent, coach<br />
and manager in your club who is 12 years or older. This will help you pinpoint people<br />
who can umpire in your club, those who may become your next generation of Club<br />
Umpires and, maybe, remedy the reasons why others are not interested in umpiring.<br />
BUILDING CLUB UMPIRING<br />
There is no short cut or short-term plan to achieve results. A base of quality umpires<br />
must be achieved and then the club can build from there. You could follow these steps:<br />
1. Determine what umpires you have in your club, their standard and qualifications.<br />
2. Check if any accreditations or exams are out of date or going out of date and<br />
ensure that umpires redo or re-sit what they need to.<br />
3. Determine if umpires wish to progress and submit their names to the <strong>ERNA</strong><br />
<strong>Umpiring</strong> committee.<br />
4. Build a Mentoring Family tree in your club (bringing in outside umpires if<br />
required).<br />
5. Praise effort, hard work and persistence to foster a Growth mindset.<br />
6. Don’t forget to reward success but don’t focus on it.<br />
Above all you need to have some sort of plan. If you write it down, then someone else<br />
can take over from you without missing a beat.<br />
A constant, on-going programme to maintain club standards.<br />
Set long and short term achievable goals.<br />
Aim for depth of umpiring – a range of beginner umpires to National C, B, A & AA.<br />
Ensure umpires have theoretical knowledge of umpiring (read the rules, do the<br />
Section 1 Theory Exam).<br />
Ensure umpires are mentored to correct faults and bad habits.<br />
Ensure umpires mentor other umpires to improve their own understanding.<br />
Ensure your umpires support each other.<br />

WHAT CAN YOU DO?<br />
Umpires’ concentration, consistency and skills improve with fitness – provide<br />
fitness training sessions.<br />
Use club training sessions and special round robins to provide mentoring to<br />
umpires without the pressure of a competition game (e.g. at the <strong>ERNA</strong> Gala Day).<br />
Take advantage of <strong>ERNA</strong>, <strong>Netball</strong> NSW & <strong>Netball</strong> <strong>Australia</strong> run programmes.<br />
Use the <strong>Umpiring</strong> Convenor Meetings to network with other <strong>Convenors</strong>.<br />
Complete the online Mentoring Course (<strong>Netball</strong> <strong>Australia</strong> website).<br />
SUPPORT EXISTING UMPIRES<br />
Why do people start umpiring? Why did you? But, how do you make sure Umpires<br />
continue to Umpire? Be interested in what your umpires are doing.<br />
Watch AND SUPPORT them from time to time.<br />
Encourage each umpire to go further with his or her qualifications.<br />
Foster a feeling of teamwork amongst your Club umpires by building the<br />
Mentoring Family tree.<br />
Reward high achievement.<br />
Praise effort, hard work and persistence.<br />
Organise special umpire events for your Club Umpires, e.g. a dinner.<br />
Throw in a little support from time to time and umpires will continue to umpire<br />
and continue to improve!<br />

UMPIRING BURN OUT<br />
Many keen, aspiring umpires, both Junior and Senior, are lost forever simply due to<br />
overwork. A keen umpire (especially if they play) cannot handle more than two games in<br />
a Competition Day. There should be a definite break between umpiring and playing for<br />
the Umpire to relax and unwind.<br />

EXAMPLE: Preventing Burnout<br />
Club A have only one National C Badge Umpire in their club. They<br />
have three teams.<br />
Club B also have only one National C Badge Umpire in<br />
their club and they also have three teams.<br />
Club A roster their National C Badge onto every game because<br />
1. She is the best they have<br />
2. She is all they have.<br />
Club B asks each team to provide one novice umpire to<br />
do some umpiring. They roster their National C Badge<br />
to umpire one game and to mentor the other novice<br />
umpires on the other games.<br />
Club A’s National C badge umpire gets tired each week. By the<br />
third game she is making bad decisions due to lack of<br />
concentration. She feels bad in herself; she gets abused from the<br />
court. Each week she feels worse and eventually gets sick of<br />
umpiring altogether. She quits umpiring and leaves Club A.<br />
Club B’s National C badge is able to fully concentrate<br />
on her one game each week. She makes good decisions<br />
and gets praise from the court and feels good in<br />
herself. Each week she feels she is improving. Her<br />
mentoring charges also improve every week and she<br />
learns new tricks for her own umpiring.<br />
At the end of the season, Club A has no umpires.<br />
At the end of the season, Club B has four umpires.<br />
Using more qualified umpires to mentor novices is the best way to achieve an <strong>Umpiring</strong><br />
depth in your club, even if mentoring is only for half or quarter of a game each week.<br />

UMPIRE MENTORING<br />
Part of retaining and fostering umpires is to develop a Mentoring “family” type culture.<br />
Umpires who wish to maintain and improve their skills and abilities should be actively<br />
seeking mentoring, this displaying willingness and motivation to improve.<br />
Each umpire should seek to develop two (2) umpires at a lower level of skill AND find a<br />
mentor of the level above. Even a NEW Umpire can mentor or partner in mentoring a<br />
colleague of similar ability.<br />
Being a mentor is not hard and it is about shared learning, sharing coping skills,<br />
collaboratively correcting and seeking higher advice when needed.<br />
Clubs will need to help facilitate this mentoring relationship by teaming up umpires.<br />
The <strong>Umpiring</strong> Committee and other higher badged umpires are always on the lookout for<br />
talent, and gifted umpires will be Talent Identified and invited to enter a separate<br />
Mentoring Programme, as well, at the level appropriate to their talent.<br />
This is still a work in progress but with your help it WILL work.<br />

DUTY OF CARE<br />
Any service provider has a Duty of Care. A reasonable level of care is owed. A breach of<br />
duty of care is called negligence. Club Officials can be sued for negligence. It is<br />
important to have indemnity insurance and to minimise the risk of litigation. The<br />
following recommendations are aimed at helping you fulfil your duty of care.<br />
RECOMMENDATIONS FOR CLUB UMPIRING CONVENORS<br />
KNOW THE CAPABILITIES OF ALL YOUR UMPIRES.<br />
Ensure all umpires from your club are listed on the NSW Membership List (see<br />
"Umpire Insurance" below)<br />
Ensure umpires are aware of the Physiotherapist on Duty and Injury Book, AND<br />
who to contact about insurance if they have an injury.<br />
Ensure umpires are competent to do the games to which you allocate them (see<br />
"Recommended Minimum Umpire Standard for Game Allocation").<br />
Provide a senior umpire to mentor new and inexperienced umpires. At the very<br />
least, provide new and young umpires with a SUPPORT person.<br />
Educate umpires about warming up before a game and warming down afterwards<br />
(see "Umpire Exercises").<br />
Educate umpires about the importance of drinking water when umpiring.<br />
Be aware of umpires’ physical ailments e.g. sore knees, asthma, shin splints,<br />
injuries, heart conditions, anorexia nervosa, and 40-Hour Famine participant.<br />
Be aware of every umpire's other umpiring and playing commitments to ensure<br />
they don't suffer fatigue and burn out.<br />
Tell umpires what to do if they have any problems during a game i.e. send for<br />
the Umpire on Duty or stop the game and get the Umpire Duty themselves.<br />
Ensure parents and spectators don't bring dogs, bikes, roller blades, scooters etc.<br />
to netball grounds during competition games.<br />
NB: Any person participating in the "40 Hour Famine" MUST NOT play or umpire<br />
netball.<br />
POST-PADDING OF GOAL POSTS<br />
Umpires, likewise, have a Duty of Care to the Players.<br />
No game should start unless the Post-Padding is present and correctly attached to<br />
the goal posts (the team named first on the Fixtures should get the padding).<br />

