Overview<br />
1–1. Purpose<br />
This regulation prescribes the officer transfers from active duty (AD) to the Reserve component (RC) <strong>and</strong> discharge<br />
functions for all officers on AD for 30 days or more. It provides principles of support, st<strong>and</strong>ards of service, policies,<br />
tasks, rules, <strong>and</strong> steps governing all work required to support officer transfers <strong>and</strong> discharges.<br />

Abbreviations <strong>and</strong> special terms used in this regulation are explained in the glossary.<br />
1–4. Statutory authority<br />
<strong>Officer</strong> transfers <strong>and</strong> discharges are closely governed by statute <strong>and</strong> by Department of Defense directives <strong>and</strong><br />
instructions. Personnel involved in officer transfers <strong>and</strong> discharges should remain alert to changes in the governing<br />
statutes <strong>and</strong> Department of Defense directives <strong>and</strong> instructions as those authorities take precedence over this regulation.<br />
Where governing statutes or Department of Defense Directives <strong>and</strong> Instructions supersede specific provisions of this<br />
regulation, the unaffected provisions of this regulation will remain in force.<br />
1–5. Responsibilities<br />
a. The Deputy Assistant Secretary of the <strong>Army</strong>–Review Boards (DASA–RB) will act as the Secretary of the <strong>Army</strong>’s<br />
designee in probationary officer eliminations, resignations, <strong>and</strong> discharges in lieu of elimination (RILE <strong>and</strong> DILE),<br />
resignations for the good of the service in lieu of court-martial (RFGOS), Boards of Review (BOR) in accordance with<br />
a delegation of authority by the Secretary of the <strong>Army</strong>. This regulation does not constitute a separate delegation of<br />
authority by the Secretary of the <strong>Army</strong> to the DASA–RB, but rather provides guidance in the administrative execution<br />
of that delegated authority by the <strong>Army</strong> Review Boards Agency (ARBA).<br />
b. The Deputy Chief of Staff, G–1 (DCS, G–1) will establish personnel policies relating to officer transfers <strong>and</strong><br />
discharges.<br />
c. The comm<strong>and</strong>ing general (CG), Human Resources Comm<strong>and</strong> (HRC), will establish st<strong>and</strong>ards <strong>and</strong> operating tasks<br />
for the officer transfer <strong>and</strong> discharge program.<br />
d. The Judge Advocate General (TJAG) will, upon request, review Department of the <strong>Army</strong> (DA) administrative<br />
changes to verify the legality of prescribed policies <strong>and</strong> changes.<br />
e. The Comm<strong>and</strong>ant, Adjutant General School, will ensure lesson programs of instruction incorporate the provisions<br />
of this regulation.<br />
f. Comm<strong>and</strong>ers of <strong>Army</strong> comm<strong>and</strong>s/<strong>Army</strong> service component comm<strong>and</strong>s/direct reporting units (ACOMs/ASCCs/<br />
DRUs) will monitor the administration of the officer transfer <strong>and</strong> discharge program to ensure compliance with the<br />
policies <strong>and</strong> operating tasks established by this regulation.<br />
1–6. Manpower requirements<br />
Manpower requirements for the officer transfer <strong>and</strong> discharge functions will be as determined by the appropriate<br />
requirements procedures process. Requirements for table of distribution <strong>and</strong> allowances (TDA) organizations are<br />
determined by the Manpower Staffing St<strong>and</strong>ard System <strong>and</strong> Manpower Surveys. Requirements for table of organization<br />
<strong>and</strong> equipment (TOE) <strong>and</strong> modification tables of organizations <strong>and</strong> equipment (MTOEs) are determined by manpower<br />
requirements criteria. The peacetime mission availability factor provides the link between TDA <strong>and</strong> TOE/MTOE<br />
organizations.<br />
1–7. Levels of work<br />
Most personnel work in the field is performed at three primary levels: the unit, battalion, <strong>and</strong> installation (or some<br />
equivalent of an installation). The focus of the guidance in this regulation is on those levels.<br />
a. Unit- <strong>and</strong> battalion-level work is performed at these respective levels.<br />
b. Installation-level work requires an underst<strong>and</strong>ing of the organizational structure. Work at the installation falls into<br />
two major categories.<br />
(1) Comm<strong>and</strong> <strong>and</strong> staff . Comm<strong>and</strong> <strong>and</strong> staff (C&S) work includes that work required to manage the personnel<br />
strength of a comm<strong>and</strong> <strong>and</strong> to support the comm<strong>and</strong>er’s decision process. The headquarters elements of all ACOMs are<br />
responsible for C&S work (brigades within <strong>Army</strong> divisions are notable exceptions.) Comm<strong>and</strong> <strong>and</strong> staff work includes<br />
