OBJECTIVE<br />

II. <strong>RECOVERY</strong><br />

This plan provides a framework to establish, protect, <strong>and</strong><br />

manage populations of Lipochaeta venosa <strong>and</strong> Isodendrion hosakae<br />

with the objective of downlisting them to threatened status. To<br />

achieve this goal, identified threats must be controlled <strong>and</strong> both<br />

species must be present at Sites #1-6 located on the Parker Ranch<br />

<strong>and</strong> L. venosa must be present at Site #7. Each site must have<br />

naturally-reproducing populations that include seedlings,<br />

juveniles, <strong>and</strong> adults, with an age distribution allowing for a<br />

stationary or growing population size. They should be maintained<br />

for at least 10 years. Activities that must be completed toward<br />

this end include: construction <strong>and</strong> maintenance of ungulate-proof<br />

fences around each population; establishment of firebreaks <strong>and</strong><br />

development of a fire response <strong>and</strong> suppression plan for both<br />

Parker Ranch <strong>and</strong> the area around Site #7; establishment of a germ<br />

plasm reserve for both species; control of fountain grass <strong>and</strong><br />

restoration of native habitat; <strong>and</strong> successful expansion of each<br />

species to Sites #1-6 (utilizing the results of research outlined<br />

in the plan).<br />

Delisting of these species cannot be foreseen at this time.<br />

Continuation of ranching, cinder mining, <strong>and</strong> the nearly complete<br />

destruction of the native vegetation have left only small remnants<br />

of habitat for these plants. Even if vigorous populations of each<br />

species can be successfully established at each of the proposed<br />

sites, the entirety of each site is vulnerable to disaster from<br />

fire or cattle.<br />
