(ii) By engaging ex-servicemen sponsored by Directorate General of<br />

Resettlement (DGR), Ministry of Defence or societies formed by Exservicemen<br />

who are responsible for collection of toll only. NHAI makes<br />

monthly payment to these ex-servicemen at the scales prescribed by<br />

DGR.<br />

2. Collection through Competitive bidding for Fixed Sum<br />

Selected on the basis of competitive bidding, where actual toll is retained by<br />

the bidder against payment of a fixed sum to NHAI periodically or upfront.<br />

The bidder is not responsible for maintenance. This method is largely being<br />

used on bridges. Recently, NHAI has received the permission from Ministry of<br />

Road Transport & Highways for engagement of fee collecting agency<br />

through this option also.<br />

3. Collection through OMT contractor: - In this method private entrepreneur is<br />

selected on the basis of competitive bidding who is responsible for<br />

maintenance, operation and toll collection against payment of a fixed sum<br />

to NHAI periodically or upfront against retention of toll. One OMT contract is<br />

already awarded to private contractor.<br />

Basis for revision of rates<br />

1. As per the National Highways Fee (Determination of Rates & Collection) Rules,<br />

2008, fee is to be revised every year effective from 1 st April.<br />

2. Fee is to be revised as follows:<br />

i. Increase of 3% without compounding and,<br />

ii. 40% of the increase in the Wholesale Price Index (WPI).<br />
