This is not a comment on the content or adequacy of the DEIS. This information is<br />

passed on to the Project proponent and decision maker(s) for consideration. No<br />

further response to this comment in relation to the DEIS is warranted.<br />

Comment 19-b: Comment Summary – DEIS does not analyze the project in relationship to adjacent<br />

homes. Project will block views of Lake <strong>Tahoe</strong> from his home.<br />

Comment 19-c: Comment Summary – Construction noise will impact adjacent homes.<br />

Comment 19-d: Comment Summary – Uphold the settlement agreement.<br />

Speaker 20 – Paul Reynolds<br />

The existing Mariner Settlement Agreement is not a TRPA <strong>Regional</strong> Plan document.<br />

Therefore, the settlement agreement is not a threshold for determining impacts for<br />

TRPA and is not a TRPA planning document that defines allowable land uses.<br />

Changes to the settlement agreement occur separately from, but in conjunction with,<br />

the EIS process.<br />

Comment 20-a: Comment Summary – Neighbor who lives above the project. Supports the project.<br />

Comment noted.<br />

Speaker 21 – Coral Amendi<br />

Comment 21-a: Comment Summary – Against the project scale. No buffering between residential<br />

uses to the west. Should be sidewalks on Wellness Way to get up the hill.<br />

Please see responses to comments 322-bm and 322-hd, which address buffering, and<br />

responses to comments 93-r, 322-cm, 322-cu, 322-fs and 322-fv, which address<br />

sidewalks.<br />

Comment 21-b: Comment Summary – Environmental impact will occur with the project (e.g., tree<br />

removal, wildlife, etc.).<br />

Environmental impacts for each Alternative are analyzed in Chapter 4 of the DEIS<br />

and mitigation measures are proposed, as feasible, where significant impacts may<br />

occur. Impacts to biological resources are analyzed in Chapter 4.04. Mitigation<br />
