Comment Letter 172 – Ellis, Jan, 02/01/2010<br />

Comment 172-a: Comment Summary - Scale back the project significantly.<br />

This is not a comment on the content or adequacy of the DEIS. This information is<br />

passed on to the Project proponent and decision maker(s) for consideration. No<br />

further response to this comment in relation to the DEIS is warranted..<br />

Comment 172-b: Comment Summary: How can you propose parking for 600 and not expect traffic to<br />

increase?<br />

Comment 172-c: Comment Summary: EIS does not address the narrow roads and parking.<br />

The Proposed Project will reconstruct portions of Wassou Road, Lakeview Avenue,<br />

and Stateline Road to appropriate Washoe County standards. Parking for the Project<br />

will be provided on the project area in underground parking garages and a small<br />

number of surface parking spaces. The project parking demand was evaluated using<br />

national standards for parking and shared parking demand (Urban Land Institute<br />

Shared Parking, 2nd Edition). The Project proposes adequate on-site parking to<br />

accommodate the parking demand of the proposed land uses.<br />

Comment Letter 188 – Degliantoni, Margaret, 02/02/2010<br />

Comment 188-a: Comment Summary - Form letter - traffic, fine sediment, and BMPs.<br />

See Master Responses 1, 2, 3 and 4 above.<br />

Comment 188-b: Comment Summary - Will local people be hired and lodging be affordable?<br />

New employees will be selected by Boulder Bay based on their qualifications.<br />

Locals are not discouraged from applying. Lodging fees will vary by season and unit<br />

type.<br />

Comment Letter 196 – Frankovich, John, Stillwater Cove Homeowners Association,<br />

02/02/2010<br />

The responses to the comments raised by the Stillwater Cove (SWC) Homeowners<br />

Association incorporate the relevant mutual promises and covenants set forth in the<br />

Boulder Bay-SWC Project Mitigation Agreement (PMA) signed June 4, 2010 by the<br />

Project applicant and the SWC Homeowners Association. As requested by SWC, a<br />

copy of this agreement is attached in Appendix AF and referenced in the response to<br />

comments below.<br />

Comment 196-a: Comment Summary - Construction will cause traffic, noise, and dust impacts.<br />

Operation will affect viewsheds.<br />

Potential construction impacts from noise and dust are minimized through<br />

implementation of a number of mitigation measures:<br />

• NOISE-1: Use of Alternative Pavement;<br />
