<strong>Officer</strong><br />

Male or female commissioned officers <strong>and</strong> warrant officers unless otherwise indicated.<br />

Probationary officer<br />

a. Regular <strong>Army</strong> commissioned officers <strong>and</strong> officers in the USAR (other than Regular <strong>Army</strong>) with less than 5 years<br />

commissioned service (10 USC 630).<br />

b. Warrant officers who have less than 3 years service since original appointment in their present component (10<br />

USC (b) (10)).<br />

Qualifying service<br />

Service creditable for retired pay under AR 135–180.<br />

Reason for elimination<br />

A short generic statement of the types of conduct that may serve as the basis for eliminating an officer (para 4–2).<br />

reasonably available<br />

Those officers assigned to local installations or within the GCMCA area are considered reasonably available to serve as<br />

members of boards of inquiry.<br />

Recommended for promotion<br />

a. <strong>Officer</strong>s in the ARNGUS who have been selected for promotion to the next higher Reserve grade by action of a<br />

promotion selection board. These officers are considered to be recommended for promotion in the meaning of U.S.<br />

Code title 10, subsections 3848b <strong>and</strong> 385b, on the date the promotion selection board adjourns.<br />

b. <strong>Officer</strong>s in the ARNGUS who have been appointed in a general officer grade in the ARNG. These officers are<br />

considered to be recommended for promotion in the meaning of the statutes cited above on the date the General <strong>Officer</strong><br />

Federal Recognition Board adjourns.<br />

Recoupment<br />

<strong>Officer</strong>s who participate in certain advanced education programs sometimes fail to complete their educational requirements,<br />

or AD or RC obligations. These officers are subject to the recoupment provisions of AR 37–104–3. Recoupment<br />

must be accomplished prior to the separation of an officer who has not fulfilled the service obligation incurred as a<br />

result of participation in that advanced education program (10 USC 2123 <strong>and</strong> 10 USC 2005).<br />

Reserve active duty list (RASL)<br />

A list required to be maintained that contains the name of all officers, except warrant officers (including commissioned<br />

warrant officers) who are in an active status in the USAR <strong>and</strong> are not on an ADL.<br />

Reserve Components<br />

The <strong>Army</strong> National Guard of the United States <strong>and</strong> the U.S. <strong>Army</strong> Reserve.<br />

Subst<strong>and</strong>ard performance of duty<br />

Performance of duty that has fallen below st<strong>and</strong>ards prescribed by the Secretary of the <strong>Army</strong>, based on regulations of<br />

the Secretary of Defense (10 USC 1181). (Para 4–2 lists some deficiencies that indicate an officer does not meet<br />

required st<strong>and</strong>ards.)<br />

Transfer<br />

Release from assignment in one component, branch category, or administrative entity of the <strong>Army</strong> or a component<br />

thereof, with concurrent assignment to another component, branch category, or administrative entity.<br />

United States <strong>Army</strong> Reserve (USAR)<br />

A Federal Force consisting of individual reinforcements <strong>and</strong> combat, combat support <strong>and</strong> training type units organized<br />

<strong>and</strong> maintained to provide military in peacetime, <strong>and</strong> a reservoir to AD in the event of a mobilization.<br />

Voluntary retirement<br />

Any type of retirement in a commissioned or warrant officer status that is optional with the officer.<br />