UMPIRE INSURANCE<br />

All Umpires should be covered for insurance in the likelihood of an accident or injury.<br />
For an Umpire to be covered the <strong>Netball</strong> NSW Insurance they must be registered with<br />
<strong>ERNA</strong> and entered on the Club Membership List.<br />
Umpires who are players at <strong>ERNA</strong> or another <strong>Netball</strong> Association affiliated with <strong>Netball</strong><br />
NSW are already registered and on a Membership List. However, if your Umpire is a nonplayer<br />
or plays at an Association that is NOT affiliated with <strong>Netball</strong> NSW (e.g. at an<br />
Indoor <strong>Netball</strong> facility) then you MUST register<br />
that umpire as a Non-Player.<br />
WHAT AN UMPIRE WEARS<br />
Contact your Club Secretary or the other<br />
Authorised Person to complete the registration at<br />
<strong>ERNA</strong> Registration, Additional Registration or any<br />
week of Competition (except week 1).<br />
The Rules of <strong>Netball</strong> state that an umpire should be dressed in<br />
clothing that is preferably white or cream and wear sports footwear.<br />
The more professional an umpire appears, the more seriously the<br />
players will take them as a Game Official.<br />
Therefore, umpires should wear white/cream including white<br />
underwear, socks, shoes and hats.<br />
For Finals Series ALL UMPIRES MUST WEAR WHITE.<br />
Umpires may wear white shorts at <strong>ERNA</strong>. However, <strong>ERNA</strong> expects<br />
ALL Representative Umpires to wear correct uniform as specified by<br />
the Rules (i.e. white skirt for women, white shorts for men).<br />
White tracksuits are permissible in inclement weather.<br />
At <strong>ERNA</strong> Umpires are permitted to wear club uniforms; however, this<br />
can be problematic when umpires are umpiring for other clubs and end up umpiring their<br />
own club’s teams.<br />
The <strong>ERNA</strong> <strong>Umpiring</strong> Committee sells white <strong>ERNA</strong> umpiring shirts and white <strong>Umpiring</strong><br />
tracksuits at the <strong>Umpiring</strong> Table for a reasonable price.<br />
As part of an on-going major sponsorship arrangement with Top Ryde City all umpires<br />
MUST wear a BLACK PATCH with the sponsor’s logo on it. This patch must be pinned or<br />
velcroed at each TOP CORNER so the patch hangs straight. Umpires are encouraged to<br />
sew the fuzzy side of Velcro to their umpiring shirt backs to attach the patches.<br />

HOW TO ALLOCATE UMPIRES<br />
ALLOCATION OF UMPIRES<br />
1. Write down the names, qualifications, abilities and availability of all your Club<br />
Umpires. (Also gain their contact details – including mobile & email.)<br />
2. List out the teams you have to allocate umpires to.<br />
3. Refer to the “Recommended Minimum Umpire Standard for Game Allocation”<br />
and allocate umpires to teams accordingly.<br />
Never allocate umpires to games above their current umpiring standard: they will not be<br />
able to keep the game under good control and, consequently, their confidence and selfesteem<br />
will suffer because they will feel they are not doing a good job.<br />
Encourage enthusiastic umpires by giving them a game each week and<br />
monitoring their progress.<br />
Never give an umpire more than two games each Competition Day (see<br />
“<strong>Umpiring</strong> Burn Out") – remember umpires may do games for other clubs so<br />
check with them about this.<br />
Have a list of back-up umpires and their contact details who can be contacted at<br />
the <strong>Netball</strong> Courts during each time-slot. This will make those last minute rushes<br />
to fill <strong>Umpiring</strong> duties when someone cannot or does not turn up MUCH easier.<br />
DISTRIBUTING THE ALLOCATION<br />
Speak to each umpire personally. (Ensure your umpires are ONLY doing two (2)<br />
games per day.)<br />
Always give umpires their allocations in writing.<br />
- List the time they are umpiring<br />
- Name the team they are umpiring for (club, team number and grade).<br />
Stick the allocation sheet to the door at the Umpire Table each week.<br />
Tell umpires to report to the Umpires table at least 20 minutes BEFORE they are<br />
allocated to umpire.<br />
Stress to umpires the importance of notifying you in plenty of time (e.g. during<br />
the week, not the day before) if there is a problem.<br />

Once you have completed your allocation you may find:<br />
You have too many umpires and need some extra<br />

You do not have enough umpires.<br />
You need to do an umpiring swap in the same or<br />
another timeslot.<br />
You have umpires that a free every now and then and would like more games.<br />
You have an emergency and need an umpire to fill in one week.<br />
Then you need the Umpire Classifieds.<br />
When replying to the Umpire Classified or putting information onto the Umpire<br />
Classifieds PLEASE contact the person on the <strong>ERNA</strong> <strong>Umpiring</strong> Committee in charge of the<br />
Umpire Classifieds. DO NOT USE THE EMAIL LIST TO SEND OUT YOUR OWN PLEA because<br />
there is now a silent Email list that you will not be able to access.<br />
Supply the following information (best to use email if you can):<br />

THE NEUTRAL UMPIRING SYSTEM<br />
HOW DOES NEUTRAL UMPIRING WORK?<br />
The umpiring system at Eastwood Ryde is NEUTRAL, which means you can’t umpire your<br />
own team. But the umpiring committee does its best to make sure umpires do not<br />
umpire their own club. This can be difficult in grades with multiple teams from one<br />
club, during forfeits, club umpiring swaps or in A grade.<br />
Teams will need to supply an umpire at the same time they play.<br />
The <strong>ERNA</strong> <strong>Umpiring</strong> Committee allocates teams to umpiring duties. Club <strong>Umpiring</strong><br />
<strong>Convenors</strong> should allocate Umpires to teams.<br />
All team allocations for Day Competition are available at the <strong>Umpiring</strong> Table on the day<br />
of competition and are not in the Fixtures Book.<br />
“AA” and National A Badged umpires are always considered NEUTRAL.<br />
Umpires learn their umpiring duty at the Umpire Table. The <strong>ERNA</strong> <strong>Umpiring</strong> Committee<br />
may move an umpiring duty up or down grades in the same time slot to maintain<br />
neutrality or for mentoring purposes. Umpires allocated by clubs may request to move<br />
up or down grades if a suitable swap is available.<br />
IF IT IS KNOWN THAT A PARTICULAR GAME IS GOING TO NEED STRONGER UMPIRES,<br />
THEN THE UMPIRING COMMITTEE NEED TO KNOW IN ADVANCE IN ORDER TO<br />
REARRANGE THE ALLOCATIONS.<br />
UMPIRES SIGNING ON<br />
The Umpires Table at Meadowbank Park will be outside the Physiotherapy Room<br />
(downstairs meeting room). At Brush Farm it will be in the <strong>ERNA</strong> Office.<br />
All umpires are to report to the Umpires Table at least 20 minutes prior<br />
to the commencement of the time slot.<br />
All umpires must correctly attach a Top Ryde City sponsor patch to their back with<br />
either Velcro OR pins in the top two corners of the patch before leaving the umpire<br />
room.<br />
IT IS THE CLUB’S RESPONSIBILITY TO ENSURE ALL THEIR<br />
UMPIRES TURN UP. IF AN UMPIRE DOES NOT TURN UP THERE<br />
WILL NOT BE ENOUGH PEOPLE AS UMPIRE ON DUTY TO RUN<br />

