Consideration for approval of amendment no. 2 an increase of $139,200.00 to the professional
services contract with URS Corporation, Dallas, Texas, in association with Metaform Studio
Architects, Laredo, Texas, and Synergy Structural Engineers, Laredo, Texas, for construction
phase services for the Laredo International Airport Rescue and Fire Fighting Station. Current
engineering contract amount with the amendment is $558,920.34. Funding is available in the
Airport Construction Fund FAA Grant No. 73.

PREVIOUS COUNCIL ACTION:
On February 6,2012, City Council approved amendment no. 1 an increase of $345,014.85 to the professional
services contract with URS Corporation, Dallas, Texas, for the design, preparation of plans and specifications and
construction phase services for the Airport Rescue and Fire Fighting Station at the Laredo International Airport.
BACKGROUND:
Original scope of work includes:
Architectural and BuildingISite Engineering for a new 14,400 gross square-foot (GSF) Aircraft Rescue and
Firefighting Station (ARFF), and a 1,400 gross square-foot Operations/Command Center, on a two-acre site south
of the existing LRD Terminal Building. The project will consist of a 15,800 GSF two-story
building housing ARFF vehiclelapparatus bays, pump room, watchlalarm room, medical
decontamination, gear wash, equipment storage, ARFF administration rooms, command center, tool
and equipment rooms, staff day room, dormitories, locker rooms, lavatories, kitcheddining, and rooms
for mechanical and electrical building services, with communications equipment. The site features will
include ARFF vehicle parking and circulation aprons, employee and visitor parking, exterior patio and
generator pads, storm drainage, sanitary, water, natural gas and electrical services, fencing, and
landscaping. A new roadway will connect the ARFF site to the Terminal area. The preliminary opinion of
probable construction cost for this project is $3.8 million, including $400,000 in site and roadway
development. The estimated building cost is $3.4 million, including $300,000 for the
operationslcornmand center. The project shall be designed in accordance with the approved Airport Layout Plan
(ALP) as amended, and applicable FAA Advisory Circulars current on the date of execution of this
agreement.
This amendment no. 2 is for the construction phase services.
