2 . Keferrdl for Screening (no incident)<br />

-I. It s xncumbent upon all members of the naval service to<br />

_dentLfy and address any alcohol misuse or abuse immediately.<br />

Preferred method of addressing potential or suspected abuse is<br />

*hrol~yh procedures called "command-referral and self-referral."<br />

:omand and self-referrals are means of early intervention in<br />

\h~ progression of alcohol abuse by which members can obtain<br />

?eip before a problem becomes more advanced and more difficult<br />

-o resoive wlthout risk of disciplinary action.<br />

1) A self-referral is a one-time event that is personally<br />

_nitiated. 11) the member. Members who desire counseling or<br />

reatment resulting from drug and/or alcohol abuse, may initiate<br />

_he process by disclosing the nature and extent of their problem<br />

i <strong>Navy</strong> drug and alcohol counselor (or intern);<br />

(4: DoD medical personnel (including LIP);<br />

t Chaplain; and<br />

i" Fleet and Family Support Center counselor<br />

. To yuaiify as a valid self-referral, disclosure of<br />

3-rohol abilse must be made to a qualified referral agent with<br />

tne intent cf acquiring treatment, and there can be no credible<br />

3vidence cf member's involvement in an alcohol-related incident.<br />

~~sclosure made to any other person who is not a qualified selfreferral<br />

agent may not shield the member from disciplinary<br />

ict lox.<br />
