2, POWER AND FI]NCTION OF THE BLOCK
The Block shall -
(a) Take the responsibilities ofunits Election and Party
Administration v/ithin the Block.
(b) Carry out the decisions made by the General
Headquarters and discharge duties assigned by the

General Headquarters.
Execute for the \ elfare of the Party as that of the
General Headquarters
ARTICLE . D(
TJNTIS :
(a) With the prior permission of the General Headquaiters
there shall be a Unit withir an area ofthe Village Council
Court.
(b) Members ofeach Units shall elect their represe[tative
leaders. (This does not include the existing unit(s))
(c) The President, vice President aad treasurer shall be elected
by the unit members The elected President, vice President
and treasurer shall appoint secretary, assistad secretary 8
(eight) committee members.
(d) Sitting M.D.F. village muncil members shall be treated as
executive members.
(e) Every unit shall maintain Proper recordoftheir respective
poshion.
(0 Unit shau be the executive body for the success ofthe

policy and progmmmes ofthe Party.
Unit office bearers shall cotrsist ofthe Presideot, Vice
President. Treasurfi, Secretary, Assistart Secretary,
Finance Secretary ard two Advisors
(h) The powers ard functions ofthe uflit ofiice bearers shall be
as that ofthe General Headquarters Office Bearers.

B ELECIION OF THE BLOCK:
O The General Headquarters shail fix and declare the
date ofelection ofthe block at least 15 days notice
in advance
(in) The General Headquaners Executive Committee
shall appoint Retuming Offrcer and polling officers
to conduct the election
(iu) Election shall be conducted as per article VIII(I) (d)
(€) ofthe constitution.
(v) Nominetion fee need not be entertained to the
election ofblock.
C EELCTION OF LNIT:-
(a) The Genenl Headquarters Exesttive Committee shall
notiry the date of election at least 15 days rotice in
advance to all units leaders of each unit shall inform
their respeaive unit members at least 5 days notice in
advance

Election of unit shall be conducted by election staf
eppointed by the Gercral Headquarters Executive
Committee.
(c) Onty those members as defired by the articl€ E (b) of
the constitution shall have fie right to vote in the
electioIr
(d) Nomination fee need not be entertained to the urit
election.