The Sign on sheets can be littered with all sorts of arrows and different colours of<br />
highlighting which can be confusing to the umpire who only wishes to sign their name<br />

The best thing to do is tell your umpires to ASK if they have a problem or question about<br />

IF THERE IS CONFUSION or someone else has signed in the umpire’s spot, the umpire<br />
SHOULD NOT JUST LEAVE THE TABLE. They must speak to the Umpire on Duty.<br />
If an umpire turns up to a court and there are already two umpires at that court OR<br />
they are the only umpire OR there are no teams OR there is a forfeit OR something else<br />
untoward happens then they should report back to the Umpire Table IMMEDIATELY!<br />

If a team does not supply an umpire within 5 minutes of the start of the time-slot, then<br />
they will forfeit their game. A neutral umpire from their game is moved to substitute for<br />
the missing umpire.<br />
If a team forfeits two hours before the game commences then the umpiring duties are<br />
reshuffled for that grade. The umpires from the teams in the forfeited match are not<br />
required. The forfeiting team and team receiving the forfeit do not need to supply<br />
umpires.<br />
If a team forfeits immediately before or just after the game commences then all<br />
umpiring duties remain the same.<br />

UMPIRES AT THE END OF THE GAME<br />
At the end of the game Umpires have various responsibilities. Please remind your<br />
umpires of the following points:<br />
• Move to the middle of the court and shake hands with your fellow<br />
umpire. Thank them as well.<br />
• Thank the players. You can’t umpire without a game.<br />
• Move to the scorers and timekeepers. Thank them.<br />
• Sign the score sheet. HOWEVER, if the umpire wishes to make a<br />
formal complaint about some aspect of the game, especially if it will affect the<br />
outcome of the game, THEY SHOULD NOT SIGN THE SCORESHEET.<br />
• Gather your equipment and move off.<br />
UMPIRE ABUSE<br />
<strong>ERNA</strong> and the <strong>ERNA</strong> <strong>Umpiring</strong> Committee take Umpire Abuse very seriously. There are<br />
severe penalties for abusing an umpire physically or verbally should a formal complaint<br />
be made and it goes to a Disputes Panel.<br />
Umpires should send for a representative from the <strong>Umpiring</strong> Committee at any time<br />
during the game should they need help dealing with abuse either from the court or side<br />
line.<br />
The Codes of Behaviour for players, coaches and spectators is printed in the <strong>ERNA</strong><br />
Fixtures Book. See the next page for the “<strong>Umpiring</strong> Code of Behaviour”.<br />
Tips for dealing with abuse at the end of the game:<br />
• In the first place, set up your own gear WELL AWAY from the two teams.<br />
• Walk away from the upset team/player’s area. Don’t be within earshot of their<br />
complaining and you won’t hear it.<br />
• Don’t enter into a discussion with the abusive player/team.<br />
• If someone approaches you to be abusive, walk away. Quickly gather your gear<br />
and retire to the <strong>Umpiring</strong> Room. They will be the ones looking stupid as they<br />
chase you around the court. The <strong>Umpiring</strong> Committee will intercept them.<br />
• Stick together with the other umpire and any of your umpiring support team e.g.<br />
umpire mentor, parent. (Safety in numbers.)<br />
• Sign (or don’t sign the score sheet) and move away from the court as quickly as<br />
possible.<br />

UMPIRE CODE OF BEHAVIOUR<br />
Taken from “APPENDIX 1: UMPIRE CODE OF BEHAVIOUR”, “National Umpire Development<br />
Framework (2012)”, <strong>Netball</strong> <strong>Australia</strong>. There is also an applicable Code of Behaviour<br />
from <strong>Netball</strong> NSW Constitution that <strong>ERNA</strong> Umpires must abide by.<br />
APPENDIX 1: UMPIRE CODE OF BEHAVIOUR (NUDF)<br />
In addition to <strong>Netball</strong> <strong>Australia</strong>’s General Code of Behaviour, umpires must meet the<br />
following requirements with regard to your conduct during any activity held by or under<br />
the auspices of <strong>Netball</strong> <strong>Australia</strong>, Member Organisations or Affiliates in your role as an<br />
umpire.<br />
1. Umpire in accordance with the Official Rules of the Game.<br />
2. Treat all players, coaches, match officials and other umpires with respect.<br />
3. Place the safety and welfare of the players above all else.<br />
• Ensure the court and its surrounds are compliant with the rules.<br />
• Take appropriate action to manage dangerous play.<br />
4. Maintain a high standard of personal behaviour at all times.<br />
5. Be a positive role model through behaviour and personal appearance<br />
projecting a favourable image of netball and umpiring at all times.<br />
6. Be courteous, respectful and open to discussion and interaction.<br />
7. Maintain or improve your current performance level and seek continual<br />
improvement.<br />
ATTACHMENT D6 UMPIRE CODE OF BEHAVIOUR (NETBALL NSW)<br />
In addition to <strong>Netball</strong> NSW’s General Code of Behaviour, you must meet the following<br />
requirements with regard to your conduct during any activity held by or under the<br />
auspices of <strong>Netball</strong> NSW or a District/League Association, in your role as an umpire.<br />
1. Treat all players with respect at all times.<br />
2. Accept responsibility for all actions taken.<br />
Exercise reasonable care to prevent injury by ensuring players play within the rules.<br />
Reasonable care consists of advising the players of illegal body movements, showing<br />
due diligence in detecting infringements and penalising rule breakers.<br />
3. Place the safety and welfare of the players above all else.<br />
Although it is the responsibility of umpires to ensure that the playing conditions are<br />
safe, in the end it is the District/League Association’s decision.<br />

If a court supervisor or equivalent is appointed and present at the match they would<br />
decide whether the game should commence or continue and deal with any emergencies<br />
relating to a safe environment or anticipate any foreseeable dangers and deal with it<br />

Be alert to any forms of abuse directed towards the players from other sources while<br />

12. Refrain from any form of harassment towards players. Treat all players fairly within<br />

13. Show concern and caution towards ill and injured players. You should enforce the<br />

Umpire Table Duty at Meadowbank Park is rostered to clubs on a proportional basis<br />
based on teams at Meadowbank Park. TWO PEOPLE are required to fulfil the duty<br />
(helpful friends are also welcome). It is preferable that at least one person is an adult.<br />
The roster for Umpire Table Duty is printed in the Fixtures Book.<br />
FINES WILL BE IMPOSED IF THE DUTY IS NOT FULFILLED.<br />
The Umpire Table Duty person does not need to be an umpire, although some knowledge<br />
of umpiring may be helpful. BOTH Umpire Table duty people should:<br />
Arriving at the <strong>Umpiring</strong> Table at or before the time listed in the Fixtures Book. If<br />
clubs wish to split up their roster please make sure people change over at least 20<br />
minutes before a game timeslot.<br />
Sitting at the <strong>Umpiring</strong> Table for the duration of the allocated time-slot.<br />
The time listed is the time at which the duty begins and does not end until the next<br />
clubs arrives. Teams with the last duty of the day MUST stay until at least 4.40pm.<br />
Making sure all umpires PRINT their name in the correct place on the sign in sheets.<br />
Informing the Umpire on Duty/Control Tower of<br />
- Any umpires not in correct <strong>Umpiring</strong> uniform.<br />
- Any missing umpires 5 minutes before the time slot.<br />
- <strong>Umpiring</strong> complaints.<br />
Assisting the Umpire on Duty/Control Tower in any other capacity.<br />
Hand out sponsor’s umpiring patches.<br />
Ensure umpires PRINT their name against the number of the patch taken.<br />
Ensure this patch is velcroed or pinned onto their back with four pins in all four<br />
corners.<br />
Receive back the Top Ryde City sponsorship patches and mark the returning<br />
umpire’s name off the list by highlighting the umpire’s name to indicate the patch<br />
is back.<br />
At the end of the day highlight all missing patches and the umpire name on the list.<br />
Umpire Table Duty people will never be required to deal with uniform problems, missing<br />
umpires, or umpiring complaints.<br />
It may be that there is no Umpire on Duty during some timeslots or they are out on the<br />
courts. If there is no Umpire on Duty then the Control Tower will be contactable via the<br />
<strong>ERNA</strong> Walkie Talkies. If the Umpire on Duty is on the courts, they are contactable via the<br />
<strong>ERNA</strong> Walkie Talkies.<br />

