:3nd other dpplicable alcohol incidents are documented and<br />
reported per reference (f), article 1070-320, and comply with<br />
provision at reference (1.1). Additionally:<br />
ia) Incidents involving alcohol or drug abuse that<br />
,2ffect security clearance eligibility shall be referred to <strong>Navy</strong><br />
Fersonnel Command (NAVPERSCOM), Enlisted Performance and<br />
,3eparations Branch (PERS-832 ) .<br />
b) incidents involving alcohol or drug abuse by<br />
members assigned to special programs (i.e., Nuclear Program,<br />
Naval Air Crewman, Air Traffic Control, Personal Reliability<br />
Proyram (PRPI, Submarine Duty) shall be reported to the<br />
3ppropriat e program manager per references (m) and (n) .<br />
Conduct an aggressive urinalysis program per<br />
~nclasure ( 2: of this instruction.<br />
a) Random urinalysis sampling of small numbers of<br />
personnel an a frequent basis provides best results. It reduces<br />
predictab~llt-y of command testing and raises the perceived risk<br />
a£ detecti(3n. All types of testing (including tests performed<br />
3s a resu2r of valid searches, inspections, fitness for duty<br />
determlnatic~ns, etc.) are applied toward a unit's quota. The<br />
ninimum monthly testing requirement is 15 percent of assigned<br />
personnel, per enclosure (2). The requirement to conduct an<br />
annual un;t sweep of all personnel, although no longer mandated,<br />
is ac effectrve detection and deterrence tool and is recommended<br />
far use by d l commands. Commands may submit up to five unit<br />
sweeps of aAL personnel assigned per fiscal year.<br />
{b) To ensure 100 percent of <strong>Navy</strong> personnel are<br />
tested anriudily, each command is required to conduct an end of<br />
fiscal year unit sweep of all command personnel who have not<br />
Deen tested i n the course of the current fiscal year.<br />
;c) Appoint a UPC (recommend E7 or above) to perform<br />
tLls duty. DAPAs and personnel serving as independent duty<br />
corpsmen shail not be assigned duties as UPCs.<br />
,d) Use of <strong>Navy</strong> Drug Screening Program (NDSP),<br />
Jersior: 5 - or greater, is mandatory.
