followed by a luncheon.<br />

This day marks the beginning of a new way of life for many participants<br />

with some able to leave with their families on Home Detention and<br />

others ready to move on to the next stage of their sentence plan.<br />

11. Costs<br />

The operating budget for the program is approximately $55,000 per<br />

annum with the majority<br />

of the costs being spent on education. These funds have been made<br />

available from Treasury specifically for this program.<br />

The program has 3 full time Officers and 1 Coordinator at a cost of<br />

approximately $150,000<br />

12. Evaluation<br />

The University of SA is currently evaluating the program. Pending the<br />

results of the evaluation, it is proposed that the Operation Challenge<br />

program will double in size.<br />

Summary<br />

We consider that this program represents best practice in prison<br />

management of young offenders and can be used as the bench mark for<br />

future strategic planning of prisoner development and management<br />

programs.<br />

This evidence is visible in the shift in mental and physical well being of<br />

the prisoners partaking in Operation Challenge. Prisoners state that “it<br />

has been a long time, or for some, the very first time that they have a<br />

positive outlook on life, are drug free and have a future to look forward<br />

to”.<br />
