alcohol free. Those members who choose to consume alcoholic<br />

beverages must do so lawfully and responsibly. Responsible use<br />

is the application of self-imposed limitations of time, place,<br />

and quantity when consuming alcoholic beverages. Alcohol<br />

consumption is never an acceptable excuse for misconduct or poor<br />

judgment. Any misconduct or irrational behavior where alcohol<br />

use is involved must be addressed immediately and effectively.<br />

Most individuals will respond to immediate and effective<br />

intervention. Alcohol abuse left unaddressed has potential to<br />

place both the member and the <strong>Navy</strong> in danger. Therefore, while<br />

it remains an individual choice as to whether or not to drink<br />

alcoholic beverages, members who choose to drink shall do so in<br />

an appropriate place, at an appropriate time, and in an<br />

appropriate quantity. Alcohol shall not be consumed to the<br />

extent that it:<br />

(1) Impairs rational and full exercise of a member's<br />

nental and physical faculties while in a duty status or in the<br />

performance of military duties;<br />

161 Reduces member's dependability and reliability;<br />

(>) Reflects discredit upon the member personally or<br />

lpon <strong>Navy</strong>; 2r<br />

(4) Results in behavior that is in violation of this<br />

instruction and/or reference (b).<br />

e. Violation of policies set forth in this instruction<br />

subjects military members to the full range of administrative<br />

and disciplinary actions available. These include informal<br />

counseling, comments in fitness reports and evaluations,<br />

?unitive measures, and ADSEP as required by reference (b).<br />

f. <strong>Navy</strong> does not condone consumption of alcoholic beverages<br />

during normal working hours. Commanders, commanding officers,<br />

and OICs may authorize consumption of alcoholic beverages during<br />

normal working hours for official functions, ceremonies, and<br />

other infrequent command-sponsored events.<br />

g. Commands must emphasize personal responsibility at all<br />

events, and shall deglamorize alcohol use during traditional<br />

ceremonies by forbidding those practices which may encourage<br />

personnel to consume alcohol irresponsibly. Adequate quantities
