was to conduct its activities. 12 Included in the eleven stated guidelines was the<br />

instruction that all organised activities had to be registered with the Gestapa a<br />

minimum <strong>of</strong> ten days prior to the execution <strong>of</strong> any planned activity. <strong>The</strong><br />

guidelines explicitly stated that only <strong>Jews</strong> and ‘non-Aryans’ were permitted to<br />

attend such activities. 13 On 20 August 1935, the <strong>of</strong>fice <strong>of</strong> the State Police for the<br />

Merseburg District dispatched a further memorandum to <strong>Magdeburg</strong>, instructing<br />

that henceforth any Jewish organisation that was not a member <strong>of</strong> the<br />

Reichsverband der jüdischen Kulturbünde in Deutschland was to be dissolved,<br />

with the exception <strong>of</strong> Jewish schools and religious communities. 14 It indicated that<br />

dissolving all unaffiliated organisations would enable a consistent and easier<br />

surveillance <strong>of</strong> the activities <strong>of</strong> <strong>Jews</strong> and that all Zionist activities (with a view to<br />

emigration) were to be encouraged.<br />

As further evidence <strong>of</strong> this surveillance and separation, the same <strong>of</strong>fice issued<br />

instructions on 21 August 1935 that <strong>Jews</strong> were not to be given information on the<br />

activities <strong>of</strong> non-<strong>Jews</strong>, particularly on any business-related matter. 15 In a<br />

comprehensive measure to ensure the tabulation <strong>of</strong> data on all movements <strong>of</strong><br />

<strong>Jews</strong>, on 2 September 1935, the <strong>of</strong>fice <strong>of</strong> the State Police for the <strong>Magdeburg</strong><br />
