Box III: Special Programmes/ Packages of the Government of India in the Road Sector 1. Accelerated Road Development Programme in the North East (SARDP-NE) The Special Accelerated Road Development Programme for North Eastern region (SARDP-NE) aims at improving the road connectivity to state capitals, district headquarters and remote places of NE region. It envisages two/four laning of about 9,940 km length of roads (5,184 km of NHs and 4,756 km of State roads). This would provide connectivity to 85 district headquarters in the North-Eastern States, to NHs/ State Roads. This programme has been divided into the following two phases: (i) SARDP-NE Phase A includes improvement of 2,796 km of roads (2,039 km of NHs and 757 km of State roads); (ii) SARDP-NE Phase B involves 2 laning of 4,825 km of NHs and 2-laning/improvements of State roads. 2. The Arunachal Pradesh Package The Arunachal Pradesh Package for Road and Highways covers 2,319 km road length of which 1,472 km is NHs and 847 km is State/General Staff/Strategic roads. Out of the total length of 2,319 km, 776 km are proposed to be implemented on BOT (Annuity) basis directly by the Ministry of Road Transport & Highways and the remaining 1,543 km on DPC mode through the State PWDs of Arunachal Pradesh and Assam and the Border Roads Organisation (BRO). 3. Special Programme for Development of Roads in Left Wing Extremism (LWE) Affected Areas The Government, in February 2009, approved a proposal for development of 1,202 km of National Highways and 4,362 km of State Roads in Left Wing Extremism affected areas as a special project. It would cover 33 districts in 8 States, namely, Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Orissa and Uttar Pradesh. xiv

7. State Highways 7.1 The total length of State Highways in the country increased from 1,33,177 km as of 31.3.2004 to 1,54,522 km as of 31.3.2008 (an increase of 16 %). Length of surfaced roads under State Highways category also increased over 16 % between 2004 and 2008, from 1,31,262 km to 1,52,738 km. In terms of absolute lengths, Maharashtra reported the highest kilometres of State Highways (33,675 km), followed by Karnataka (20,738) and Gujarat (18,447 km) (Table 3.1). 7.2 Out of the total surfaced length of State Highways at the end of March 2008, 1,51,159 km were of Bituminous Top (BT) or Cement Concrete (CC) i.e. nearly 99 % of total surfaced State Highways; 1,579 km of State Highways were of Water Bound Macadam (WBM), which accounted for a little over 1 %. Out of the total length of 1,54,522 km of State Highways, only 1,784 km were unsurfaced. Even here, more than 84% of such unsurfaced lengths (1,499 km) were reported to be motorable (Table 3.5). 8. Other PWD Roads 8.1 The total length of Other PWD roads have increased by about 20 % from 7,19,257 km in March 2004 to 8,63,241 km in March 2008. More than 83 % of the Other PWD Roads were surfaced consisting of 6,44,142 km (89.5 %) were Black Top/Cement Concrete & only 75,241 km (10.5 %) were Water Bound Macadam. About 59 % (85,191 km) of the total 1,43,858 km of unsurfaced roads were reported to be motorable ( Tables 4.1 & 4.5). 8.2 Uttar Pradesh had the highest length of roads under Other PWD roads (1,38,024 km), with 97.5 % of the roads being of surfaced category. Rajasthan had the second highest kilometres (92,029 km) constructed under Other PWD roads. Of this, nearly 94 % (86,424 km) were surfaced (Table 4.1). xv
