Dismissal<br />
Release of an officer/warrant officer from the service without honor upon sentence of dismissal by a court-martial.<br />
Dual status officer<br />
A commissioned officer of a RC, serving on AD, who holds a RA warrant officer appointment.<br />
Elimination<br />
Removal from commissioned or warrant officer status in the <strong>Army</strong> <strong>and</strong> removal from AD <strong>and</strong> the ADL.<br />
Factual allegation<br />
A brief description of a specific incident which supports a reason for elimination.<br />
General officer show cause authority (GOSCA)<br />
Comm<strong>and</strong>ers exercising general court-martial authority <strong>and</strong> all general or flag rank officers in comm<strong>and</strong> who have a<br />
judge advocate or legal advisor available. Any GOSCA by assignment or attachment may initiate or process an<br />
elimination. In cases of two or more GOSCAs, HRC may designate a specific GOSCA to act on the officer’s case. An<br />
officer may have more than one GOSCA. For example, a USAREUR officer of a 5th Signal Comm<strong>and</strong> Unit<br />
temporarily attached to a TRADOC tenant on a FORSCOM installation may have four GOSCAs as follows:<br />
a. The officer’s USAREUR unit of assignment’s GOSCA (chain of comm<strong>and</strong>).<br />
b. That unit’s area GCM authority under USAREUR area of jurisdiction (chain of comm<strong>and</strong>).<br />
c. The TRADOC chain’s GOSCA (chain of comm<strong>and</strong>).<br />
d. The FORSCOM chain’s GOSCA (chain unit of attachment’s).<br />
Home (or “home of record”)<br />
a. For officers ordered to AD from civilian status, the place recorded as the home of record when ordered to AD.<br />
b. For officers discharged from an AD enlisted status for the convenience of the Government to accept duty as an<br />
officer, the place recorded as the home of record at the time he or she entered the Service in an enlisted status in the<br />
relevant tour of AD.<br />

M<strong>and</strong>atory retirement<br />
A retirement that is required by law, subject to certain contingencies as outlined in the law, <strong>and</strong> must be effected<br />
regardless of the desire of the officer or HQDA unless otherwise specifically provided by the law (applies only to RA).<br />
Misconduct, moral or professional dereliction<br />
(See para 4–2.) Conduct within the control of the officer concerned, which includes but is not limited to drug abuse,<br />
alcohol abuse, criminal conduct, <strong>and</strong> civil confinement <strong>and</strong> results in either of the following:<br />
a. Tends to bring the officer or the <strong>Army</strong> into disrepute; or<br />
b. Results in the loss or ab<strong>and</strong>onment of or suspension from professional status when lack of status adversely affects<br />
the member’s ability to perform the duties; or<br />
c. Includes but is not limited to drug abuse, alcohol abuse,criminal conduct, <strong>and</strong> civil confinement.<br />
National security<br />

Nonprobationary officer<br />
a. Regular <strong>Army</strong> commissioned officers <strong>and</strong> USAR commissioned officers with more than 5 years commissioned<br />
service.<br />
b. Warrant officers with more than 3 years service since original appointment in their present component.<br />