NOMINATING UMPIRES FOR FINALS SERIES<br />
At the end of the Day Competition season the <strong>ERNA</strong> <strong>Umpiring</strong> Committee requires Club<br />
<strong>Umpiring</strong> <strong>Convenors</strong> with teams in semi-finals, finals and grand finals to nominate<br />
suitable badged umpires to do umpiring duties. During Night Competition, teams in<br />
Finals series are responsible for providing their own suitably badged umpire.<br />
A BADGED umpire is any umpire who has a National “C”, “B”, “A” or “AA” Badge. No<br />
unbadged umpires (even those with the E/R Encouragement Award) can umpire Finals<br />
Series (unless there are exceptional circumstances determined by the <strong>Umpiring</strong><br />
Committee).<br />
All Umpires nominated must have umpired at least five times during the current<br />
season/calendar year.<br />
Nomination forms are due the week before the game. Day Competition forms are<br />
available in soft copy on the <strong>ERNA</strong> website. Night Competition forms will be distributed<br />
from the Canteen during Week 10 of competition.<br />
When nominating umpires please keep the following in mind:<br />
New National C’s are more likely to be allocated to games in time slots with Junior<br />
grades.<br />
More experienced National C’s and Umpires with National B Badges are mostly<br />
required for Intermediate and Senior grades, especially A grade, Mixed, Under 21’s<br />
and Cadet 1.<br />
Each umpire will only be used twice each Competition Day or Night (and usually<br />
only once if they are playing).<br />
Badged umpires from other clubs may be used (see above point).<br />
In Day Competition four umpires per time slot are allocated to Reserve Duties.<br />
Thus, some umpires may be asked to do more than their club’s allocation.<br />
In Night Competition at least two umpires per time slot are allocated to Reserve<br />
Duties. Thus, some umpires may be asked to do more than their team’s allocation.<br />

Indicate when an umpire is available by circling Y for "YES" or N for "NO".<br />
If an Umpire is not available, please indicate if the umpire is also playing or<br />

For every team in the finals series one badged umpire must be supplied.<br />
For every four (4) teams in the Day Competition finals series an extra umpire must<br />
be supplied.<br />
Certain umpires will be asked to cover Reserve duties in Night Competition<br />
depending on timeslots and grades.<br />
If you do not supply enough umpires to cover your Club’s duties a fine of $60 per missing<br />
umpire is imposed on your club.<br />
FINES WILL BE APPLIED.<br />
The <strong>ERNA</strong> <strong>Umpiring</strong> Committee allocates Umpires to games by name. You will be notified<br />
of your umpires’ duties and it is your responsibility to contact them and tell them when<br />
they will be umpiring.<br />
Umpires are to report to the Umpire Table at Meadowbank Park (Day Competition) OR<br />
Canteen/Office at Brush Farm (Night Competition) ready to umpire no later than 20<br />
minutes before their timeslot. They will be given their game allocation, briefed on<br />
special Finals Series rules and given a complimentary bottle of water.<br />
NOTE: Sign on is done timeslot by timeslot to allow for changes due to injury or games in<br />
extra time.<br />

SCHEMES<br />
NETBALL AUSTRALIA SECTION 1 THEORY EXAM<br />
This exam is pre-requisite for National <strong>Umpiring</strong> Badges, Development Coaches and<br />
those seeking Official Bench Qualifications (Scorer and Timer).<br />
All members of <strong>Netball</strong> NSW are eligible to sit for this examination. The pass mark is 70%<br />
and current for only 6 years. The paper is now ONLY available online and the questions<br />
are taken from the current “’U’ For <strong>Umpiring</strong>” publication.<br />
Candidates may sit the examination whenever they like and as many times as they like<br />
in a given year. The exam is online at the <strong>Netball</strong> <strong>Australia</strong> website but there is a link<br />
from the <strong>Umpiring</strong> page on the <strong>ERNA</strong> website and <strong>Netball</strong> NSW website. (See<br />
https://learning.netball.asn.au/Auth/Login)<br />
Candidates can only gain a practical badge as high as the pass mark obtained:<br />
70%-79% Pre-requisite for a National “C” badge<br />
80%-89% Pre-requisite for a National “B” badge<br />

Certificates are issued to Candidates when they are successful online.<br />
A record of their result is automatically added to their Database record at <strong>Netball</strong> NSW.<br />

There is NO COST for sitting this exam.<br />
NETBALL AUSTRALIA LEVEL 1 UMPIRE EDUCATION COURSE<br />
All members of <strong>Netball</strong> NSW are eligible. These courses are organised by District<br />
Associations in conjunction with <strong>Netball</strong> NSW to prepare umpires for their National C<br />
Umpires badge. The course covers theory and practical umpiring. There is a charge for<br />
the manual and certificate. The cost for the course is $35 and the umpire must be a<br />
current member of <strong>Netball</strong> NSW. Course theory is run over a minimum of four hours.<br />
Practical sessions must be undertaken as well.<br />
The Umpire Development Programme at Eastwood Ryde is also a Level 1 Umpire<br />
Education Course.<br />

These courses are organised through <strong>Netball</strong> NSW in conjunction with <strong>Netball</strong> <strong>Australia</strong><br />
to prepare umpires for their National A Umpires badge. It is recommended that National<br />
B & C Badged Umpires attend these courses even if they are not going on to their<br />
National A. The course covers theory and practical umpiring and is presented by an<br />
accredited AA Umpire in the National Pool. There is a charge for the manual and<br />
certificate. The cost of the course is advertised with the Course Dates.<br />
NETBALL AUSTRALIA LEVEL 2 UMPIRE EDUCATION COURSE<br />
These courses are organised by <strong>Netball</strong> NSW to prepare umpires for their National A<br />
Umpires badge. The course runs over two days, covers both theory and practical<br />
umpiring and includes the <strong>Australia</strong>n Sports Commissions Advanced Level Officiating<br />
General Principles course. There is a charge for the manual and certificate. The cost for<br />
the course is advertised with the Course Dates. <strong>ERNA</strong> pays 50% of the course cost to<br />
encourage umpires to attend.<br />
Pre-requisite: <strong>Netball</strong> <strong>Australia</strong> Level 1 Umpire Education Course<br />
NETBALL AUSTRALIA SECTION 2 THEORY EXAM<br />
The Section 2 exam is required by AA badge umpires or candidates who are aiming to<br />
achieve an AA qualification. The questions in this paper are not like the Section 1 Theory<br />
Exam. Likely incidents are described and candidates are required to explain the ruling<br />
they would make under such circumstances and the reasons for doing so. A pass mark in<br />
this exam is 90%. Top umpires attempt this exam. It may be coming online in the future.<br />
There is a fee for this exam that is paid by <strong>ERNA</strong> for our top umpires. Please ask for<br />
clarification on a needs basis.<br />
NOTE: Umpires are encouraged to undertake this exam for “education purposes”. If an<br />
umpire does this exam for education purposes it will be marked at NSW <strong>Netball</strong> level. If<br />
a mark of 85% or higher is attained, it will be forwarded to <strong>Netball</strong> <strong>Australia</strong> for official<br />
marking.<br />
NETBALL AUSTRALIA MENTORING COURSE<br />
This course was developed by <strong>Netball</strong> <strong>Australia</strong> in conjunction with the <strong>Australia</strong>n Sports<br />
Commission. The online course is free and takes about 1.5 hours to complete. It is useful<br />
for coaches, umpires & officials. The course has seven modules covering the following<br />
topics:<br />

