Reyes, Jr. INITIATED BY: Horacio De Leon, Jr., Asst. City Manager Carlos Villarreal, City Manager PREVIOUS COUNCIL ACTION: None. BACKGROUND: I STAFF SOURCE: Daniel E. Migura, Jr., Human Resources Director Patrol Officer Jose L. Reyes, Jr., suffered this work related injury on October 14, 201 1, Catastrophic injury, while on IH 35 North conducting traffic patrol, employee was rear- ended by an SUV while on his motor cycle and suffered multiple life threatening injuries including skull, pelvic, leg, oral and facial fractures. October 27, 201 1- Transferred to Life Care Specialty System's ICU facility. February 20,201 2 - Discharged from Health South Rehabilitation Facility in San Antonio, Texas and is transferred to Las Violetas. Officer Reyes attends physical therapy and occupational therapy at Laredo Medical Center Outpatient three times a week and speech therapy twice a week. Officer Reyes has still not reached MMI or received and impairment rating for any of his sustained injuries as dictated by workers' compensation stature and based on the aforementioned and his impending surgeries over the next several months. FINANCIAL IMPACT: Funding is available in the 101-2310-521-1 110 personnel line item. COMMITTEE RECOMMENDATION: None STAFF RECOMMENDATION: Recommendation will be made by staff during this presentation.

Date of Iniury: 10/14/2011 Iniuw: Catastrophic injury. While on IH 35 North conducting traffic patrol, employee was rear-ended by an SUV while on his motor cycle and suffered multiple life threatening injuries including skull, pelvic, leg, oral and facial fractures. Surgery Multiple emergencies surgeries performed to head, face, pelvic and oral areas. Modified due: None Previous Extensions None 32.1 million Total days missed: 260 (on 10/14/2012) Chronolom of Patient Treatment 10/14/011- Officer Reyes, while on duty was struck by a vehicle at a high rate of speed on IH 35, sustaining multiple life threatening injuries including traumatic brain (TBI) and closed head injuries (CHI), multiple facial (including orbital) and pelvic fractures and as a result suffered a stroke paralyzing his left side. Officer Reyes was air life flown from Laredo Medical Center to University Hospital in San Antonio, where he underwent multiple extensive emergency surgeries. Officer Reyes was stabilized and over the next several days. 10/27/2011- Officer Reyes was transferred to Life Care Specialty System's ICU facility. 10/29/2011- Officer Reyes is examined by Dr. Jahnavi Manocha and is formally diagnosed with traumatic brain injury, cerebral hemorrahage, respitory failure multi facial and orbital fractures and encephalopathy undergoes complex postoperative medical management plan. 10/31/2011- Dr. Kimberly Addis examines Officer Reyes with the diagnosis of pneumonia. 11/03/2011 - Dr. Bradley Miller performs fiberpotic bronchoscopy to treat the pneumonia. 11/08/2011 - Dr. Bill Davis diagnosis Officer Reyes with encephalopathy. 11/12/2011 - Dr. Guillermo Guzman examines Officer Reyes and develops treatment strategy. 11/18/2011 thru 12/01/2011 - Drs. David Schenk and Michael Wooley treat Officer Reyes respiratory illnesses. 12/20/2011- Dr. Luis Jaramillo examines Officer Reyes and develops plan to address Officer Reyes facial and orbital fractures which requires multi-step multi procedure for complete reconstruction. 12/23/2012 - Dr. William B. Altmeyer performs CT imaging on Officer Reyes. 12/27/2011-Officer Reyes is transferred to acute rehabilitation hospital after being in a coma for two months. Officer Reyes began regaining consciousness while at the Life Care Specialty Facility. Within two weeks of being conscience Officer Reyes is able to breath on his own.
