Box III: Special Programmes/ Packages of the Government of<br />
India in the Road Sector<br />
1. Accelerated Road Development Programme in the North East (SARDP-NE)<br />
The Special Accelerated Road Development Programme for North Eastern<br />
region (SARDP-NE) aims at improving the road connectivity to state capitals, district<br />
headquarters and remote places of NE region. It envisages two/four laning of about<br />
9,940 km length of roads (5,184 km of NHs and 4,756 km of State roads). This would<br />
provide connectivity to 85 district headquarters in the North-Eastern States, to NHs/<br />
State Roads. This programme has been divided into the following two phases: (i)<br />
SARDP-NE Phase A includes improvement of 2,796 km of roads (2,039 km of NHs and<br />
757 km of State roads); (ii) SARDP-NE Phase B involves 2 laning of 4,825 km of NHs<br />
and 2-laning/improvements of State roads.<br />
2. The Arunachal Pradesh Package<br />
The Arunachal Pradesh Package for Road and Highways covers 2,319 km<br />
road length of which 1,472 km is NHs and 847 km is State/General Staff/Strategic<br />
roads. Out of the total length of 2,319 km, 776 km are proposed to be implemented<br />
on BOT (Annuity) basis directly by the Ministry of Road Transport & Highways and the<br />
remaining 1,543 km on DPC mode through the State PWDs of Arunachal Pradesh<br />
and Assam and the Border Roads Organisation (BRO).<br />
3. Special Programme for Development of Roads in Left Wing Extremism (LWE)<br />
Affected Areas<br />
The Government, in February 2009, approved a proposal for development of<br />
1,202 km of National Highways and 4,362 km of State Roads in Left Wing Extremism<br />
affected areas as a special project. It would cover 33 districts in 8 States, namely,<br />
Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra,<br />
Orissa and Uttar Pradesh.<br />