NETBALL NSW TRAINING SCHEMES<br />
NETBALL NSW BIENNIAL CONFERENCE<br />
Every even numbered year <strong>Netball</strong> NSW hosts a conference in late February (usually<br />
somewhere in Sydney) for “everything netball” including <strong>Umpiring</strong>, Coaching and<br />
Administration. This is a full weekend conference available to EVERYONE in netball –<br />
players, umpires, coaches and administrators – at all levels. Traditionally <strong>ERNA</strong> has sent<br />
only Executive, Rep Coaches and <strong>Umpiring</strong> Committee members BUT the conference is<br />
aimed at everyone. It is always information with different session streams for each of<br />
the areas of netball. Information for this is usually on the <strong>Netball</strong> NSW website towards<br />
the end of the odd numbered year. The conferences have been held in 2008, 2010 and<br />
2012.<br />
NETBALL NSW UMPIRING CONVENOR CAMP<br />
In the odd numbered year, <strong>Netball</strong> NSW holds an <strong>Umpiring</strong> Convenor Camp, primarily for<br />
the <strong>Umpiring</strong> <strong>Convenors</strong> of District Associations, however, there is always a lot of<br />
interesting information and training that would be useful for Club <strong>Umpiring</strong> <strong>Convenors</strong>.<br />
This is also a 2-day event and held in late February. If you would like more information<br />
on this please check the <strong>Netball</strong> NSW website at the end of the even numbered year OR<br />
speak to the <strong>Umpiring</strong> Committee.<br />
ROOKIES CAMP<br />
This is a <strong>Netball</strong> NSW weekend camp held in November of every year. It is intended for<br />
those who have gained their National C Badge in that calendar year. The camp covers<br />
umpiring theory and protocols for National C Badge umpires. One of the days is a<br />
practical day umpiring quality representative games with mentoring by experienced<br />
National B and A umpires. <strong>Netball</strong> NSW considers umpires on this weekend for inclusion<br />
in the State League Initiation Programme in the following year.<br />
<strong>ERNA</strong> subsidises all participants to 50% of the course fee.<br />
NATIONAL C CAMP<br />
This is a <strong>Netball</strong> NSW weekend camp held in February or March of every year. It is<br />
intended for those who have gained their National C Badge at any time. The camp<br />

STATE LEAGUE INITIATION PROGRAMME (SLIP)<br />
<strong>Netball</strong> NSW invite suitable new National C umpires to attend a 6 week course on State<br />
League Division 8 at the Ann Clarke Centre from 8:00 am to 11:30 am. Umpires are<br />
introduced to State League umpiring with intensive coaching and lectures on State<br />
League protocols and expectations. Assessment for this programme takes place at<br />
<strong>Netball</strong> NSW Rookies’ Camp in November and National C Camp in February. The <strong>ERNA</strong><br />
<strong>Umpiring</strong> Convenor may submit suitably talented umpires during the season for<br />
consideration.<br />

initiatives. It is also a forum for you to raise difficult umpiring issues and an opportunity<br />

This is a night for ALL members of the umpiring community to come together and discuss<br />
the rules of netball – especially any new rules that may have come into effect in the last<br />
year. EVERYONE should attend. Clare McCabe (Internationally Accredited Umpire and All<br />
<strong>Australia</strong> Umpire) has agreed to give this talk when it has been organised. Clare is a<br />
fantastic presenter and has so much to give, in terms of her knowledge of the game and<br />

TRAIN THE TRAINER: UMPIRE MENTORING AND TESTING SEMINAR<br />
This seminar is a must for anyone planning to mentor or test an umpire.<br />
It will consist of a theoretical session where expert Umpire Mentors give information and<br />
tips on all aspects of supporting other umpires. If time permits, there will be a practical<br />
session on actual games for consolidation.<br />
UDP Umpire Mentors will be mentored by experience Trainers to help them improve.<br />
RECOMMENDED STANDARDS FOR UMPIRE MENTORS<br />
The <strong>Umpiring</strong> Committee recommends that an Umpire Mentor be at least two badges<br />
ahead of the Umpire they are mentoring. This ensures the correct information is passed<br />
on in the correct way. They should also be up to date with their accreditations (i.e.<br />
Section 1 Theory pass and/or Rules in Action attendance.)<br />

<strong>ERNA</strong> NATIONAL BADGE DEVELOPMENT PROGRAMMES<br />
To complement and incorporate the <strong>Netball</strong> <strong>Australia</strong> and <strong>Netball</strong> NSW programmes,<br />
<strong>ERNA</strong> runs a variety of training events for developing umpires.<br />
NATIONAL C & B BADGING<br />
The <strong>Umpiring</strong> Committee works with <strong>Netball</strong> NSW and the AA Umpires to provide<br />
mentoring and badging panels for umpires ready for National Badging. Clubs should<br />
submit names of Umpire Candidates and Umpire Mentors willing and able to mentor<br />
badge. All badging panels require 3 up-to-date umpires. The <strong>Umpiring</strong> Committee cannot<br />
badge your umpires without these umpires from your clubs.<br />
Any Umpire wishing to be considered for a National Badge MUST have completed the<br />
required pre-requisites BEFORE a panel is considered.<br />
In accordance with recommendations from All <strong>Australia</strong> umpires may not necessarily<br />
know that a testing panel is watching them.<br />
NATIONAL A BADGING<br />
<strong>ERNA</strong> is not responsible for badging or coaching umpires to National A. We do, however,<br />
advocate on behalf of umpires wishing to seek State League games of standard by<br />
submitting names to <strong>Netball</strong> NSW. Allocation to these games is done by <strong>Netball</strong> NSW and<br />
a Grading & Endorsement panel. Attendance at <strong>Netball</strong> NSW B Camp is recommended as<br />
well as nominating to umpire State League divisions 1-7. Umpires are encouraged to<br />
accept other <strong>Netball</strong> NSW opportunities that present from time to time e.g. Training<br />
matches and selections.<br />

