Kendall County Committee of the Whole Meeting Minutes March 11, 2010 Call to Order at 4:00PM Present: Jessie Hafenrichter, Bob Davidson, Suzanne Petrella, Jeff Wehrli, John Purcell, John Shaw, Pam Parr, Elizabeth Flowers and Nancy Martin. Absent: Anne Vickery Also present were: Jim Smiley, Eric Weis, Jeff Wilkins, Jerry Dudgeon, Cheryl Johnson, Ken Toftoy, Megan Andrews & Man Schury Health Department Annual Report — Cheryl Johnson presented the 2009 annual report emphasizing the health and wellness of the residents and community is their daily commitment. The H1N1 influx emerged in the spring of 2009 causing many people to become ill. The Centers for Disease Control and Prevention responded by implementing a mass vaccination process across the county. The Health Department received 18,400 doses of vaccine in late October and by the end of December had given 16,800 vaccinations through seventeen clinics at the department. Due to the continued economic recession many residents sought the services provided at the Health Department and they served record numbers. The Kendall-Grundy Community Action Unit was awarded a grant for increased Weatherization in the two counties. Cheryl complimented the members of the Board of Health for their commitment and dedication to providing services to the residents of Kendall County. A2reement for Purchase & Sale of Real Estate — Jeff Wilkins reported the agreement calls approval of the purchase by the County Board which would then be forwarded to the City of Yorkville for approval. At that point the City can finalize their grant application. One parcel with a sanitary sewer connection will be removed from that connection to one along Fox St. The county will contribute to the cost at a maximum of 50% or $5,000 whichever is less. The City will dedicate right-of-ways. Closing costs will be split. Mayor Burd was available to answer questions concerning the grant. The agreement will be an action item at Tuesday’s Board meeting. Resolution Authorizin2 Application for Public Transportation Financial Assistance under Section 5311 of the Federal Transit Act of 1991 — This resolution must be passed in order to qualify for the downstate operating assistance. Section 5311 — Acceptance of the Special Warranty By accepting Section 5311 this special warranty must also be executed. Both of these are done on a yearly basis. There will be two separate motions with a roll call vote at the County Board meeting on Tuesday. Committee Items Mr. Davidson reported for the Highway Committee: the Ridge Road project will not be in effect until 2011 due to land purchases. It will be a two-year project once begun. Mr. Wehrli requested the Stormwater Committee reports become a permanent County Board agenda item. It was recommended it be inserted under Special Committee Reports. Jerry Dudgeon will ensure the committee minutes are included in the board packets. Megan Andrews was present to review the information from the Illinois Headwaters Resource Conservation & Development Area and the application for Resource Conservation & Development Program Assistance. She originally presented at the Health & Environment Committee meeting where it was requested it be presented to the entire Board at the COW meeting. program assistance from the Federal Government and one of the steps in forming the group. The county, as one of the sponsors, is asked to sign the application. Her packet of information included background information and a copy of the application. If approved by the Federal Government, RC&D would become an authorized area and receive financial support.
