(L' Implement detailed screening procedures for<br />

accepting individuals into the <strong>Navy</strong> who present indications of<br />

pre-entry drug use or underage alcohol use, but who show<br />

potential for creditable naval service.<br />

( 2 ' Ensure all recruits complete OPNAV 5350/1.<br />

(3' Provide statistical data and collaboration, as<br />

required, Lo OPNAV (N135) for the purpose of alcohol and drug<br />

abuse prevention and control program evaluation and assessment.<br />

(51 Ensure all enlistees in the Delayed Entry Program<br />

IDEP) compiete the <strong>Navy</strong> Zero Tolerance Policy for Delayed Entry<br />

2ersonnel course prior to reporting to Recruit Training Command<br />

(RTC i Great Lakes.<br />

(5, Conduct urinalysis using a non-instrumented drug<br />

zest for ~ L DEP L personnel within 24 hours prior to shipping to<br />

baslc train~ng at RTC Great Lakes, per reference (i).<br />

k. Cornlanding Officer, RTC Great Lakes shall:<br />

(11 Provide alcohol and drug abuse prevention education<br />

~nd training co all recruits with emphasis on policy and<br />

nrocedures contained in this instruction.<br />

i-) Conduct urinalysis on recruits within 72 hours after<br />

reporting tor basic training, usually within 24 hours upon<br />

drrival per reference (j ) .<br />

(ii Provide OPNAV (N135) statistical data on recruit<br />

~rindiysis results.<br />

1. Commander, Naval Safety Center shall provide statistical<br />

is hap data and collaboration, as required, to OPNAV (N135) for<br />

:he purpose of alcohol and drug abuse prevention and control<br />

programs evaluation and assessment.<br />

rn. Echelon 2 and 3 Commands shall provide a unified and<br />

~onsistent coordination of alcohol and drug abuse prevention<br />

3rogram poiicy to subordinate commands and ensure that:<br />

i-I A senior enlisted personnel in pay grade E7 or<br />

-ibove, an officer, or a civilian employee (GS-9 or above) shall