<strong>ERNA</strong> UMPIRE DEVELOPMENT PROGRAMME<br />
WHAT IS THE UMPIRE DEVELOPMENT PROGRAMME (UDP)?<br />
This is an introductory course for beginning umpires who are just beyond the absolute<br />
beginner stage. Participants are taught theory in the Level 1 Umpire Accreditation<br />
Course and undertake five (5) practical umpiring sessions.<br />
FORMAT<br />
Near the beginning of the Competition for six weeks.<br />
First week – Train the Trainer Lecture by an experienced Umpire Mentor for ALL<br />
UDP Coaches provided by clubs. (This will take place even if it is raining.)<br />
First week (minimum 4 hours) - Level 1 Umpire Education Course presented by<br />
Experienced National B Badged (minimum) umpires. (This will take place even if it<br />
is raining.)<br />
From week 2-6 of programme – Practical coaching sessions begin on Junior<br />
competition games. Usually 11 year old games at 8am timeslot. Participants may be<br />
rotated around the grades in their allocated timeslots to give all umpires an<br />
opportunity at the different levels. For the first three weeks of the practical<br />
programme, participant will most likely umpire only half a game each (depending<br />
on number of applicants).<br />
Presentation attendance is required by ALL participants and coaches. (This will<br />
take place even if it is raining.)<br />
WHO CAN TAKE PART?<br />
Anyone with a current Section 1 Umpires Exam pass (70% or more)<br />
HOW DO I GET INTO THE DEVELOPMENT PROGRAMME<br />
Fill in and submit the UDP form by the DUE DATE. There is a fee of $40 payable at<br />
the Umpire Table.<br />
Accepted applicants will only be entitled to a refund in extenuating circumstances.<br />
Late entries will be placed on a waiting list and only considered if a vacancy exists.<br />
For every two (2) UDP applicants you MUST supply one Badged Umpire Mentor with<br />
an up-to-date Section 1 Theory Exam.<br />

and/or National C Badge.<br />
WHAT IF I DON'T GET INTO OR CAN’T MAKE THE UMPIRE DEVELOPMENT PROGRAMME?<br />
Still attend the Level 1 Course on the first day of the programme.<br />
You will be placed on a waiting list and receive a game if someone does not turn up<br />
(which is likely to happen). Please turn up at 8am on the practical coaching weeks<br />
of the UDP.<br />
You can attend the Evening Level 1 Umpire Education Course.<br />
You may still be assessed for the Eastwood Ryde Encouragement Award.<br />
Umpire Mentors can watch you on any game at any time of the day.<br />
CLUB RESPONSIBILITIES DURING THE UMPIRE DEVELOPMENT PROGRAMME<br />
Submit UDP forms and money by the due date.<br />
Ensure all UDP Mentors attend the “Train the Trainer: Umpire Mentoring and<br />
Testing Seminar” and the Debrief & Presentation.<br />
Ensure Reserve Club duties are fulfilled (if allocated).<br />
Ensure all UDP participants and mentors attend as required and the presentation.<br />
Ensure participants and mentors unable to attend each week inform the <strong>Umpiring</strong><br />
Development Convenor as soon as possible.<br />
ENSURE ALL MENTORS TURN UP EACH MORNING OF THE UDP and if they are not<br />
going to be able to turn up ORGANISE A REPLACEMENT MENTOR.<br />
Advise the Development Convenor if a particular game in the 8:00 am timeslot will<br />
be particular difficult so stronger UDP participants can be allocated.<br />
BE AWARE THAT DURING THE PROGRAMME, ALL UDP PARTICIPANTS AND COACHES<br />
WILL NOT BE AVAILABLE TO UMPIRE FOR YOU AT 8:00 a.m.<br />
All money matters relating to the payment of club umpires and/or mentors in<br />
relation to the UDP are to be dealt with by Clubs. The <strong>Umpiring</strong> Committee does<br />
not enter into this.<br />

Decisions: Can blow whistle for goals, centres, start and re-start of play and<br />

Resume: A Trainee Umpire must be able to competently control an 11<br />

EASTWOOD RYDE ENCOURAGEMENT AWARD<br />
ISN’T THE E/R ENCOURAGEMENT AWARD AN UMPIRING BADGE?<br />
No, the E/R Encouragement Award is not a Badge. The entry level Badge for Umpires,<br />
recognised across <strong>Australia</strong>, is the National C Badge. There is no such thing as a District<br />
Badge. This award is designed to be an intermediary encouragement of persistence, hard<br />
work and effort to help umpires continue towards the National C Badge (because it can<br />
sometimes be a big step and long time between starting to umpire and attaining a<br />
National Badge).<br />
This Encouragement Award is designed to give developing umpires the opportunity to<br />
receive mentoring from experienced Nationally Badged umpires over at least two weeks,<br />
if not more.<br />
WHO IS ASSESSED FOR THE ENCOURAGEMENT AWARD?<br />
Clubs nominate beginning umpires wishing to be assessed. Do not include UDP Umpires.<br />
The UDP mentors will refer these umpires. They should ALSO nominate assessors who<br />
can assess these are other umpires for Encouragement Awards.<br />
Umpires being looked at for the Encouragement Award should be consistently umpiring<br />
and on at least 13 year grade games.<br />
WHO MENTORS & ASSESSES THE ENCOURAGEMENT AWARD<br />
Clubs should also provide the names of Nationally Badged Umpire Mentors who will<br />
mentor and assess. These Mentors should attend the “Mentoring and Testing Umpires<br />
Lecture” in week 3 of competition.<br />
The <strong>Umpiring</strong> Committee are willing to help train the Club umpire mentors.<br />
The <strong>Umpiring</strong> Committee are always wandering the courts. If we find someone who is<br />
consistently umpiring well, they will be consulted and presented with the E/R<br />
Encouragement Award, if they so wish.<br />
HOW DOES AN UMPIRE RECEIVE THE ENCOURAGEMENT AWARD?<br />
If any umpire is shown to be consistently umpiring at a certain level, they will be<br />
awarded the Eastwood Ryde Encouragement Award on the spot. This is only a stepping<br />
stone on the way to the more important National C Badge.<br />
The Umpire will be given the Award after their game, along with a brochure of<br />
congratulations and a list of the Key Performance Indicators for the National C Badge.<br />
The Eastwood Ryde Encouragement Award is not a pre-requisite for the National C<br />
Badge, but someone umpiring at National C level will already be umpiring at the E/R<br />
Encouragement Award level.<br />

Theory Exam<br />
Match Responsibilities:<br />
Converses with the other umpire regularly in breaks. Conducts<br />
some pre-games checks.<br />
Voice: Loud enough for the players to hear the decisions given.<br />
Manner: Pleasant, showing confidence at times.<br />
Whistle: Should be loud.<br />
Fitness: Has reasonable coverage of the court.<br />
Positioning: Follows the ball, but may not be in the right position at the right<br />
time all the time.<br />
Dress: Umpires shall wear Whites or Club Playing Uniform.<br />
Control: The umpire must be competent at controlling the game.<br />
The umpire should ensure that players listen and follow<br />
directions.<br />
Terminology: Should attempt to use correct terminology.<br />
Decisions: Umpires should be able to penalise infringements with<br />
reasonable consistency including:<br />
• Most stepping<br />
• Occasional minor infringements e.g. over a third, held ball.<br />
• Most obvious Obstruction.<br />
• Most obvious Contact.<br />
Umpires should be able to control centre passes, Throw Ins and<br />
Toss-Ups.<br />
Use of the Advantage Rule or Hand Signals is not required.<br />
Resume: An Eastwood Ryde Encouragement Award will be given to an<br />
umpire who can control games of appropriate standard.<br />
The KPIs for National C are only slightly more. Consult the <strong>Netball</strong> <strong>Australia</strong> NUDF.<br />
STANDARD OF GAME FOR EASTWOOD RYDE ENCOURAGEMENT AWARD ASSESSMENTS<br />
Those who are being assessed for the Eastwood Ryde Encouragement Award should be<br />
consistently umpiring games in the 13 year age division or above.<br />

