BACKGROUND COUNCIL COMMUNICATION SUBJECT: PUBLIC HEARING AND INTRODUCTION OF AN ORDINANCE Amending the Zoning Ordinance (Map) of the City of Laredo by authorizing a Special Use Permit for the storage of flammable and explosive products on Lot 5, Block 2, Las Lomas Industrial Park Phase I, located at 109 South Aviators Road; providing for publication and effective date. Staff is in support of the application and the Planning & Zoning Commission recommends approval of the Special Use Permit. To the south of Highway 259 are Laredo Salvage Pool, Wilson Supply Co., McJunkin Red Man, RA Ramirez Scrap Metal, single-family residences, and a junk yard. Comprehensive Plan: The Comprehensive Plan identifies this area as Light Industrial. Transportation Plan: The Long Range Thoroughfare Plan identifies Highway 359 as an Expressway and does not identify South Aviators Road. A Special Use Permit is basically an overlay on top of the existing zoning designation and can be limited in many respects such as time, fencing, setbacks, landscaping, etc. Staff supports the issuance of an SUP at this location, with the following conditions: P&Z COMMISSION RECOMMENDATION: The P & Z Commission, in a 9 to 0 vote, recom- mended approval of the Special Use Permit.
