COUNCIL REGULATION (EU) No 517/2013<br />

of 13 May 2013<br />

adapting certain regulations and decisions in the fields of free movement of goods, freedom of<br />

movement for persons, company law, competition policy, agriculture, food safety, veterinary and<br />

phytosanitary policy, transport policy, energy, taxation, statistics, trans-European networks,<br />

judiciary and fundamental rights, justice, freedom and security, environment, customs union,<br />

external relations, foreign, security and defence policy and institutions, by reason of the<br />

accession of the Republic of Croatia<br />

THE COUNCIL OF THE EUROPEAN UNION,<br />

Having regard to the Treaty on the Functioning of the European<br />

Union,<br />

Having regard to the Treaty of Accession of Croatia, and in<br />

particular Article 3(4) thereof,<br />

Having regard to the Act of Accession of Croatia, and in<br />

particular Article 50 thereof,<br />

Having regard to the proposal from the European Commission,<br />

Whereas:<br />

(1) Pursuant to Article 50 of the Act of Accession of Croatia,<br />

where acts of the institutions adopted prior to accession<br />

require adaptation by reason of accession, and the<br />

necessary adaptations have not been provided for in<br />

that Act of Accession or its Annexes, the Council,<br />

acting by qualified majority on a proposal from the<br />

Commission, shall, to this end, adopt the necessary<br />

acts, if the original act was not adopted by the<br />

Commission.<br />

(2) The Final Act of the Conference which drew up the<br />

Treaty of Accession of Croatia indicated that the High<br />

Contracting Parties had reached political agreement on a<br />

set of adaptations to acts adopted by the institutions<br />

required by reason of accession and invited the Council<br />

and the Commission to adopt these adaptations before<br />

accession, completed and updated where necessary to<br />

take account of the evolution of the law of the Union.<br />

(3) The Regulations and Decisions set out in this Regulation<br />

should therefore be amended accordingly,<br />

HAS ADOPTED THIS REGULATION:<br />

Article 1<br />

1. The following Regulations are amended as set out in the<br />

Annex to this Regulation:<br />

(a) in the field of the free movement of goods:<br />

— Regulation (EC) No 1907/2006 of the European<br />

Parliament and of the Council of 18 December 2006<br />

concerning the Registration, Evaluation, Authorisation<br />

and Restriction of Chemicals (REACH), establishing a<br />

European Chemicals Agency ( 1 ),<br />

— Regulation (EC) No 1272/2008 of the European<br />

Parliament and of the Council of 16 December 2008<br />

on classification, labelling and packaging of substances<br />

and mixtures ( 2 ),<br />

— Regulation (EC) No 78/2009 of the European<br />

Parliament and of the Council of 14 January 2009<br />

on the type-approval of motor vehicles with regard to<br />

the protection of pedestrians and other vulnerable road<br />

users ( 3 ), and<br />

— Regulation (EU) No 1007/2011 of the European<br />

Parliament and of the Council of 27 September 2011<br />

on textile fibre names and related labelling and marking<br />

of the fibre composition of textile products ( 4 );<br />