UMPIRING OPPORTUNITIES FOR UMPIRES<br />
STATE AGE CHAMPIONSHIPS SELECTIONS<br />
<strong>ERNA</strong> selects 11 yr, 12 yr, 13 yr, 14 yr and 15 yr Representative and Development teams.<br />
Umpires are required for these selections to umpire the trialling teams. Mentoring is<br />
sometimes available by experienced National Badge umpires. Clubs are allocated to<br />
these Selections based on the number of players seeking selection. However, Clubs who<br />
wish to use this opportunity for their own umpires may contact the <strong>Umpiring</strong> Committee<br />
and request allocation. Phase 1 selections are in August, Phase 2 Selections are in<br />
February and Phase 3 Selections are in March.<br />
PRE-SEASON ROUND ROBINS & TRIAL MATCHES<br />
Every year Eastwood Ryde Representative teams from State Age to State League 1, are<br />
involved with pre-season round robin competitions and trial matches. These tend to take<br />
place in February – April and can be organised by Rep Coaches at the last minute. If you<br />
have an umpire who may be interested in taking advantage of these valuable<br />
opportunities, please let the <strong>Umpiring</strong> Committee know in advance.<br />
STATE CHAMPIONSHIPS, STATE LEAGUE & NIGHT INTERDISTRICT SELECTIONS<br />
<strong>ERNA</strong> selects various senior representative teams. Nationally Badged Umpires are<br />
required for these selections to umpire the trialling teams. Mentoring is sometimes<br />
available by experienced National Badge umpires. State League selections are usually in<br />
November, State Championships in March and Night Interdistrict in July or August.<br />
STATE LEAGUE COMPETITION<br />
State League takes place from April to September. <strong>Netball</strong> NSW invites and allocates a<br />
pool of AA, A & B Badged umpires to rotate through Division 1-4 State League through<br />
the week. The <strong>ERNA</strong> <strong>Umpiring</strong> Committee submits names of suitably interested umpires<br />
for State League divisions 5-7 on Saturday afternoons. <strong>Netball</strong> NSW selects and invites<br />
umpires into the allocation Pool for Divisions 5-7. All games are played at the Ann Clarke<br />
Centre in Auburn. Umpires are encouraged to be 100% available for State League if<br />
nominated and accept all allocations given to them. Umpires wishing to be considered<br />
for nomination in February should contact the <strong>Umpiring</strong> Committee in January.<br />
NIGHT INTERDISTRICT COMPETITION<br />
Night Interdistrict takes place from October to December on a Wednesday evening at the<br />
Auburn <strong>Netball</strong> Courts. <strong>Netball</strong> NSW rotates talent identified umpires through the top<br />
divisions of NID. Lower divisions are allocated to suitable Nationally Badged umpires by<br />
the <strong>ERNA</strong> <strong>Umpiring</strong> Committee. Umpires wishing to be considered for nomination in<br />
August should contact the <strong>Umpiring</strong> Committee.<br />

REPRESENTATIVE CARNIVALS<br />
The <strong>ERNA</strong> Representative Teams and Development Squads attend Sunday carnivals from<br />
March to June. One umpire per team must accompany teams to the carnivals. We<br />
require National Badged Umpires for the senior teams and higher age groups (17, 15, 14<br />
& 13 yr), a minimum of an umpire targeted for National C Badging for lower age groups<br />
(12 & 11 yr).Umpires may nominate to attach to a Representative team for the entire<br />
season but may be asked to umpire the other teams to ensure their own development<br />
and the development of the players. The Umpire commits to attending all that team’s<br />
carnivals for the season (up to 4) and then has priority selection to umpire at State<br />
and/or State Age Championships, depending on their level of ability.<br />
STATE & STATE AGE CHAMPIONSHIPS<br />
For each team that is sent to the Championships <strong>ERNA</strong> must also send a National Badged<br />
Umpire. National B and above is usually required for State & State Age Championships.<br />
Suitable National C Badge umpires may also umpire State Age Championships. These are<br />
three-day weekends over the June long weekend and the first week of the School<br />
Holidays in July, respectively. Sometimes other districts make requests for help with<br />
their umpiring at these championships. If we have umpires available, <strong>ERNA</strong> will usually<br />
oblige. Accommodation out of the metro area is provided. Umpires who wish to be<br />
nominated in April (State Champs) and May (State Age Champs) for these Championships<br />
should contact the <strong>Umpiring</strong> Committee.<br />
PAYMENTS OF EXPENSES TO UMPIRES ON REPRESENTATIVE GAMES<br />
Representative Umpires are not considered employees of <strong>ERNA</strong>. Payments may not be<br />
made immediately. Please ask your umpires to contact <strong>ERNA</strong> if payments do not arrive.<br />

Representative Carnival Unbadged umpire (incl <strong>ERNA</strong> Enc Award) $70.00<br />

free <strong>ERNA</strong> <strong>Umpiring</strong> t-shirt and <strong>ERNA</strong> Representative bag (depending on availability).<br />

MISCELLANEOUS INFORMATION<br />
IMPORTANCE OF FITNESS<br />
UMPIRE EXERCISES<br />
Too often we hear umpires (and players) saying they umpire (and play) to get fit.<br />
Umpires should ideally get fit to umpire. <strong>Umpiring</strong> requires not only stamina but speed,<br />
the ability to change direction, flexibility and strength. A fitness programme should be<br />
started in mid-summer and incorporate all these aspects as well as Umpire Specific<br />
training e.g. reading the rules, practicing 3-feet recognition and 3-second perception,<br />
sprinting to the goal line, dodging, side stepping etc. These fitness programmes are just<br />
suggestions for a personal programme but doing fitness in a group is always so much<br />
more fun. Why not join a Boot Camp or Fitness programme with a trainer?<br />
Likewise, it is vital that umpires warm up and limber up before each game they umpire.<br />
A simple warm up routine will enable a better game because the umpire is immediately<br />
in the mindset of the game and able to keep up with players, who, themselves, have<br />
generally warmed up.<br />

COMPETITION BLOOD POLICY<br />
BLOOD POLICIES<br />
Please refer to Rule 7.2 in “Official Rules of <strong>Netball</strong>”, revised 2012. New Blood rule 7.2<br />
is below:<br />
7.2 Blood Policy<br />
(i) An Umpire is required to hold time when a player who is bleeding is noticed or an on<br />
Court player has indicated the presence of blood;<br />
(ii) To stop play the Umpire shall blow the whistle and signal the Timekeepers to hold<br />
time;<br />
(iii) A stoppage for blood is not regarded as a stoppage for injury or illness and is not<br />
recorded against a team;<br />
(iv) The stoppage shall be up to two (2) minutes from when the time is held to decide<br />
whether a bleeding player is fit to continue. This decision shall be left to the Primary<br />
Care Person/s. No other Team Official is permitted on Court;<br />
In addition:<br />
(a) the wound shall be adequately covered;<br />
(b) blood stained clothing shall be removed or cleaned;<br />
(c) the ball and the Court shall be cleaned if necessary.<br />
(v) During a stoppage for blood the bleeding player may be substituted or the<br />
position left vacant. No other substitutions or team changes are permitted by either<br />
team;<br />
(vi) To restart play the Umpire shall signal to the Timekeepers and blow the whistle for<br />
play to be resumed.<br />
Eastwood Ryde <strong>Netball</strong> Association Special Blood Policy Rules state:<br />
In the event a player’s uniform or positional patch is blood stained (during the game<br />
ONLY) that player may retake the court in non-uniform clothing.<br />
TIPS to CLUBS:<br />
• A FIRST AID KIT should be an essential part of team equipment.<br />
• A spare uniform and bibs in team bags is a good idea.<br />
• Ice is always available at the <strong>ERNA</strong> Canteens or bring some in an esky.<br />
• All injuries should be reported in the Injury Book in case of later Insurance claims.<br />

