9. Zilla Parishad Roads<br />

9.1 About 5,08,608 km of Zilla Parishad Roads were reported as on 31 st March 2008<br />

with around 55 % (2,78,962 km) of these roads having been surfaced. The road<br />

length under Zilla Parishads increased from 4,69,944 km in 2005 to 5,08,608 km (an<br />

increase of 8.2 %). Over the same period, surfaced roads under the Zilla Parishads<br />

increased by about 5.9 % from 2,63,311 km to 2,78,962 km. Amongst the States,<br />

Karnataka had reported the highest road length under the jurisdiction of Zilla<br />

Parishads at 1,44,725 km followed by Maharashtra with 1,02,149 km of Zilla Parishad<br />

roads(Table 5.1).<br />

10. Village Panchayat Roads<br />

10.1 The road length under this category were 6,70,107 km as on 31 st March 2008;<br />

during the period 2005- 2008 the road length increased by about 7.8 %. The<br />

surfaced road length under village panchayats increased by over 13 % from 1,19,580<br />

km km in 2005 to 1,35,331 km by the end of 2008. However, only about 20 % of the<br />

total road length under village panchayats was surfaced by the end of 2008. States<br />

with large networks of village panchayat roads include – Kerala (1,53,797 km), Orissa<br />

(1,39,942 km) and West Bengal (1,10,692 km) (Table 6.1).<br />

11. Panchayat Samiti Roads<br />

11.1 Roads under Panchayat Samiti were reported at 210035 km as on 31 st March<br />

2008. More than 24% of this road length was surfaced. Though Assam reported the<br />

largest share of Panchayat Samiti roads (64,494 km) only 6.5% was surfaced.<br />

Rajasthan had the second largest share with a length of 44,287 km, of which only 18<br />

% was surfaced. Tamil Nadu, on the other hand, had 32,053 km of total road length,<br />

of which 82 % was surfaced (Table 7.1).<br />

12. Pradhan Mantri Gram Sadak Yojana (PMGSY)<br />

12.1 The Pradhan Mantri Gram Sadak Yojana (PMGSY) was launched in December,<br />

2000 with the objective of providing connectivity, through all-weather roads to<br />
