Attorney Patricia Perkins was appointed to<br />
the <strong>Missouri</strong> <strong>Public</strong> <strong>Service</strong> <strong>Commission</strong> by<br />
Governor John Ashcroft on March 19, 1991,<br />
to fill an unexpired term.<br />
Prior to her appointment to the <strong>Commission</strong>,<br />
Ms. Perkins worked in the legal<br />
department of the <strong>Missouri</strong> State Auditor's<br />
Office and as an Assistant Attorney General<br />
for the State of <strong>Missouri</strong>. <strong>Commission</strong>er<br />
Perkins was Assistant Legal Counsel for the<br />
<strong>Missouri</strong> State Auditor from 1979 until 1981.<br />
From 1981 until her appointment to the<br />
<strong>Missouri</strong> <strong>Public</strong> <strong>Service</strong> <strong>Commission</strong>, Ms.<br />
Perkins was an Assistant Attorney General<br />
and represented various state agencies<br />
during that period of time, including the<br />
<strong>Missouri</strong> State Employees' Retirement<br />
System, the State Medical Care Plan, the<br />
<strong>Public</strong> School Retirement System, the<br />
<strong>Missouri</strong> Division of Finance, which<br />
regulates state banks. the <strong>Missouri</strong> Division<br />
of Savings and Loan Supervision, the<br />
Division ofEconomic Development within<br />
the Department of Consumer Affairs,<br />
Regulation and Licensing, and the State<br />
Board of Accountancy. She also represented<br />
the <strong>Missouri</strong> Department of Corrections,<br />
defending the department against<br />
inmate civil rights lawsuits.<br />
Most recently she represented the <strong>Missouri</strong><br />
Department of Elementary and<br />
Secondary Education in all legal matters<br />
other than the desegregation lawsuits.<br />
<strong>Commission</strong>er Perkins earned a Bachelor<br />
of Music degree from Oklahoma Baptist<br />
University. She also holds a Masters in<br />
Education and JD degree from the University<br />
of <strong>Missouri</strong>-Columbia.<br />
While working on the Masters degree, she<br />
was a graduate teaching assistant, and then<br />
taught public school in Dallas, Texas, for<br />
lWO years prior to attending law school.<br />
<strong>Commission</strong>er Perkins was appointed in<br />
October 1991, to the Gas Committee of the<br />
National Association of Regulatory Utility<br />
<strong>Commission</strong>ers (NARUC).<br />
Ms. Perkins has two daughters.<br />
<strong>Commission</strong>er Perkins' tenn expires on<br />
April 15, 1995.