INFECTIOUS DISEASES POLICY<br />

BLOOD RULES, OK<br />
Individuals and sporting clubs have the responsibility of playing their part in preventing the spread<br />
of infection through participation in sport. Players, officials, coaches, sports trainers and first aiders<br />
can be blood aware by following some simple guidelines and encouraging each other to do<br />
likewise. Clubs can be blood aware by adopting an infectious disease policy, providing information<br />
such as the pamphlet in the Blood Rules, OK kit to players, and maintaining a safe and clean<br />
environment for players and spectators alike.<br />
In the light of HIV and other blood-borne viruses, attitudes to blood on the field or court have<br />
changed considerably in the past ten to twenty years. A Blood Rules booklet has been written to<br />
help people understand blood-borne viruses and other infectious diseases, how they are transmitted<br />
and what actions can be taken to prevent their spread through participation in sport. To download<br />

PLEASE NOTE: NETBALL IS PROBABLY CLASSIFIED AS A LIMITED CONTACT SPORT: “in<br />
which the rules are specifically designed to prevent contact between players either<br />
intentionally or unintentionally. Although contact can still happen, strong penalties are<br />
often used to disallow substantial contact between players. These penalties, including<br />
physically removing players from the field of play, mean that contact is moderate or<br />
rare.”<br />

RULES FOR SPECIAL COMPETITION TYPES<br />
NETTA NETBALL MODIFIED RULES<br />
The following is a composite of the 2012 <strong>ERNA</strong> Rules of Play and the <strong>Netball</strong> NSW Netta<br />
“Making Skills Better” pamphlet.<br />
WHAT IS NETTA?<br />
Netta is a modified game for 7-10 year old girls and boys. It is a learning experience for<br />
each player and emphasises skill, development, mass participation and FUN. In the Day<br />
Competition, seven (7), eight (8), nine (9) and some ten (10) year olds play modified<br />
rules. However talented 10 year olds may play competition rules.<br />
“COMPETITIONS”<br />
Modified netball is non-competitive and, as a consequence, there are no semi-finals,<br />
finals and grand finals. Score sheets are only used on ten (10) year old games for the<br />
entire season and on nine (9) year old divisions from week eight (8) to enable grading in<br />
the next year.<br />
There will be up to fourteen (14) rounds, with presentations being held following the<br />
completion of the final round.<br />
Name sheets for modified netball are used in the seven (7) and eight (8) year old<br />
divisions and the nine (9) year divisions up to week seven (7). They are divided into four<br />
(4) quarters so that each player’s position is recorded for each quarter.<br />
POSITIONS<br />
In each modified netball game, each player should change position after no more than<br />
two (2) quarters in the same position. During the season, each player should play in all<br />
positions. All players present in a team should play at least two (2) quarters; the<br />
quarters need not be consecutive. Players may be interchanged at quarter, half and<br />
three-quarter time intervals.<br />
EQUIPMENT<br />
A 51cm to 61cm (20” to 24”) soccer ball or netball (size 4 instead of size 5) of all<br />
leather or composite leather is to be used.<br />
The goal posts are 3.4 metres (8 feet) high, where possible.<br />
CATCHING AND THROWING<br />
After catching the ball a player must throw within 6 seconds.<br />
Minimal shuffling on the spot is allowed to gain balance before throwing, without<br />
moving down the court - although, correct footwork should always be encouraged.<br />

Only strict “one to one” defence is permitted i.e. more than one (1) player is not<br />
permitted to defend a player from the other team.<br />
Each player may only defend his/her direct opposing player (e.g. WD v WA).<br />
A defending player’s nearer foot must be at least 1.2 metres (4 feet) from the landed<br />
foot of the player with the ball. This gives all players a clear view of where they want to<br />
throw the ball.<br />
OBSTRUCTION<br />
A player is obstructing if she/he has her/his arms upraised within 1.2 metres (4 feet)<br />
from the landed foot of the opposing player with OR WITHOUT the ball. If obstruction<br />
occurs in the goal circle, a penalty pass or shot is awarded.<br />
A defending player who obstructs is NOT made to stand out of play when the penalty<br />
pass is taken. The umpire shows the defending player where 1.2 metres (4 feet) is and<br />
allows him/her to defend the penalty pass from the correct distance.<br />
CONTACT<br />
When a player contacts another player, the umpire explains what was wrong to the<br />
offending player and that player may defend the resulting penalty pass.<br />
SHOOTING FOR GOALS<br />
A player shooting for a goal cannot be defended. This is to enable the development of<br />
correct technique.<br />
UMPIRING TECHNIQUES<br />
Umpires should:<br />
• Use simple language and explain decisions.<br />
• Use hand signals to accurately illustrate decisions made.<br />
• Umpire according to the skill level of the players.<br />
• Adopt the role of teacher/umpire rather than the rule enforcer.<br />
• Adopt an encouraging and pleasant manner to ensure an open and free flowing game.<br />
• Use common sense to ensure that the “spirit of the game” for children is not lost by<br />
overcalling the game.<br />
Netta umpires will find they spend a majority of the game on the court with the players<br />
and therefore THE COACH/MENTOR OF THE TEAM IS A GOOD CHOICE AS UMPIRE.<br />

ONLY ONE EXPERIENCED UMPIRE IS NEEDED FOR EACH 7/8 & 9 YEAR OLD NETTA<br />
MODIFIED GAME. This is indicated in the Fixtures Book by an asterisk next to the<br />
team who must provide the umpire.<br />
TWO EXPERIENCED UMPIRES ARE NEEDED FOR EACH 10 YEAR OLD NETTA MODIFIED<br />
GAME.<br />
MIXED NETBALL SPECIAL RULES<br />
To play Senior Mixed netball a player must be 16 years or over and registered in the<br />
Senior Mixed <strong>Netball</strong> competition.<br />
To play Junior Mixed netball a player must be 12 years or over and registered in the<br />
Junior Mixed <strong>Netball</strong> competition.<br />
Mixed netball plays under the Current Competition Rules with the following alterations:<br />
1. A maximum of three (3) males per mixed netball team may be on the court at any<br />
one time.<br />
2. A maximum of five (5) females per mixed netball team may be on the court at any<br />
one time.<br />
3. Both genders must be represented on each mixed netball team at all times.<br />
4. A maximum of one (1) male per mixed netball team may play in each goal circle.<br />
This means a Mixed netball team may play with only one male but it can only have five<br />
(5) females on the court at the same time.<br />
LADIES NETBALL SPECIAL RULES<br />
There are no particular special rules for Ladies netball except that all Ladies players<br />
must be turning 31 years or over by 31 st December in the year of play.<br />

What an Umpire Needs To Consider When <strong>Umpiring</strong><br />
Be prepared for the game<br />
- arrive punctually (at least 20 minutes before game)<br />
- wear appropriate footwear and dress/uniform<br />
- bring your own whistle, band/ring and coin<br />
- bring sufficient water and sun screen<br />
Warm up before the game and warm down after the game<br />
Be fit and healthy i.e. not sick or injured<br />
Do checks before the game.<br />
- Check the court & surrounds (free of rubbish & stuff)<br />
- Check goalposts & post- pads<br />
- Check balls (pumped, correct size and shape)<br />
- Check players for uniforms, adornments, jewellery and<br />
correct length of fingernails<br />
Concentrate on the game<br />
Umpire to the best of your ability<br />
