expatriate Germans returning to Germany. 188 If successful, such ventures would<br />

prevent the sale <strong>of</strong> their property and/or businesses at deflated and regulated<br />

prices. This practice <strong>of</strong> further devaluation and price regulation became normative<br />

in <strong>Magdeburg</strong> in June 1939. 189<br />

On 24 August 1939, the Reich Minister for Commerce despatched a<br />

memorandum nationally concerning the elimination <strong>of</strong> the <strong>Jews</strong> from the German<br />

economy. <strong>The</strong> memorandum extolled the success <strong>of</strong> the removal <strong>of</strong> the <strong>Jews</strong> from<br />

all areas <strong>of</strong> influence, but lamented that it was still necessary to permit a limited<br />

number <strong>of</strong> <strong>Jews</strong> to operate businesses and practices to meet the needs <strong>of</strong> other<br />

<strong>Jews</strong>. He indicated, however, that in the future that this would not be permitted in<br />

the case <strong>of</strong> businesses and that the needs <strong>of</strong> the remaining <strong>Jews</strong> would be met by<br />

‘Aryan’ businesses. <strong>The</strong> memorandum also advised that henceforth Jewish<br />

hairdressers were no longer permitted to work in public, but had to attend to their<br />

clientele in their homes or the homes <strong>of</strong> clients. A further directive was ordered<br />

that Jewish burial societies reduce their activities. 190 Four days later, all<br />

exclusionary economic measures enacted against <strong>Jews</strong> <strong>of</strong> German nationality were<br />

extended to <strong>Jews</strong> <strong>of</strong> foreign nationalities resident in Germany. 191 <strong>The</strong><br />

determination to completely eliminate <strong>Jews</strong> from the economy and from the<br />
