~efore excessive drinking occurs, stopping a shipmate from<br />
Irlving whl,e under the influence of alcohol, and immediately<br />
:hallenqicq ~ndppropriate behavior resulting from alcohol use,<br />

Personal responsibility means no drinking alcohol and driving,<br />
