review all personnel onboard who were not tested during the<br />

d. Service-Directed Testing (00). Service-directed testing<br />

1s an inspection directed by Secretary of the <strong>Navy</strong> or CNO. See<br />

Command-directed tests (CO) . Urinalysis should be<br />

)rder=d whenever a member's behavior, conduct, or involvement in<br />

-in accident or other incident gives rise to a reasonable<br />

suspicion of drug abuse. Preferred collection premise is a<br />

:onsent test (VO). If the member refuses consent and in the<br />

,pinion of the command, when there is sufficient probable cause<br />

-o suspect drug use, a probable cause (PO) test may be<br />

:onducted. As a last option, use command-directed (CO) test<br />

,]remise whrch shall be ordered by a member's commander,<br />

"ommanding offlcer, OIC, or other officer who has succeeded to<br />

~ornmand per U.S. <strong>Navy</strong> Regulations, 1990. Authority to authorize<br />
