History. This publication is a rapid action<br />

revision (RAR). This RAR is effective 20<br />

September 2011. The portions affected by<br />

S u m m a r y . T h i s r e g u l a t i o n i m p l e m e n t s<br />

DODI 1332.14 <strong>and</strong> DODI 1332.30. It prescribes<br />

policies <strong>and</strong> procedures governing<br />

the transfer <strong>and</strong> discharge of <strong>Army</strong> officer<br />

personnel. This regulation includes policy<br />

statements, operating tasks, rules in supp<br />

o r t o f o p e r a t i n g t a s k s , a n d s e q u e n t i a l<br />

steps of each operating task.<br />

Applicability. This regulation applies to<br />

t h e A c t i v e A r m y , t h e A r m y N a t i o n a l<br />

Personnel–General<br />

<strong>Officer</strong> <strong>Transfers</strong> <strong>and</strong> <strong>Discharges</strong><br />

Guard/<strong>Army</strong> National Guard of the United<br />

States, <strong>and</strong> the U.S. <strong>Army</strong> Reserve, unless<br />

otherwise stated. Also, it applies to commissioned<br />

<strong>and</strong> warrant officers when serving<br />

on active duty for a period of 30 or<br />

more consecutive days.<br />

Proponent <strong>and</strong> exception authority.<br />

The proponent of this regulation is the<br />

Deputy Chief of Staff, G–1. The proponent<br />

has the authority to approve exceptions<br />

or waivers to this regulation that are<br />

consistent with controlling law <strong>and</strong> regulations.<br />

The proponent may delegate this<br />

approval authority, in writing, to a division<br />

chief within the proponent agency or<br />

its direct reporting unit or field operating<br />

agency, in the grade of colonel or the<br />

civilian equivalent. Activities may request<br />

a waiver to this regulation by providing<br />

justification that includes a full analysis of<br />
