The agricultural situation in the state seems to
have improved during the last three decades as
retiected in the trend during the years 1969-70 to
1992-93. Though the total cultivated area hardly
increased for agricultural crops, production has
more than doubled and so has the yield. This
could be a result of increased irrigation facilities,
improved input delivery system and due to the
past several and continuous good monsoon years.
In contrast to this, agricultural production is
reported to be on the decline in' the coastal areas.
Inspite of the implementation of the recommendations
of several Government committees much
remains to be done.
Despite of the ongoing structural transformation in
the State, population dependent on agriculture
has remained substantially large.' In the coastal
region of Kachchh, agricultural workers consist
70% of total workers. Hence, in the event of
adverse impact of salinity ingress on agriculture, a
large section of coastal population will be affected.
Natural calamities enhance the disaster scenario.

The nature and magnitude of such impacts will be
determined by the area under cultivation,
cropping and landholding patterns (Desai, 1997).
Though moderate in regional comparison, the
growth rate of agricultural output has been
substantial in the State. The growth rate of
agricultural output has increased to 2.30%
compound growth rate per annum considering the
triennium averages of 92-95 over 62-65. The figure
for 70-73 over 62-65 was only 1.78%, the period
during which the green revolution had not spread
evenly in the country. Gujarat has maintained this
tempo of growth, except during the eighties, a
decade of successive droughts. A notable feature is
that the growth of output has come about despite
the fact that the total cropped area has recorded
a negative growth rate of -0.09% during the last
three decades and so is the case with the net sown
area. The major components contributing towards
the growth of yield are a substantial increase in
mechanization, area under irrigation,
consumption of fertilizers, cropping intensity and
labour productivity. Moreover, there has been a
change in cropping pattern. The percentage share
